Guide to driving in Greece with a Kazakhstan licence.
A valid Kazakhstan national driving licence can be recognised in Greece when it satisfies the requirements of the 1968 Vienna Convention on Road Traffic. A separate International Driving Permit (IDP) is not established as legally mandatory for a compliant national permit. Licence format still matters in practice, particularly for rentals, and Kazakhstan police currently state that Kazakhstan does not issue IDPs.
Greece and Kazakhstan are both parties to the 1968 Vienna Convention. This gives a legal basis for recognition of compliant national driving permits issued by Kazakhstan. Recognition applies only to the vehicle categories for which the holder is validly licensed. A fixed visitor driving period specific to Kazakhstan licence holders was not verified.
Kazakhstan acceded to the 1968 Vienna Convention on Road Traffic on 4 April 1994, with the Convention entering into force for Kazakhstan on 4 April 1995. Greece acceded on 18 December 1986, with entry into force for Greece on 18 December 1987. Under the Convention framework, contracting states recognise national driving permits that conform to its requirements. The permit must remain valid and the driver may only operate vehicles covered by the relevant licence category.
The checked treaty material does not establish that a separate IDP is mandatory when a Kazakhstan national driving permit itself meets the Convention requirements. The relevant international framework is the 1968 Vienna Convention. Kazakhstan police stated in 2026 that International Driving Permits are currently not issued in Kazakhstan and warned that documents offered by unauthorised private organisations have no legal force. An IDP should therefore not be treated as a substitute for the original national licence.
No authoritative source checked established a fixed maximum number of days for a visiting Kazakhstan licence holder, so max_visitor_days is left unset. The treatment of a person who establishes normal residence in Greece is a separate licensing question. A current Kazakhstan-specific Greek resident exchange or conversion rule was not verified, so resident conversion is unverified – confirm with official authority.
Rental documentation can be stricter than the underlying legal recognition rule. Enterprise Greece expressly lists Kazakhstan among countries whose national licences with Latin characters are accepted and requires a full valid licence held for at least one year plus a valid passport or identity card. Avis Greece also expressly accepts Kazakhstan national licences with Latin characters and generally requires the licence to have been issued at least 12 months before rental. Hertz Greece publishes a broader requirement that a non-EU driver hold an international driving licence. These company policies therefore differ and should be checked before booking.
Carry the valid original Kazakhstan national driving licence. No Kazakhstan-specific authoritative Greek rule was verified establishing additional documents routinely demanded during roadside checks. No pair-specific rule was found showing that insurance automatically becomes invalid because the driver holds a Kazakhstan licence. Rental insurance and protection are governed separately by Greek law and the rental contract.
The main qualification is licence conformity and format. Convention recognition does not create entitlement to drive a vehicle category that the Kazakhstan licence does not cover. For rentals, both Enterprise and Avis condition their published Kazakhstan acceptance on the national licence using Latin characters. A licence that does not satisfy a provider's format requirements may therefore require additional documentation or may not be accepted by that provider.
Use the valid original Kazakhstan licence and verify that its details and vehicle categories meet the applicable recognition conditions. If renting, send the rental company a copy of the licence before booking and obtain confirmation that it will be accepted at pickup. This is especially useful because Enterprise and Avis publish Kazakhstan-specific acceptance while Hertz states a different rule for non-EU licences. Avoid private sellers offering a Kazakhstan IDP while the competent Kazakhstan authorities state that such permits are not currently issued.
This information was checked against the listed treaty, government and rental-company sources on 2026-09-28. Driving-licence recognition and rental documentation rules can change, so recheck the relevant authority and rental provider before travel.
