Albania ehliyeti ile Azerbaijan ülkesinde araç kullanma rehberi.
A valid Albanian driving licence can be used in Azerbaijan by a temporary visitor when it meets the 1968 Vienna Convention requirements. An International Driving Permit (IDP) is not legally necessary for a national licence complying with Annex 6, although rental providers may require additional documentation. Azerbaijan does not set a fixed general visitor driving period in the verified foreign-licence provision. Different rules apply after receiving residence permission.
Albania and Azerbaijan both participate in the 1968 Vienna Convention on Road Traffic. This provides the legal basis for recognising qualifying Albanian licences rather than requiring a special bilateral arrangement.
The practical distinction is between permission to drive and permission to rent. A licence can be legally recognised while a rental company still requires an IDP, translation or additional proof of driving experience.
Article 41 of the Vienna Convention requires contracting parties to recognise valid domestic driving permits conforming to Annex 6, provided the permit was issued by another contracting party and the driver operates vehicles within the categories authorised by that permit.
Albania became bound by the Convention on 29 June 2001, and Azerbaijan on 3 July 2003, according to the United Nations Treaty Collection. This shared treaty participation explains the recognition framework for a qualifying Albanian licence.
Azerbaijan Road Traffic Law Article 35-1 expressly permits temporarily staying foreigners to operate vehicles using valid foreign driving licences issued in accordance with international treaties to which Azerbaijan is a party. A licence must remain unexpired, and recognition does not extend beyond the categories it authorises.
The Convention rule does not automatically establish that every historical or unusual Albanian licence format satisfies Annex 6. Drivers holding an older or non-standard document should verify its compliance before relying on recognition without an IDP.
An IDP is not a separate mandatory document where the Albanian national licence independently qualifies under Annex 6 of the 1968 Vienna Convention. Article 41 separately provides for recognition of international permits conforming to Annex 7 when accompanied by the corresponding national licence.
The relevant Albanian IDP is the 1968 Vienna Convention model. Albania Directorate-General of Road Transport Services, known as DPSHTRR, publishes the application procedure and confirms that its international permit is intended for countries participating in that Convention.
DPSHTRR states that its IDP is valid for three years unless the underlying national licence or authorised category expires earlier. The permit must always accompany the national licence. Azerbaijan is a Convention contracting party, so the Albanian 1968 model is the relevant treaty-based IDP for this journey.
No verified Azerbaijani government instruction specifically recommends that all Albanian visitors obtain an IDP despite holding an Annex 6-compliant licence. Nevertheless, obtaining one is sensible when a rental provider requests international documentation.
The Convention does not impose a separate translation requirement on a qualifying Annex 6 domestic permit. Whether a particular non-standard licence needs an additional certified translation under Azerbaijan administrative practice is unverified – confirm with official authority. Rental-company translation conditions are separate.
Azerbaijan Road Traffic Law Article 35-1 distinguishes a foreigner temporarily staying in Azerbaijan from one who has obtained temporary or permanent residence permission.
For a temporarily staying foreigner, the provision recognises an unexpired qualifying foreign driving licence without specifying a universal maximum number of visitor driving days. The licence must remain valid and the individual must continue to satisfy the relevant visitor conditions. A fixed 30-day or 90-day limit should not be inferred from this provision.
After receiving temporary or permanent residence permission, a foreign licence holder must exchange the licence within one month of receiving that permission. Article 35 sets out the exchange procedure, and the law provides for retention of the previously authorised categories when the applicable exchange conditions are met.
The separate one-month rule for Azerbaijani citizens entering Azerbaijan with foreign licences should not be confused with the position of an Albanian visitor.
Rental companies can impose documentary requirements beyond the minimum conditions for legal driving. Published policies checked for Azerbaijan illustrate why an Albanian customer should confirm the documents required by the specific rental branch.
| Company | Published requirement | Source checked |
|---|---|---|
| Hertz Azerbaijan | Requests an international driving licence and passport documentation from foreign customers, alongside its driving-experience and licence-validity conditions. | Hertz Azerbaijan FAQ |
| Avis Azerbaijan general terms | States that an international driving licence is required for licences using a non-Roman alphabet. Requires drivers to be at least 21 and to have held a valid licence for at least two years. | Avis Azerbaijan terms |
| Avis Baku airport | May request an IDP or notarised English translation where licence details cannot be confidently verified, including for European-issued licences. Requires the original physical licence. | Avis Baku airport conditions |
The Avis descriptions differ in scope, so neither should be treated as a universal exemption or requirement for every Avis booking. Hertz Azerbaijan also publishes a company-specific one-month foreign-licence rental condition. This must not be mistaken for Azerbaijan law limiting all foreign visitors to one month of driving.
Keep the original Albanian licence available while driving. If using an IDP, carry it together with that licence because the international permit does not independently authorise driving. The exact full roadside document checklist is unverified – confirm with official authority.
Avis Baku specifically requires a physical, undamaged driving licence and states that electronic licences are not accepted because of insurance regulations. Its published terms also describe local liability and property damage insurance arrangements. These are verified company conditions, not evidence that every Azerbaijani insurer rejects a driver without an IDP.
Before collecting a rental vehicle, check the insurance contract and make sure the rental provider has accepted the Albanian licence and any supporting documents.
The most consequential exception concerns residence permission. Temporary visitor recognition is not an indefinite alternative to exchanging a foreign licence after receiving Azerbaijani temporary or permanent residence permission.
The Vienna Convention also excludes learner-driver permits from the Article 41 recognition obligation. Vehicle category restrictions continue to apply, and holding an IDP does not add vehicle categories absent from the national licence.
No verified bilateral exemption gives Albanian licence holders a separate recognition period or a broader vehicle entitlement than the applicable Convention and Azerbaijani legal framework.
An Albanian visitor with a valid Annex 6-compliant national licence can rely on the Vienna Convention recognition framework for the authorised vehicle categories. An IDP is not independently compulsory in that situation, but obtaining the Albanian 1968 Convention permit can help satisfy rental documentation requests.
For a rental booking, confirm the precise requirements with the collection location rather than assuming every provider accepts the same documents. Carry the original national licence, any IDP requested by the provider and the identification required under the rental agreement.
Anyone receiving Azerbaijani residence permission should arrange the foreign-licence exchange within the statutory one-month period.
The information on this page was checked against the listed treaty records, Azerbaijani legal provisions, Albanian transport authority guidance and published rental-company conditions on 2026-10-21. This is a verification date, not a claim that the underlying rules changed on that date. Confirm documentation requirements with the responsible authority or rental location before travelling if your licence format, residence status or rental circumstances are unusual.
