A valid Andorran driving licence can be recognised in Azerbaijan under the 1968 Vienna Convention on Road Traffic. An International Driving Permit (IDP) is not automatically required when the national licence meets the Convention requirements, although obtaining one is advisable and some rental companies require it. Temporary foreign visitors have no verified fixed driving-day limit. Residence permission triggers a separate one-month licence-exchange requirement.
The central distinction is between legal recognition of the national licence and the documents a rental company may demand. Both countries are parties to the Vienna Convention, which provides the legal framework for recognising qualifying foreign driving permits. An Annex 6-compliant Andorran licence can qualify independently of an IDP, but a rental company may impose additional documentation requirements.
The Andorran IDP follows the 1968 Vienna Convention. It is available from the Automòbil Club d’Andorra and must be used alongside the national licence. It does not replace that licence or provide additional vehicle-category entitlements.
Andorra and Azerbaijan are separate sovereign countries. Azerbaijan acceded to the 1968 Vienna Convention on Road Traffic on 3 July 2002, with the Convention entering into force for it on 3 July 2003. Andorra acceded on 25 September 2024, and the Convention entered into force for Andorra on 25 September 2025. Both countries therefore fall within the same treaty framework on the verification date.
Article 41 requires contracting parties to recognise valid national driving permits meeting Annex 6 and qualifying international driving permits meeting Annex 7, subject to the Convention conditions. Azerbaijan's Law on Road Traffic, Article 35-1, separately recognises qualifying valid foreign licences held by temporarily present foreign nationals.
Recognition is limited to the vehicle categories actually authorised by the licence. An Andorran category B licence, for example, does not establish permission to drive a vehicle requiring a different category. The Convention does not provide recognition for learner-driver permits.
This is treaty-based recognition, not evidence of a separate bilateral driving-licence agreement between Andorra and Azerbaijan.
An IDP is not automatically a legal requirement for an Andorran visitor whose national driving licence complies with Annex 6 of the 1968 Convention. Article 41 provides a separate recognition route for such national permits. If the particular licence does not meet those requirements, further acceptable documentation must be established before driving. The existence of the Convention should not be interpreted as unconditional recognition of every document presented as a driving licence.
The Automòbil Club d’Andorra identifies the 1968 Vienna Convention as the basis of the IDP it issues. Its published information describes the permit as a multilingual translation of the Andorran licence. The Club is the authorised issuing body in Andorra and states that its IDP is valid for one year.
Obtaining the IDP is advisable for this journey, particularly when renting. This recommendation must not be confused with a universal Azerbaijani legal requirement. Under the Convention, an IDP must be accompanied by the corresponding valid national driving licence.
For a national licence satisfying Annex 6, a separate certified translation was not established as a legal prerequisite. Whether additional translation documentation is needed for a licence that does not satisfy the relevant Convention conditions is unverified – confirm with official authority.
Article 35-1 of Azerbaijan's Law on Road Traffic distinguishes temporarily present foreigners from people who obtain permission to reside in the country. A temporarily present foreign national may drive using a valid foreign licence issued in accordance with the relevant international agreements. The provision does not establish a single fixed number of driving days for every temporary visitor.
A foreign national who receives temporary or permanent residence permission must exchange the qualifying foreign licence within one month of obtaining that permission. This is a residence-related deadline, not a one-month tourist driving allowance.
ASAN xidmət, Azerbaijan's public-service system, identifies obtaining residence permission as a reason to exchange a foreign licence. Its published licence-exchange guidance lists the relevant identification and licence documents and describes exchange without an examination while retaining existing categories, subject to applicable conditions.
A different rule gives Azerbaijani citizens holding qualifying foreign licences one month from entering Azerbaijan before they must exchange the licence to continue driving. That citizenship-specific rule must not be applied automatically to an Andorran foreign visitor.
Published rental terms illustrate why legal recognition alone may not settle whether a vehicle will be handed over. Two companies operating in Azerbaijan state different documentation conditions.
| Rental company | Published requirement | Source checked |
|---|---|---|
| Hertz Azerbaijan | For foreign renters, a passport copy containing personal details and the entry stamp, plus an international driving licence. It also specifies driving-experience and licence-validity conditions. | Hertz Azerbaijan FAQ |
| Avis Azerbaijan | An international driving licence for national licences using a non-Roman alphabet. A minimum driver age of 21 and a licence held for at least two years also apply. | Avis Azerbaijan terms and conditions |
Hertz also publishes a one-month limit for renting with a foreign licence and refers longer-term renters to additional local documentation arrangements. That company condition is not the general statutory visitor driving limit. Neither published policy establishes a special concession solely for Andorran licence holders.
Because acceptance can depend on the exact licence and booking, obtain confirmation directly from the rental provider before paying for the vehicle.
Keep the original valid Andorran driving licence available when driving. If using an IDP, carry it with the national licence because the Convention does not recognise the international permit as an independent substitute. Licence endorsements and vehicle-category limitations remain applicable.
Carrying a passport, evidence of lawful entry and relevant rental or vehicle documents is prudent. However, the complete list of documents Azerbaijani authorities require during roadside checks is unverified – confirm with official authority. No specific enforcement frequency or penalty has been established for this licence pair.
The Automòbil Club d’Andorra confirms that an IDP does not replace or imply additional insurance. Specific motor-insurance obligations and coverage conditions for an Andorran-licensed visitor in Azerbaijan are unverified – confirm with official authority. Ask the vehicle provider or insurer to identify the applicable policy and coverage before driving.
Vienna Convention recognition does not extend to learner-driver permits. Article 41 permits contracting parties to refuse recognition for drivers under 18 and provides further potential age exceptions for categories C, D, CE and DE. Any applicable restrictions endorsed on the permit must also be observed.
The Convention contains separate provisions concerning normal residence and licences issued outside the holder's place of normal residence. These may matter for someone whose circumstances extend beyond an ordinary temporary visit. No additional Andorra-specific exemption from these rules was verified.
Check that your original Andorran licence is valid, covers the vehicle you intend to drive and satisfies the Vienna Convention recognition conditions. The treaty provides a legal basis for using a qualifying national licence without automatically requiring an IDP.
For a rental trip, obtaining the 1968 Vienna Convention IDP from the Automòbil Club d’Andorra is the more practical choice. Hertz Azerbaijan expressly asks foreign renters for an international licence, while Avis publishes a narrower language-based condition. Confirm the requirements with your chosen rental office and carry both permits if an IDP is obtained.
If you obtain temporary or permanent residence permission in Azerbaijan, arrange the required foreign-licence exchange within one month. Do not rely on the temporary-visitor rule after that change of status.
This information was checked against the listed legal, treaty, issuing-authority and rental-company sources on 2026-10-21. The date records verification, not a change in law. Licence-recognition requirements, residence procedures and rental conditions should be reconfirmed before travel.
