Guide to driving in New Zealand with a Kazakhstan licence.
A current and valid Kazakhstan driving licence can be used in New Zealand under NZTA's overseas-licence rules. An International Driving Permit (IDP) is not independently required. If the licence is not in English, you must carry an accurate English translation or an acceptable IDP. Kazakhstan police currently state that Kazakhstan does not issue IDPs, so an NZTA-acceptable English translation is the practical option where one is required. Car licences currently have an 18-month limit from last entry, changing to 12 months on 1 November 2026.
New Zealand applies its normal overseas-licence rules to a Kazakhstan licence. The licence must be current and valid, and the driver must meet NZTA's other eligibility conditions. Translation depends on the language of the licence rather than nationality alone.
NZTA permits driving without a New Zealand licence when the driver has a current and valid overseas licence or permit, has not been suspended or disqualified in New Zealand, and has not been issued a New Zealand driver licence since the last entry. A full overseas car licence permits a car or light vehicle within New Zealand class 1 limits, including a gross laden weight of up to 6000 kg. Motorcycle and other categories remain subject to the corresponding New Zealand limits and any conditions on the overseas licence.
New Zealand does not make an IDP mandatory merely because the licence was issued in Kazakhstan. For a licence that is not in English, NZTA requires an accurate English translation or an IDP issued under a United Nations Convention on road traffic. NZTA therefore treats the IDP as an acceptable translation mechanism rather than an additional document that every foreign driver must obtain. Kazakhstan police stated in 2026 that international driving permits are currently not issued in Kazakhstan and warned against documents sold by unauthorised private organisations. Because no Kazakhstan-issued IDP is presently available, an exact usable Kazakhstan IDP convention model is not applicable in practice.
As checked on 26 September 2026, an overseas car licence can currently be used for up to 18 months from the driver's last date of entry into New Zealand. NZTA states that this will reduce to 12 months from 1 November 2026. Overseas motorcycle and truck licences can be used for up to 12 months. Kazakhstan is not on NZTA's exempt-country list, so a person converting a Kazakhstan licence follows the non-exempt process and must pass the applicable theory and practical tests. Starting the conversion process can change the conditions under which the person may continue driving.
Rental policy is separate from the legal right to drive. Avis New Zealand requires a full, current and valid licence and publishes additional documentation conditions for foreign licences. Its general terms state that a licence not printed in English must be accompanied by a valid IDP, while several New Zealand location pages describe an IDP or official translation requirement for a licence not in the Roman alphabet. Because these company rules are not identical to NZTA's legal translation alternatives, a Kazakhstan licence holder who cannot obtain an official Kazakhstan IDP should confirm acceptable documentation with Avis or any other chosen rental company before paying for a booking.
NZTA requires the driver to carry the current overseas licence while driving. If the licence is not in English, an acceptable English translation or qualifying IDP must also be carried. NZTA also states that a driver must show the licence if police ask. A Kazakhstan-specific insurance consequence linked to use of the national licence or translation was not verified, so the insurance position is unverified – confirm with official authority.
The permitted period differs by vehicle class and changes for car licences on 1 November 2026. Learner, restricted or provisional overseas licences can also be subject to tighter New Zealand vehicle limits. A driver who has been suspended or disqualified in New Zealand cannot continue relying on the overseas licence. Once a New Zealand licence is issued during conversion, its conditions may override the overseas licence.
Travel with the original current Kazakhstan licence. If it is not in English, arrange an accurate English translation accepted by NZTA rather than buying an unofficial IDP. Check the rental company separately because its contractual documentation requirements may be stricter than the legal minimum. If staying long enough to require conversion, allow time for the non-exempt-country testing process.
