Guide to driving in Antigua and Barbuda with a Latvia licence.
A Latvia driving licence does not by itself authorize you to drive in Antigua and Barbuda. A bona fide visitor must obtain a local temporary driver's licence, issued for no more than three months. An International Driving Permit (IDP) is not recognized there and cannot replace the local permit. Latvia issues a 1968 Vienna Convention IDP, but Antigua and Barbuda is not a party to that convention. A separate translation rule was not verified.
The key document is the Antigua and Barbuda visitor's temporary driver's licence. The national Latvia licence is useful as the home-country licence supporting the visitor process, but it is not the document that gives the visitor local authority to drive. The local permit can be issued for no more than three months.
Section 30 of the Vehicles and Road Traffic Act says a person may not drive a motor vehicle on a road unless that person holds a driver's licence. Section 40 creates the visitor route: the licensing authority may grant a bona fide visitor a temporary driver's licence, other than a chauffeur's licence, for up to three months and subject to conditions written on the licence. The Antigua and Barbuda Tourism Authority tells visitors to bring a valid home-country licence and purchase the local permit. For a Latvia licence holder, this means the Latvia card is not enough on its own.
An IDP is not the legal authorisation used for visitors in Antigua and Barbuda. Government of Canada travel guidance states that the International Driving Permit is not recognized there. Latvia's Road Traffic Safety Directorate, CSDD, issues IDPs under the 1968 Vienna Convention and describes an IDP as a multilingual translation that is valid only together with the Latvian national licence. The UN treaty record lists Latvia as a party to the 1968 Convention, while Antigua and Barbuda is not listed as a party. CSDD says an IDP can be useful in countries outside the convention system, but no Antigua and Barbuda authority recommendation to carry one was verified.
The local temporary driver's licence may be granted for any period not exceeding three months. Because the statute expresses this limit in months, max_visitor_days is left NULL rather than converting it to a fixed number of days. Section 40 applies only to a bona fide visitor. A Latvia-specific resident exchange, conversion deadline, test exemption or grace period was not verified, so resident treatment is unverified – confirm with official authority.
The Act expressly allows the Licensing Officer to authorise the owner of a self-drive hire motor vehicle to hand over a visitor's temporary driver's licence on the officer's behalf. The Tourism Authority says a visitor needs a valid home-country driving licence and the local permit, and its current visitor guidance shows an EC$50 permit fee. No named rental-company terms were verified for a Latvia licence holder, so any extra counter requirement, including translation paperwork, should be confirmed with the selected company.
Section 41 requires a driver to produce the driver's licence when a police officer requires it for examination, with an alternative allowing production at the specified police station within 48 hours. For a visitor driving under section 40, the local temporary licence is the relevant local licence. Separately, the Motor Vehicles Insurance (Third-Party Risks) Act requires a compliant third-party insurance policy or security to be in force for use of a motor vehicle on a public road.
The visitor licence cannot be a chauffeur's licence, and it can carry conditions imposed on the licence. The statute does not establish a special Latvia exemption. The exact vehicle class covered by the local temporary licence and any separate translation requirement for the Latvian card were not verified beyond the general requirement to present a valid home-country licence.
Take your valid Latvia licence, obtain the Antigua and Barbuda visitor's temporary driver's licence before driving, and confirm the vehicle class shown on the local permit. Do not treat a Latvia-issued 1968 IDP as a substitute for the local permit. Check any translation request with the licensing authority or rental company before travel, and verify that the vehicle is covered by the required third-party insurance.
