Saipan ehliyeti ile Azerbaijan ülkesinde araç kullanma rehberi.
Azerbaijan accepts valid US driving licences, and the US Department of State highly recommends an International Driving Permit (IDP) for translation purposes rather than identifying it as mandatory. However, its guidance does not specifically address licences issued in Saipan, so their exact recognition and translation requirements need official confirmation. Qualifying foreign visitors may drive while temporarily staying in Azerbaijan, whereas residence permit holders face a one-month licence-exchange deadline.
A Saipan licence is issued within the Commonwealth of the Northern Mariana Islands, a US commonwealth. It should not be confused with a licence issued by an independent country or automatically assumed to receive identical treatment to every US state licence.
The US Department of State confirms that valid US driving licences can be used in Azerbaijan. Because the reviewed guidance does not expressly cover CNMI-issued licences, confirm recognition with the Azerbaijani authority before relying on that general statement. The same caution applies when arranging car hire.
Article 35-1 of Azerbaijan's Law on Road Traffic permits foreign nationals staying temporarily in the country to drive with an unexpired licence issued by a competent foreign authority in accordance with the international road-traffic agreements applicable to Azerbaijan. The provision does not establish that every licence issued anywhere in the world is automatically recognised.
The United Nations treaty records establish that Azerbaijan is a contracting party to the 1968 Vienna Convention on Road Traffic and the United States is a contracting party to the 1949 Geneva Convention on Road Traffic. These are different instruments. Treaty participation alone does not settle the recognition of a particular territorial licence or prove that a specific IDP is mandatory.
The US Department of State provides a broader practical statement that valid US driving licences can be used in Azerbaijan. Whether this guidance is applied without qualification to a licence issued by the Commonwealth of the Northern Mariana Islands is unverified – confirm with official authority.
No official source checked established a separate Saipan-specific vehicle-category equivalence. A traveller should confirm that the category printed on the licence is accepted for the intended vehicle, particularly when renting anything other than an ordinary passenger car.
The US Department of State says that an IDP is highly recommended for translation purposes when driving in Azerbaijan with a valid US licence. This is a government recommendation, not a statement that every US driver is legally required to obtain an IDP.
The American Automobile Association (AAA), an organisation authorised by the US Department of State to issue IDPs, describes the US permit as an official translation accompanying a valid domestic driving licence. The US-authorised IDP follows the 1949 Geneva Convention model.
Azerbaijan participates in the 1968 Vienna Convention. This distinction means that a US-issued 1949-model permit should not be described as a Vienna Convention permit. The reviewed material does not conclusively establish the specific legal treatment of a 1949-model IDP accompanying a Saipan-issued licence. Confirm that combination with the Azerbaijani authority.
For a traveller whose Saipan licence is accepted as a valid US licence, carrying an IDP is consistent with the US government recommendation. Before applying, confirm with the authorised US issuer that the particular CNMI licence qualifies. The IDP does not replace the original licence.
A separate certified or official translation requirement for an English-language Saipan licence was not established by the sources reviewed. The documented government advice is to obtain an IDP for translation purposes.
Article 35-1 distinguishes temporary foreign visitors from people who become residents. A qualifying foreign national staying temporarily in Azerbaijan may use an unexpired recognised foreign licence. The provision does not specify a universal fixed maximum number of visitor driving days, so a numerical visitor limit should not be inferred from the separate rules for residents.
Once a foreign national receives a temporary or permanent residence permit, the State Migration Service says the foreign licence must be exchanged within one month from the date that permit was obtained. Failure to exchange it within that period means the person is treated as lacking the right to drive. The requirement is supported by the Constitutional Court decision of 19 May 2022.
Azerbaijani citizens holding qualifying foreign licences are subject to a different rule: they may drive using the foreign licence for one month after entering Azerbaijan and must exchange it to continue driving beyond that period. This distinction matters because possession of a Saipan licence does not by itself establish the holders citizenship or immigration status.
No named rental-company terms were verified specifically for Saipan-issued driving licences. Rental acceptance therefore remains a separate question from the general foreign-licence provisions in Azerbaijani law.
Ask the chosen rental company whether it accepts a licence issued by the Commonwealth of the Northern Mariana Islands and whether the original licence must be accompanied by an IDP or other translation. Also confirm its applicable vehicle-category, driver-eligibility and documentation conditions. These are contractual requirements and should not be presented as universal Azerbaijani law.
The US Department of State advises motorists in Azerbaijan to carry their driving licence, passport or local registration documents, vehicle registration documents and proof of insurance. It also reports that routine traffic stops are common. These are documented travel instructions, not evidence that a Saipan licence receives special enforcement treatment.
Drivers should retain their original licence even when carrying an IDP, because the permit supplements rather than replaces the domestic document.
Insurance must be checked separately. US Department of State international driving guidance warns that existing US vehicle insurance may not provide coverage abroad or meet local requirements. Confirm the insurance applicable to the vehicle and the intended driver, and carry the relevant evidence. No Saipan-specific insurance condition was verified.
The unresolved issue is not whether Saipan and Azerbaijan have a bilateral driving-licence agreement. Saipan is not a separate sovereign state, and no such agreement was verified. The issue is whether Azerbaijani authorities treat the particular CNMI-issued licence as falling within the accepted US licence category and whether additional documentation is necessary.
The reviewed sources also do not establish an automatic entitlement to drive every vehicle category, a Saipan-specific translation exemption or a separate territorial driving period. None of these should be assumed from general US travel guidance.
Visitor status, Azerbaijani citizenship and possession of an Azerbaijani residence permit can materially change the applicable driving period. These differences arise under Azerbaijani law rather than from a special rule aimed at Saipan.
Before travelling, obtain confirmation that Azerbaijan accepts a valid Commonwealth of the Northern Mariana Islands driving licence and ask whether any translation or IDP is legally necessary for that document. If an IDP is available through an authorised US issuer for the licence, carrying one follows the US Department of State recommendation.
For a rental vehicle, obtain written confirmation from the supplier that it accepts the licence and accompanying documents. Carry the original licence, identification, vehicle registration and insurance evidence. If obtaining an Azerbaijani residence permit, arrange the required licence exchange within one month of receiving that permit.
The information was checked against the official and first-party sources listed above on 2026-10-22. The unresolved recognition and documentation questions concerning CNMI-issued licences require confirmation from the responsible Azerbaijani authority before driving.
