Guide to driving in Antigua and Barbuda with a Arizona licence.
An Arizona licence holder may drive in Antigua and Barbuda after obtaining the destination temporary local driver licence. Current destination-focused government guidance states that an International Driving Permit (IDP) is not recognized, so it is not a substitute for the local permit. A visitor licence may be granted for a period not exceeding three months. No separate translation requirement was verified for an English-language Arizona licence.
The Arizona licence is an underlying home credential, not the visitor driving authorization by itself. Before driving, obtain the Antigua and Barbuda temporary driver licence. The visitor permit can last no longer than three months, and the local licence may contain vehicle-class or other conditions.
Arizona is a U.S. state licensing jurisdiction and Antigua and Barbuda is a separate sovereign country. The Antigua and Barbuda Vehicles and Road Traffic Act requires a driver to hold a driver licence. Section 40 allows a bona fide visitor to receive a temporary driver licence, other than a chauffeur licence, for a period not exceeding three months, with or without a driving test and subject to conditions stated on the licence.
This means an Arizona licence does not create a pair-specific exemption from the local visitor-permit system. Arizona Department of Transportation classifies its licences as Class G graduated, Class D operator, Class M motorcycle and Classes A, B and C commercial. Antigua and Barbuda separately classifies driver licences as motorcycle, private and chauffeur licences, so the local temporary licence and its stated conditions control what may be driven there.
An IDP is not the required visitor document for this trip. Government of Canada destination guidance states that the International Driving Permit is not recognized in Antigua and Barbuda, while U.S. Department of State destination guidance directs visitors to obtain a temporary local driving permit. The FIA IDP Repository lists Antigua and Barbuda as not ratified under the convention framework and identifies a temporary permit for visiting drivers.
No Geneva or Vienna IDP model therefore replaces the Antigua and Barbuda temporary licence. U.S. Department of State guidance says U.S. IDPs issued by AAA or AATA meet the 1949 United Nations Convention standard, but that origin-side format does not change the destination rule here. An Arizona holder should not obtain an IDP expecting it to serve as the legal driving permit in Antigua and Barbuda.
For a bona fide visitor, section 40 permits a temporary driver licence for a period not exceeding three months. Because the law states the limit in months, no fixed day count is used here. The actual licence may be shorter and may include conditions.
The temporary provision is expressly for bona fide visitors. For a person who stops being a bona fide visitor and becomes resident, Arizona-specific exchange or conversion treatment is unverified – confirm with official authority.
Rental policy must be kept separate from the legal rule. Hertz at V C Bird International Airport states that the driver must present a valid national driving licence and also obtain the local permit at the Hertz counter. The same Hertz page says an international driving licence is not accepted for rental. This verifies Hertz policy only and does not establish the terms of every rental company in Antigua and Barbuda.
Section 41 of the Vehicles and Road Traffic Act requires a driver to produce the driver licence when requested by a police officer. If it is not produced immediately, the Act allows the holder to produce it in person at the specified police station within 48 hours.
The Motor Vehicles Insurance (Third-Party Risks) Act requires compliant third-party insurance or security to be in force for use of a motor vehicle on a public road. It also provides for police to require production of the insurance or security certificate. For a rental, confirm that the rental and insurance documents cover you as an authorized driver.
The temporary visitor driver licence cannot be a chauffeur licence and may contain conditions restricting vehicle classes. An Arizona Class D licence does not itself authorize motorcycle use in Arizona, while a Class M licence or motorcycle endorsement does. For motorcycle use in Antigua and Barbuda, the traveller should have the appropriate Arizona motorcycle entitlement and ensure the local temporary licence authorizes the motorcycle. Arizona commercial classes do not override the local restriction on visitor chauffeur licences.
Bring the physical, valid Arizona driving licence and obtain the Antigua and Barbuda temporary local driver licence before driving. Do not rely on an IDP as a substitute. Check that the local licence covers the vehicle class you intend to use, carry it while driving, and keep the rental and insurance documents available.
