Guide to driving in Greece with a Cyprus licence.
A valid full Cyprus driving licence is recognised in Greece under EU mutual-recognition rules. You do not need an International Driving Permit (IDP) or an additional translation merely because the licence was issued in Cyprus. There is no fixed licence-specific visitor-day limit in the EU guidance checked, but the licence must remain valid. A Cyprus learner licence is different and is valid only in Cyprus.
For a visitor holding a valid full Cyprus EU licence, the practical answer is straightforward: the licence can be used in Greece, an IDP is not legally required, and no extra translation is required. The entitlement only extends to vehicle categories that are valid on the licence and remains subject to applicable age limits and restriction codes.
Article 2 of Directive 2006/126/EC states that driving licences issued by EU Member States are mutually recognised. Current European Commission guidance likewise says that a licence issued in an EU country can be used anywhere in the EU. For Cyprus licence holders, that is the legal basis for recognition in Greece rather than a separate Cyprus-Greece bilateral arrangement.
The recognised harmonised categories listed by the European Commission are AM, A1, A2, A, B, BE, B1, C1, C1E, C, CE, D1, D1E, D and DE. Recognition depends on the relevant category actually being valid on the Cyprus licence, and national minimum-age rules or restriction codes can still matter.
An IDP is not legally required when driving in Greece on a valid full Cyprus EU licence. No official source checked recommends obtaining an IDP for this EU-to-EU journey. Because an IDP is not required for this licence relationship, no IDP convention model is needed for lawful driving in Greece. Cyprus Road Transport Department guidance on international licences is directed to use in non-European countries rather than to ordinary driving elsewhere in the EU.
No fixed maximum number of visitor days was identified for using a valid Cyprus EU licence in Greece, so no fixed day value is stated. If the holder takes up normal residence in Greece, EU rules say an EU licence normally does not have to be exchanged immediately and may be exchanged voluntarily. Exchange or renewal can become necessary in situations such as loss, theft, damage, expiry, or where national rules apply to an older licence without a limited administrative validity period. A resident whose licence expires should renew it in the country of normal residence.
Rental policy is separate from driving law. SIXT Greece states that valid EU driving licences are accepted and, for passenger vehicles, requires the renter and approved drivers to have held a full valid licence for at least one year and to present it with an identity card or passport. Hertz Greece states that the driver must have held a licence for at least 12 months and accepts Greek or European licences for EU countries. Neither policy makes an IDP a requirement for a Cyprus EU licence.
No additional Cyprus-specific roadside-document list was verified from a Greek police or transport source for this page. The licence itself must be valid, and EU guidance warns that provisional licences and temporary replacement certificates are not automatically recognised for cross-border driving. A traveller who needs a definitive roadside document list beyond the valid licence should confirm it with the responsible Greek authority.
For insurance, EU rules state that compulsory third-party motor insurance issued for a vehicle in an EU country is valid throughout the EU. Optional or additional cover can have different contractual limits, so those terms should be checked with the insurer or rental company. No insurance condition specific to holding a Cyprus licence was identified.
The most important pair-specific exception is the Cyprus learner driving licence. The Council of the European Union PRADO record states that this learner document is valid only in Cyprus, so it cannot be relied on to drive in Greece. An expired, suspended, withdrawn or otherwise invalid full licence also does not create a right to drive. Older EU licence formats remain recognised, although EU guidance states that they must be exchanged for the standard model by 2033 at the latest.
Travel with the original valid full Cyprus licence. Do not obtain an IDP solely for driving in Greece, and no extra translation is needed for that EU licence. If renting, also bring the identification required by the company and confirm the booked vehicle class, age threshold and licence-holding period. Do not use a Cyprus learner licence as authority to drive in Greece.
