Guide to driving in Azerbaijan with a Malawi licence.
A Malawi driving licence is not automatically confirmed as valid in Azerbaijan. Azerbaijani law recognises qualifying foreign licences under applicable international treaties, but Malawi and Azerbaijan participate in different road-traffic conventions. Whether an International Driving Permit (IDP) is legally necessary or sufficient for this particular licence remains unverified. Qualifying temporary visitors have no fixed driving-day limit under the cited provision, while residence-permit holders face a one-month licence-exchange requirement.
The decisive question is whether Azerbaijan accepts the Malawi national licence under its foreign-licence recognition rules. An IDP may help satisfy a rental provider, but it should not be treated as proof of legal recognition.

Malawi and Azerbaijan are separate sovereign countries with distinct national driving-licence systems. Their relationship must therefore be assessed under Azerbaijan foreign-licence recognition rules rather than domestic licensing arrangements.
Article 35-1 of Azerbaijan Road Traffic Law, published by the Ministry of Internal Affairs and State Traffic Police, permits a foreigner temporarily in Azerbaijan to drive using an unexpired licence issued by a foreign competent authority in accordance with international road-traffic treaties to which Azerbaijan belongs.
The United Nations Treaty Collection records Malawi as a party to the 1949 Geneva Convention on Road Traffic, following succession recorded on 17 February 1965. Azerbaijan is recorded as a party to the 1968 Vienna Convention, which entered into force for Azerbaijan on 3 July 2003. Malawi is not listed among the Vienna Convention parties, and Azerbaijan is not listed among the Geneva Convention parties.
These records establish an important distinction for this journey. They do not prove that Azerbaijan prohibits all Malawi licences, but neither do they establish recognition through a convention shared by both countries. Whether a separate Azerbaijani legal basis permits use of the Malawi licence is unverified – confirm with official authority.
The specific Malawi licence categories that Azerbaijan will recognise, including any limitations affecting motorcycles, passenger cars or commercial vehicles, could not be established from the checked authorities.
Malawi Road Traffic Regulations provide for international driving permits for use outside Malawi. Regulation 36 authorises the Director to issue an IDP to an eligible Malawi resident who has held a valid Malawi driving licence for the relevant vehicle categories for at least one year. Regulation 37 provides a permit validity period of 12 months, unless suspended by a court.
Regulation 40 identifies Form A for permits issued under the 1949 Geneva Convention. This establishes the Malawi-side model, not its automatic validity in Azerbaijan. Azerbaijan participates in the different 1968 Vienna Convention, so the checked treaty records do not establish that Azerbaijan must accept a Malawi-issued 1949 permit.
Whether Azerbaijani law requires an IDP for this licence, accepts the Malawi-issued 1949 model, or permits an alternative supporting document is unverified – confirm with official authority. No Azerbaijan government recommendation specifically addressing Malawi licence holders was verified.
The legal requirement for a certified or other official translation was also not established for this pair. A rental company may impose a separate language-related documentation rule. An IDP should always be considered alongside the underlying national licence rather than as an independent driving qualification.
For a foreigner temporarily staying in Azerbaijan, Article 35-1 permits driving with a valid qualifying foreign licence without specifying a fixed maximum number of days. This does not resolve whether a particular Malawi licence qualifies, and it must not be read as permission to drive beyond the validity of the travellers immigration status or driving documents.
The rule changes when a foreigner obtains permission for temporary or permanent residence. Article 35-1 requires the foreign driving licence to be exchanged within one month of receiving that permission. Article 35 provides the related exchange procedure, subject to its prescribed conditions.
The law also contains a separate one-month rule for Azerbaijani citizens using foreign-issued licences after entering Azerbaijan. That rule concerns Azerbaijani citizens and should not be mistaken for a universal one-month limit on foreign tourists.
The checked provisions do not establish a special exchange entitlement for Malawi licences where initial treaty-based recognition is unresolved. Anyone relocating should confirm exchange eligibility with the Azerbaijan State Traffic Police before relying on the national licence.
Rental eligibility is a separate question from permission to drive under Azerbaijani law. Two published Azerbaijan-specific rental policies demonstrate why the documents should be checked with the actual provider.
| Company | Published requirements | Source checked |
|---|---|---|
| Hertz Azerbaijan | For foreign customers, a passport copy including the information page and entry stamp, an international driving licence and at least one year of driving experience. The company specifies foreign-licence rentals of up to one month. | Hertz Azerbaijan FAQ, checked 2026-10-21 |
| Avis Azerbaijan | An international driving licence for licences written in a non-Roman alphabet, minimum driver age of 21 and a valid licence held for at least two years. | Avis Azerbaijan Terms and Conditions, checked 2026-10-21 |
Hertz uses a broader international-licence requirement for foreign customers than the language-based condition published by Avis. Neither published policy specifically resolves recognition of a Malawi-issued IDP under Azerbaijani law.
Before confirming a booking, send the rental branch details of the issuing country, licence categories, format and proposed IDP. Request confirmation that the documents will satisfy both the company policy and the legal requirements for driving.
Azerbaijan foreign-licence provision requires the national licence relied upon to remain valid. The precise set of roadside documents required from someone driving on a Malawi licence, including any additional IDP or translation, is unverified – confirm with official authority.
Hertz Azerbaijan separately identifies passport and international driving-licence documentation for foreign rental customers. These are conditions of that rental service and should not be presented as a universal roadside requirement.
No pair-specific insurance rule was verified stating that a Malawi licence or a particular IDP model automatically satisfies, or invalidates, coverage. Before driving a rented vehicle, confirm that the provider and its insurer accept the documents and that the proposed vehicle and driver are covered. Insurance eligibility and legal licence recognition are separate issues.
The convention difference is the main Malawi-specific issue. Malawi statutory provision for a 1949 Geneva Convention IDP does not establish acceptance under the 1968 Vienna Convention framework to which Azerbaijan belongs. A travel document marketed as an international licence should not be assumed to overcome that distinction.
Vehicle-category recognition also requires care. Malawi law links the categories on an IDP to those on the national licence. However, no authoritative Azerbaijan-specific category mapping for Malawi licences was verified. Restrictions affecting particular classes are unverified – confirm with official authority.
Temporary foreign visitors and residence-permit holders are subject to different Azerbaijani provisions. Rental-company age, experience and documentation conditions are additional contractual limitations, not evidence of a Malawi-specific legal exemption.
Confirm recognition directly with the Azerbaijan State Traffic Police before relying on a Malawi licence. Ask whether your particular national licence is acceptable, whether a Malawi-issued 1949 Geneva Convention IDP will be recognised, and whether an official translation or other document is necessary.
If you plan to rent, obtain separate written approval from your chosen rental branch. A company agreeing to take a booking does not itself establish that the driver meets Azerbaijani licensing law. Keep the original licence available alongside any supporting documents that the relevant authorities confirm are acceptable.
For a longer stay involving a temporary or permanent residence permit, check the applicable exchange process before the one-month statutory period expires.
The legal provisions, United Nations treaty records, Malawi permit regulations and named rental-company terms listed above were checked on 2026-10-21. The principal outstanding issue is whether Azerbaijan legally accepts the Malawi national driving licence, with or without a Malawi-issued 1949 IDP. This requires direct confirmation from the competent Azerbaijani authority before driving.
