Andorra ehliyeti ile Angola ülkesinde araç kullanma rehberi.
An Andorra driving licence may be usable in Angola under Article 103(5). A qualifying foreign licence can be used for up to 30 days if it is valid, the holder meets the Angolan minimum age, and it was obtained through an examination at least as demanding as Angolan law. No blanket IDP accompaniment rule was verified. Acceptance of the Andorran 1968 Vienna IDP and any translation requirement still need official confirmation.
The safest reading is conditional recognition rather than automatic recognition. The ordinary non-bilateral foreign-licence route is limited to 30 days, can potentially be extended once for another 30 days on justified grounds, and has examination-equivalence and age conditions. Angola also has a separate special driving authorisation for qualifying non-domiciled foreigners that can run for up to one year.
Angola and Andorra are separate sovereign states. Angola Presidential Decree 203/16 governs foreign driving titles. Article 103(5) says that a foreign licence from a state with which Angola has no bilateral equivalence and exchange agreement can be valid in Angola for no more than 30 days when the licence was obtained by passing an examination with a standard at least identical to the Angolan requirement, the licence is valid, and the holder meets the Angolan minimum age for the equivalent licence.
The sources checked did not conclusively establish whether a bilateral Andorra-Angola driving-licence agreement exists or how the Angolan authority determines whether an Andorran examination meets the required standard. For that reason, this page does not treat an Andorran licence as automatically recognised.
No checked Angolan rule states that every holder of a qualifying foreign licence must also carry an International Driving Permit (IDP). The Angolan Road Code separately lists international driving licences among the titles that may authorise driving, but the exact convention model accepted for an Andorran holder was not established.
Andorra currently issues an IDP conforming to the 1968 Vienna Convention through the Automòbil Club d’Andorra, the body that says it is the only entity legally authorised to issue IDPs in Andorra. The United Nations treaty status table lists Andorra as a party to the 1968 Convention from 25 September 2025, but it does not list Angola as a contracting party. Treaty-based acceptance in Angola of the Andorran 1968 model therefore cannot be assumed. No Angola-specific official recommendation of an IDP was located in the sources checked. The checked sources also did not establish a translation rule specifically for an Andorran licence.
If the Andorran licence is treated under Article 103(5), the ordinary period is no more than 30 days. Article 103(6) permits that period to be extended for another equal period where justified grounds are shown. Because a separate Article 102 special driving authorisation may be issued to a non-domiciled foreigner for up to one year, and because the applicability of Article 103(5) to this exact licence has conditions that require confirmation, no single fixed visitor maximum is stored for this pair.
For residence, Article 104 says a resident holding a valid foreign title that authorises driving in Angola may apply to exchange it for an Angolan driving licence for the categories held. The application requires, among other items, a passport copy, proof of residence status, a statement validating the foreign licence from the issuing authority or relevant embassy, and an Angolan medical certificate. No Andorra-specific exchange deadline or exemption was verified.
Rental policies are contractual requirements and do not replace Angolan law. Europcar Angola says a renter must present the normal licence issued by the country of residence and requires an international driving licence when the normal licence is in a language different from that of the renting country or uses unreadable characters. Hertz at Luanda Airport requires a valid national licence held for at least one year and also requires an IDP when the national licence is not in Roman script. These policies differ, so the exact station and vehicle terms should be checked before travel.
The Angolan Road Code requires a driver on a public road with a motor vehicle to carry an identity document or passport, a driving licence or driving permit, and an insurance certificate. For a car, motorcycle and certain other vehicles, the driver must also carry the vehicle ownership-registration document or equivalent, the vehicle booklet or substitute document, and the periodic inspection record where required.
ARSEG states that motor third-party liability insurance is compulsory in Angola. No Andorra-specific insurance exception was verified. Rental-contract insurance terms remain separate from the legal obligation to have the required motor insurance.
The foreign-licence rule is not based on nationality alone. It turns on the status of the issuing state, licence validity, minimum age and examination standard. A non-domiciled foreigner from a state without a mutual-recognition agreement may instead seek the special driving authorisation in Article 102, with a maximum validity of one year that cannot exceed the foreign licence validity. Residence moves the driver into a different administrative position, including possible exchange under Article 104.
Before driving, ask the Angolan driving-licensing authority or an Angolan consular authority to confirm that the Andorran licence qualifies under Article 103(5) or another recognition route, and ask specifically whether the 1968 Vienna Convention IDP issued by ACA is accepted. Also confirm any translation requirement. Carry the original national licence, passport or accepted identification, insurance certificate and the required vehicle documents. For a rental, follow the selected company and pickup-station documentation rules as well.
This information was checked against the listed sources on 2026-10-03. Driving-licence recognition, IDP acceptance, residency procedures and rental policies can change, so unresolved Andorra-specific points should be confirmed before travel.
