Guide to driving in Greece with a Albania licence.
A valid Albanian driving licence is recognised in Greece for driving until the holder acquires ordinary residence in Greece. Under current Greek Ministry of Infrastructure and Transport guidance, an Albanian visitor does not need an International Driving Permit (IDP) as a legal condition. No visitor day limit is fixed by this rule. A translation is not stated for visitor use, although it may be requested during resident exchange.
The Greek Ministry of Infrastructure and Transport circular dated 13 May 2026 specifically lists Albania among the countries whose valid national licences are accepted as issued on Greek territory until the holder acquires ordinary residence in Greece. The pair also has a mutual-recognition agreement ratified in Greece by Law 4657/2020.
The recognition applies to the valid driving entitlement shown on the licence, subject to the Greek minimum age and category rules for the vehicle being driven. The current resident-exchange procedure recognises corresponding categories under bilateral equivalence tables rather than creating a separate visitor-only category list.
An IDP is not a legal condition for a non-resident visitor who is driving on a valid Albanian national licence under the Albania-specific recognition rule. The checked Greek Ministry and Albanian DPSHTRR material does not state a pair-specific official recommendation that such a visitor should also obtain an IDP.
If an IDP is obtained for rental-company compliance or convenience, DPSHTRR issues the 1968 Vienna Convention model. DPSHTRR states that the permit is valid for up to three years, or only until the national licence expires if that occurs sooner, and that the IDP must always be accompanied by the national licence. DPSHTRR also states that the IDP ceases to be valid in a state once the holder establishes ordinary residence there.
There is no verified fixed visitor limit expressed as a number of days for the Albania-specific recognition rule, so max_visitor_days is NULL. The operative threshold is ordinary residence in Greece, not a stated tourist-day count.
Once ordinary residence is acquired, the Albanian licence ceases to be valid for driving in Greece. Greek government procedure allows a valid Albanian licence to be exchanged for the corresponding Greek category without theory or practical driving tests, subject to the current administrative, age and medical conditions. The exchange process does not cover a Certificate of Professional Competence.
Rental rules are contractual and can be stricter than the driving law. Enterprise Greece states that Albanian national licences using Latin characters are accepted and requires all drivers to present a full valid licence held for at least one year together with an identity card or passport. Hertz Greece states that an Albanian national licence is accepted in credit-card-sized format and requires an IDP when the Albanian licence is not in that format.
These two checked policies are not identical, so an IDP should not be described as a universal Greek rental requirement. Confirm the exact booking terms for the company and vehicle class before collection.
Greek Road Traffic Code Article 103 requires the driver to carry the lawful driving licence and the vehicle documents that apply. For a private vehicle the listed documents include the vehicle registration, proof of insurance and proof of road-tax payment, together with any category-specific certificates required by law.
For vehicles rented from car-rental or leasing companies, Article 103 provides a special document-carrying rule: the vehicle carries a copy of the registration and is not required to carry proof of insurance or proof of road-tax payment in the vehicle. This is a carrying exception, not a statement that insurance itself is unnecessary.
The licence must be valid, and the driver must meet the Greek minimum age for the relevant vehicle category. The resident-exchange framework does not cover temporary, probationary or similar licences and does not exchange a Certificate of Professional Competence. During an exchange, the competent authority may ask for an official translation of the foreign licence.
If you are visiting Greece and hold a valid Albanian licence, carry the original licence and the vehicle documents that apply. You do not need an IDP to satisfy the Greek visitor licence-recognition rule, but a rental company may impose its own documentation condition. Check the booked company before travel and obtain the 1968 Vienna IDP from DPSHTRR if the rental terms require it.
If you acquire ordinary residence in Greece, do not continue relying on the Albanian licence. Use the bilateral conversion process for a Greek licence.
