Guide to driving in Andorra with a Cyprus licence.
A valid Cyprus driving licence is recognised in Andorra because current Andorran regulations expressly accept licences issued by European Union member states. You therefore do not legally need an International Driving Permit (IDP) merely because you hold a Cyprus licence. No separate translation is required under this EU-licence recognition rule. Visitors have no fixed licence-specific day limit identified in the rule, but residents face separate deadlines.
For a visitor holding a valid Cyprus licence, the central rule is straightforward: the national licence can be used in Andorra for the vehicle categories it authorises. An IDP is not a legal prerequisite under the rule for EU-issued licences. Rental companies may impose their own documentation conditions.
Article 14 of Andorra's 2025 Regulation on driving permits states that licences issued by EU member states and EFTA states are valid for driving in Andorra. Cyprus is an EU member state, so its licences fall directly within this category rather than depending on a Cyprus-specific bilateral agreement. The licence must be valid and appropriate for the vehicle being driven.
An IDP is not legally required for a valid Cyprus licence because Andorra separately and expressly recognises EU licences. No official Andorran recommendation identified in the sources checked tells Cyprus or other EU licence holders to obtain an IDP despite that recognition. Cyprus's Road Transport Department does issue a one-year international driving permit and describes it as based on the Geneva model for destinations where such a document is needed, but that does not make it necessary in Andorra for a Cyprus EU licence.
The Andorran regulation does not set a fixed maximum number of visitor days for use of an EU licence, so no fixed visitor-day figure is stated here. Residence changes the position. A foreign licence covered by the regulation is subject to additional validity, age and experience conditions and normally ceases to qualify under the residence rule after six months from obtaining habitual or temporary residence. Article 15 separately requires the foreign licence to be changed for an Andorran equivalent within the exchange framework, and EU licences are placed in the direct-recognition category, subject to the regulation's conditions and reciprocity provision.
Rental-company policy is not the same as Andorran law. Europcar's published Andorra information requires the normal national driving licence, an identification document and a valid payment card. Its Andorra guidance also says an international driving licence is mandatory where the national licence is in a language different from that of the renting country and/or uses characters that cannot be read there. Check the conditions attached to the specific booking before collection.
Article 87 of Andorra's Road Traffic Code requires the driver to have and carry a valid driving licence. It also requires the vehicle registration certificate, the current insurance certificate or proof that the policy is in force and, where applicable, the vehicle inspection certificate. These documents must be shown to traffic authorities when requested. No separate Cyprus-specific insurance condition was identified.
The recognition described here assumes that the Cyprus licence remains valid and authorises the category of vehicle being driven. Residence introduces additional time limits and exchange obligations. Rental firms can also apply contractual documentation requirements that are stricter than the minimum legal rule for driving.
For a normal visit, take the original valid Cyprus licence and confirm that its category covers the vehicle. You do not need to obtain an IDP solely to satisfy Andorran driving law. If hiring a car, verify the rental company's document rules before collection. If you become resident in Andorra, start the licence-exchange process promptly rather than relying on the visitor position.
