Guide to driving in Antigua and Barbuda with a Kazakhstan licence.
A visitor holding a valid Kazakhstan driving licence can drive in Antigua and Barbuda only after obtaining the local temporary driver's licence. The visitor permit may be granted for a period not exceeding three months. An International Driving Permit (IDP) is not the local driving authority, and official Canadian travel guidance says IDPs are not recognized in Antigua and Barbuda. The Royal Police Force visitor checklist does not list a separate translation.
Bring the original Kazakhstan licence and use it to obtain the temporary local licence before driving. The local permit, not an IDP, is the document that gives the visitor authority to drive. The exact local vehicle class and any conditions are determined by the licence issued.
Section 30 of the Vehicles and Road Traffic Act requires a driver on a road to hold a driver's licence. Section 40 allows the licensing authority to grant a bona fide visitor a temporary driver's licence, other than a chauffeur's licence, for a period not exceeding three months, with or without a test and subject to conditions. The Royal Police Force visitor process asks for the original valid national licence, a local address and the prescribed fee. This means the Kazakhstan licence is evidence used to obtain the local visitor licence rather than a stand-alone authorization to drive.
The 1995 amendment sets the local classes. A motorcycle licence covers a motorcycle. A private licence covers a private motor car, rental vehicle, pickup, truck or van not exceeding 11,201 lb. A chauffeur licence covers an omnibus, tractor, earth-moving vehicle or taxi, and that chauffeur class is excluded from the visitor temporary-licence power in section 40.
An IDP was not verified as a legal requirement for this visitor process. Government of Canada travel advice expressly states that the IDP is not recognized in Antigua and Barbuda and directs its own licence holders to obtain the local temporary licence. The Royal Police Force visitor checklist likewise does not list an IDP.
The United Nations Treaty Collection lists Kazakhstan as a party to the 1968 Vienna Convention on Road Traffic, but Antigua and Barbuda is not listed as a party to that convention or to the 1949 Geneva Convention on Road Traffic. No Geneva or Vienna IDP model was therefore verified as applicable to this pair. Kazakhstan's Ministry of Internal Affairs also states that Kazakhstan currently does not issue IDPs.
The statutory visitor licence may be granted to a bona fide visitor for a period not exceeding three months. Because the source expresses the maximum in months rather than days, this record does not convert it to a fixed day count. Section 40 is a visitor provision, so it should not be treated as a resident driving rule. Kazakhstan-specific resident exchange rights, conversion deadlines and testing exemptions are unverified – confirm with official authority.
The Act permits the Licensing Officer to authorize the owner of a self-drive hire vehicle to hand a visitor a temporary driver's licence. Hertz's Antigua and Barbuda page says a local licence is required as well as the renter's own licence. Its published booking requirements also list a valid licence held for at least one year, any required IDP, passport or other identification and a payment card. The wording about an IDP is conditional and does not establish a Kazakhstan-specific IDP requirement.
The amended section 41 requires a driver to have the driver's licence on the driver's person or in the motor vehicle and to produce it when required by a police officer. For the visitor licence application, police list the original valid national licence, local address and fee. No checked authority said that a Kazakhstan visitor must produce an IDP.
The Motor Vehicles Insurance (Third-Party Risks) Act requires a qualifying third-party policy or security to be in force for a motor vehicle used on a public road. No checked source tied that insurance requirement to possession of an IDP.
A visitor temporary licence cannot be issued as a chauffeur's licence. The Royal Police Force also notes that OECS residents may not be required to obtain a temporary licence while visiting. That OECS exception does not cover a visitor from Kazakhstan. Any resident conversion or exchange treatment for a Kazakhstan licence remains unverified – confirm with official authority.
Travel with the original valid Kazakhstan licence and arrange the local temporary driver's licence before driving. Do not buy or rely on an unofficial online IDP. Kazakhstan's Ministry of Internal Affairs says it does not currently issue IDPs and that unauthorized private documents have no legal force. If renting, confirm the company's own document-readability and licence-holding-period rules before pickup.
