Guide to driving in Bahrain with a Latvia licence.
A valid Latvia driving licence can qualify for driving a private car in Bahrain, but local traffic authority approval is required. Bahrain permits approved non-GCC private-car licences for up to three months after entry. An International Driving Permit (IDP) is not proven universally mandatory for Latvian visitors, although foreign-IDP endorsement rules apply. No separate translation requirement was verified. Rental companies have different policies.
The practical distinction is between an accepted national licence, a foreign IDP and a rental company agreeing to release a vehicle. Latvia issues Vienna Convention-compliant licences, and Bahrain participates in the same Convention. However, Bahrain executive regulations retain a specific approval condition for non-GCC licences. Check that condition before relying on the Latvian card alone.
Latvia and Bahrain are both parties to the 1968 Vienna Convention on Road Traffic. Latvia Road Traffic Safety Directorate, known as CSDD, states that its national driving licence meets the Convention requirements. The United Nations treaty records independently confirm participation by both countries.
Bahrain executive traffic regulations, Article 251, provide that the traffic administration may permit holders of approved non-GCC private-car driving licences to drive private cars for a maximum of three months from entering Bahrain. Approval by the General Directorate of Traffic is an express condition. The regulation does not create an unconditional right for every foreign national licence to be used without local approval.
For a Latvian category B driver, the relevant verified Bahrain provision is therefore the private-car rule. Latvia issues other vehicle categories, but recognition of each Latvian motorcycle, heavy-vehicle or other category in Bahrain is unverified – confirm with official authority.
Latvia CSDD issues its IDP under the 1968 Vienna Convention on Road Traffic. It describes the document as a multilingual translation of the national licence and states that it is valid only when accompanied by the Latvian driving licence. The IDP normally has a maximum validity of three years, shortened where the underlying licence expires sooner.
Bahrain executive regulations distinguish approved foreign national driving licences from foreign international permits. Article 295 requires foreign IDPs to be presented for review and registration. It provides a special arrival procedure for tourists and transit visitors, including presentation to the traffic authority on the following day, and allows authorised rental companies to carry out endorsement functions.
These provisions do not establish that every Latvian visitor must obtain an IDP regardless of national-licence approval. The precise requirement depends on the documents accepted and endorsed for that driver. CSDD does not give an unconditional Bahrain-specific IDP recommendation in the guidance checked. Obtaining the Vienna-model IDP is sensible where the traffic authority or rental provider requests it.
No independent certified-translation obligation specifically applying to a standard Latvian national licence was established. CSDD identifies translation as one purpose of its IDP. Any additional translation requirement is unverified – confirm with official authority.
Article 251 sets a maximum of three months from entry for driving private cars using a foreign non-GCC licence approved by Bahrain Traffic. The regulation refers to this period regardless of the person residence status. The limit is expressed in months, so it should not be treated as a fixed number of database days.
A Bahrain residence permit does not remove the approval condition or create indefinite national-licence recognition. Bahrain offers official evaluation of foreign driving licences and replacement of licences issued by recognised countries. These services require a valid original foreign licence and a vision test, among other conditions. Whether a particular Latvian licence qualifies for straightforward replacement, or instead requires additional assessment, must be established with the General Directorate of Traffic. No Latvia-specific exchange exemption or deadline was verified.
Rental terms provide a meaningful Latvia-specific distinction. Avis Bahrain names Latvia in its list of countries exempt from the usual additional international-driving-licence requirement for non-resident renters. SIXT Bahrain takes a different approach in its published destination conditions.
| Rental company | Published requirement | Source checked |
|---|---|---|
| Avis Bahrain | Latvia is explicitly exempt from the usual IDP requirement. A valid national licence held for at least one year is required. The listed minimum rental age is 25. | Avis Bahrain terms and conditions |
| SIXT Bahrain | International customers are asked for an international driving licence, a valid national licence held for at least one year and identification. | SIXT Bahrain rental information |
The Avis exemption is a company policy, not a substitute for Bahrain Traffic approval. Avis also specifies that the original national licence should correspond to the country issuing the passport or residence permit. Travellers with a Latvian licence but another nationality should check this provision before booking.
Bahrain provides an official service for endorsing foreign international driving licences used by visitors. The service identifies original valid national and international licences, a passport and immigration documentation. Where an IDP is used, its endorsement procedure matters independently of the rental company document check. Australian government guidance also advises carrying the driving licence and vehicle registration documents while driving in Bahrain.
Insurance terms should be checked separately. Avis Bahrain states that its rental vehicles have comprehensive insurance including third-party liability, subject to its contract. Its collision damage waiver has an excess and excludes certain situations, including unauthorised drivers. Avis also requires a police report for an accident-related insurance claim. These terms cannot be assumed to apply to another company or to a privately owned vehicle.
The three-month national-licence provision checked applies to approved private-car licences, not automatically to every category on a Latvian licence. The international-permit endorsement process is a separate administrative requirement. A visitor with an IDP should not assume that possession of the booklet alone completes the Bahrain procedure.
Rental policies can be more restrictive than the legal recognition framework. Avis specifically identifies Latvian licences as exempt from its usual IDP condition, while SIXT Bahrain requires international documentation from international customers. Neither company can independently extend the period or vehicle categories authorised by Bahrain Traffic.
Confirm with Bahrain General Directorate of Traffic that your original Latvian category B licence will be approved for the intended visit and whether the foreign-IDP endorsement procedure applies. The Latvian 1968 Vienna Convention IDP is available from CSDD and can help satisfy a provider request, but it is not a replacement for the original national licence.
If renting, select a provider whose published rules accept your documentation. Avis Bahrain expressly lists Latvia among its IDP-exempt origins, while SIXT Bahrain asks international renters for an international licence. Confirm any approval, identification and insurance conditions before vehicle collection. For longer stays or residence, ask Bahrain Traffic about local licensing rather than assuming visitor permission continues indefinitely.
