Guide to driving in Azerbaijan with a Arizona licence.
A valid Arizona driving licence can be used in Azerbaijan under the US Department of State guidance for US drivers. An International Driving Permit (IDP) is highly recommended for translation purposes, but is not stated as a general legal requirement for US visitors. Azerbaijani law permits qualifying foreign licences during temporary visits. Foreigners who obtain an Azerbaijani residence permit must exchange their licence within one month.
The US Department of State confirms that valid US driving licences can be used in Azerbaijan. For an Arizona licence holder, the main practical distinction is between carrying the original licence, which establishes driving entitlement, and carrying an IDP, which provides supporting translations.
There is no verified fixed visitor-driving limit applying to every temporary foreign visitor. The applicable residence rules are separate, and rental companies may impose their own documentation conditions.
Arizona is a US state, not a separate treaty-signing country. Its driving licences are issued under the US licensing system, so the relevant international guidance is that for US licences rather than a separate Arizona–Azerbaijan agreement.
The US Department of State states that a valid US driver licence may be used in Azerbaijan. Azerbaijani road-traffic legislation separately recognises valid foreign licences issued in accordance with applicable international road-traffic agreements.
The practical conclusion is that an ordinary valid Arizona licence is acceptable for temporary driving, provided the holder is authorised for the vehicle concerned. A passenger-car entitlement should not be treated as permission to operate motorcycles, heavy vehicles or other classes for which the driver lacks the relevant authorisation. Precise category equivalence for Arizona endorsements and commercial licences: unverified – confirm with official authority.
The US Department of State does not impose a general IDP requirement in its Azerbaijan guidance. Instead, it states that an IDP is highly recommended for translation purposes. A recommendation is not the same as a legal requirement.
The US issues IDPs under the 1949 Geneva Convention system. The American Automobile Association (AAA) lists Azerbaijan among destinations honouring its 1949-model IDP, including destinations that are not parties to that convention.
Azerbaijan is a party to the 1968 Vienna Convention on Road Traffic, and UK government guidance specifies the 1968-model IDP for UK drivers. That does not mean an Arizona driver can obtain a 1968-model permit from a US issuer. The two issuing systems should not be confused.
The US Department of State identifies AAA and the American Automobile Touring Alliance as authorised US IDP issuers. AAA confirms that IDPs are available through its Arizona branches. An IDP must accompany the original valid state licence and does not create an independent driving entitlement.
Arizona licences are issued in English. The US Department of State nevertheless highly recommends an IDP for translation purposes in Azerbaijan. A separate mandatory certified translation specifically for English-language Arizona licences was not established in the checked official guidance.
Azerbaijan distinguishes temporary foreign visitors from people holding residence permits. Article 35-1 of its road-traffic legislation permits temporarily present foreign nationals to drive using qualifying valid foreign licences without specifying a universal fixed number of days in that provision.
The Azerbaijani State Migration Service states that foreign nationals who obtain temporary or permanent residence permits must exchange their qualifying foreign driving licences within one month of receiving the permit. Failure to exchange within that period means the person is treated as lacking the right to drive.
The US Department of State similarly advises resident foreigners to obtain an Azerbaijani licence through ASAN Xidmet. The Azerbaijani authority provides the more specific trigger: obtaining a temporary or permanent residence permit. An Arizona licence does not establish an exemption from this requirement, and no special Arizona conversion or testing exemption was verified.
Permission to drive under national law does not guarantee that a rental company will release a vehicle. No named rental-company documentation policy was verified for this specific licence combination.
Before reserving a car, obtain written confirmation that the supplier accepts a valid Arizona licence together with a US-issued 1949-model IDP. Ask separately about driver age, vehicle category, how long the licence must have been held, identification and insurance documentation. These conditions belong to the rental agreement and should not be described as national legal requirements without further evidence.
The US Department of State advises motorists to carry their driving licence, passport or local registration documents, vehicle registration documents and proof of insurance. It also reports that routine traffic stops are common.
Carry the original Arizona licence rather than relying solely on an IDP. If you obtain an IDP, keep it with the licence because AAA explicitly states that the permit is supplementary.
Proof of insurance is among the documents identified in US official guidance. The terms of a particular insurance policy, including whether additional evidence of coverage is required for a US licence holder, were not independently verified. Do not assume that carrying an IDP creates or extends insurance coverage.
The most significant exception concerns residence. The one-month foreign-licence exchange rule applies after a foreign national obtains an Azerbaijani temporary or permanent residence permit, rather than being a universal one-month limit for tourists.
Azerbaijani legislation also treats its own citizens returning with foreign licences separately. That provision should not be applied automatically to an Arizona licence holder visiting as a foreign national.
US-issued and UK-issued IDPs follow different convention models. The UK instruction to obtain a 1968-model IDP is not an instruction that a US driver can follow through AAA. AAA lists Azerbaijan as recognising its 1949-model permit.
Separately, Azerbaijani government information identifies access permits for foreign nationals driving private vehicles into specified formerly conflict-affected territories. Such access permission is distinct from the recognition of a driving licence.
Bring your valid Arizona licence and obtain an IDP from an authorised US issuer before departure. The IDP is highly recommended by the US Department of State, and AAA identifies Azerbaijan as a destination honouring its US-issued permit.
Check with your rental supplier before paying, particularly if its booking information refers to a 1968-model IDP. Keep the original licence, identification, vehicle documents and proof of insurance accessible while driving. Anyone planning to obtain Azerbaijani residence permission should prepare for the one-month licence exchange requirement.
Information checked against the listed government, treaty and authorised IDP issuer sources on 2026-10-21. This is the verification date, not a claim that the underlying rules changed on that date. Individual rental terms and future regulatory changes should be checked before travel.
