Guide to driving in Angola with a Kazakhstan licence.
A Kazakhstan licence can be used in Angola only conditionally under the published non-bilateral foreign-licence rule. The licence must be valid, the holder must meet the Angolan age requirement, and the holder must prove that the licence was obtained through an exam at least as rigorous as Angolan law. That route lasts 30 days. The checked rule does not state an IDP or translation as a legal condition.
The central issue is not an IDP. It is whether Angola accepts the Kazakhstan licence under Article 103(5) of Presidential Decree 203/16. Kazakhstan officially requires theoretical and practical driving exams, but the research did not establish that Angolan authorities regard those exams as at least as rigorous as the Angolan standard. Treat the right to drive as conditional until the Angolan authority confirms the proof it accepts.
Article 103 distinguishes SADC-model licences and licences covered by bilateral agreements from other foreign licences. No Kazakhstan–Angola bilateral driving-licence recognition or exchange agreement was verified, and Kazakhstan is not a SADC member. For a licence falling under the non-bilateral rule, Article 103(5) allows driving for no more than 30 days if the licence is valid, the holder meets the Angolan age requirement, and the licence was obtained through an examination at least as rigorous as Angolan law.
Kazakhstan government guidance confirms that first-time applicants pass theoretical and practical driving examinations and that the licence records permitted categories. That confirms an exam-based licensing system, but it does not by itself prove the comparative Angolan requirement. The exact vehicle-category treatment for this pair was not established by the sources checked, so confirm the authorised categories directly with the responsible Angolan authority.
The checked Angolan rule for this non-bilateral route does not list an International Driving Permit (IDP) as a legal condition. No Angola-specific official recommendation for a Kazakhstan licence holder was verified. The United Nations treaty status checked shows Kazakhstan as a party to the 1968 Vienna Convention on Road Traffic while Angola is not listed as a party, and neither country is listed as a party to the 1949 Geneva Convention on Road Traffic. A shared convention-based IDP model for this pair therefore was not established.
Kazakhstan police currently states that international driving permits are not being issued in Kazakhstan and warns that purported IDPs from unauthorised private firms have no legal force. An IDP also would not remove the separate Angolan requirement concerning the rigor of the examination used to obtain the national licence.
The published non-bilateral rule gives a base period of no more than 30 days. Article 103(6) allows an extension for another equal period where there is justified cause. Do not treat the possible extension as an automatic 60-day entitlement.
Article 104 allows a resident who holds a valid foreign licence that authorises driving in Angola to request exchange for an Angolan licence for the corresponding categories. The application documents listed there include identification, proof of residence, a declaration confirming the foreign licence validity from the issuing authority or embassy, and the required medical documentation. No Kazakhstan-specific automatic exchange, testing exemption or fixed resident conversion deadline was verified.
Rental policy is separate from Angolan law. Hertz Luanda Airport says the national licence must have been held for at least one year and requires an IDP when the national licence is not in Roman script. Europcar Luanda says the normal national licence is required and an international driving licence is mandatory when the licence language differs from the renting country or its characters cannot be read there. Because Kazakhstan police says official IDPs are not presently issued, confirm the rental desk documentation in writing before making a non-refundable booking.
| Company | Requirement checked | Source checked |
|---|---|---|
| Hertz Luanda Airport | Valid national licence held at least one year. IDP additionally required for a national licence not in Roman script. | https://www.hertz.com/us/en/location/angola/luanda/lado50 |
| Europcar Luanda | Normal national licence required. International driving licence required where the licence language differs from the renting country or characters cannot be read there. | https://www.europcar.com/en-us/places/car-rental-angola/luanda |
The checked Angolan provision requires the foreign licence to be valid and makes the non-bilateral route depend on the examination-standard condition. It does not set out in Article 103(5) the form of proof a Kazakhstan visitor should carry. A complete ordinary-visitor roadside document list was not established by the sources checked, so confirm the documents directly with the responsible Angolan authority.
Separately, Angola Decree 35/09 establishes compulsory motor third-party liability insurance for vehicles within its scope. No Kazakhstan-licence-specific insurance condition was verified, and the research does not support claiming that absence of an IDP automatically invalidates insurance.
A foreigner not domiciled in Angola who holds a licence from a country without mutual recognition can be granted a special driving authorisation by the Direcção Nacional de Viação e Trânsito under Article 102. Its maximum validity is one year and it cannot outlast the foreign licence. This is an Angolan authorisation and is distinct from an IDP.
The 30-day rule also depends on licence validity and the minimum Angolan age for the equivalent licence. A licence that is expired or otherwise invalid does not qualify under the published rule.
Before driving, ask the Direcção Nacional de Viação e Trânsito what proof it accepts that the Kazakhstan examination standard satisfies Article 103(5). If the trip will exceed 30 days, ask about the justified 30-day extension or the special driving authorisation. If renting, obtain written confirmation from the chosen company about acceptable language and IDP documentation because official Kazakhstan police guidance says Kazakhstan is not currently issuing IDPs.
