Guide to driving in Angola with a Malawi licence.
A person with a valid Malawi SADC-model driving licence can drive in Angola for the vehicle categories shown on that licence, provided they meet the minimum age Angola requires for the equivalent category and the licence is not suspended or otherwise invalid. An International Driving Permit and separate translation are not legally required for this pair. Angola rules do not set a fixed visitor-day limit for SADC-model licences.
Malawi requires licensed drivers to use the SADC-model licence. Angola Article 103 recognises SADC-model licences issued by SADC member states, so the Malawi licence follows the direct SADC recognition route rather than the fallback rule used for other foreign licences.
Article 103 of Angola Presidential Decree 203/16 recognises SADC-model licences for the categories they authorise and with the restrictions shown on the licence. The licence must be valid and the holder must have reached the age Angola requires for the equivalent licence. Recognition is excluded where the title is seized, suspended, expired or cancelled, or where an applicable driving ban has not been fully served.
Malawi Road Traffic regulations state that the valid and recognised driving licence in Malawi is the SADC-model type and that every driver licensed in Malawi must use that model. This is the factual link that brings a normal valid Malawi licence within the Angolan SADC recognition rule.
An IDP is not legally required for a holder of a valid Malawi SADC-model licence because Angola recognises that licence directly. The SADC transport protocol also provides for recognition of harmonised SADC licences or an International Driving Permit. No official authority checked specifically recommends an IDP for a holder of a valid Malawi SADC-model licence.
Because no IDP is required for this pair, no convention model needs to be carried for the Angola entitlement. Malawi regulations nevertheless provide a 1949 Geneva Convention Form A permit for use in 1949 Convention countries, valid for 12 months from issue under Malawi rules. The Directorate for Road Traffic and Safety Services provides the current IDP application form. An IDP does not replace the original national licence.
Angola Article 103 does not state a fixed maximum visitor period for SADC-model licences. Its 30-day limit, with a possible equal extension, applies to foreign licences from states outside the recognised bilateral route and is separate from the SADC-model recognition rule.
Once the holder establishes habitual residence in Angola, national rules on licence validity and physical, mental and psychological fitness apply. If the foreign title has no validity limit or its validity does not coincide with Angolan law, it must be revalidated within two years from the date residence is established. A resident with an eligible valid foreign licence may also apply for exchange to an Angolan licence.
Avis terms checked for Luanda Airport require a valid driving licence in the driver's name from the country of residence. Avis requires an IDP only where the licence is in a non-Roman alphabet, using the IDP as a translation alongside the original licence. This is a named-company policy and does not create an Angolan legal IDP requirement. No sufficiently broad rental-industry rule was verified.
The SADC transport protocol states that drivers must carry their driving licences and, where applicable, professional driving permits during journeys on public roads. No authoritative source checked says that a valid Malawi SADC-model licence holder must routinely produce an IDP.
Angola requires compulsory third-party motor liability insurance for vehicles in circulation. For rentals, Avis states that public liability insurance follows Angolan law, while collision damage waiver and theft protection are optional contractual products.
The SADC recognition is category-specific and follows any restrictions printed on the Malawi licence. It also depends on licence validity and the Angolan minimum age for the equivalent category. A suspended, seized, expired or cancelled licence, or an unserved driving ban that Angola recognises under Article 103, removes the normal recognition benefit.
Carry the original valid Malawi SADC-model licence and make sure its category covers the vehicle you plan to drive. An IDP is optional rather than legally required for this pair. Check the rental company terms before collection, especially if the physical licence has unusual formatting, and confirm that the vehicle has valid compulsory insurance documentation. If you establish habitual residence in Angola, follow the resident revalidation or exchange rules.
