Saipan ehliyeti ile Bahrain ülkesinde araç kullanma rehberi.
A Saipan driving licence is not automatically valid in Bahrain. The General Directorate of Traffic may approve a non-GCC private-car licence for up to three months after entry, but acceptance of a CNMI-issued licence is unverified – confirm with official authority. An International Driving Permit (IDP) is officially recommended, although it is not universally mandatory under the approved national-licence provision. The relevant U.S. permit follows the 1949 Geneva Convention. A separate legal translation requirement has not been established.
Saipan is part of the Commonwealth of the Northern Mariana Islands, a U.S. territory. A licence issued there is a foreign, non-GCC driving credential in Bahrain. Its practical acceptance depends on the relevant Bahrain traffic approval or IDP procedure, rather than on a special bilateral arrangement with Saipan.
The Commonwealth Bureau of Motor Vehicles issues driving licences in the Northern Mariana Islands. Saipan is not a separate sovereign country and does not have an independent international road-traffic treaty relationship with Bahrain.
Article 251 of the Bahrain Traffic Regulations allows the General Directorate of Traffic to approve driving licences for private passenger cars issued outside the Gulf Cooperation Council. The provision allows driving for a maximum of three months from entry, provided the Directorate approves the foreign licence. It is a conditional permission, not blanket recognition of every foreign credential.
No official Bahrain source specifically naming the CNMI Bureau of Motor Vehicles as an approved licensing authority was verified. Consequently, possession of a valid Saipan licence alone should not be treated as sufficient proof of authorisation.
Bahrain law distinguishes approval of a foreign national licence from recognition of a foreign international driving licence. Article 251 provides a route for approved non-GCC private-car licences without making an IDP an unconditional requirement. Articles 294 and 295 separately regulate foreign international driving licences and their submission for review and registration.
The official Bahrain tourism website advises international visitors to carry both their home driving licence and an IDP. The U.S. Department of State recommends an IDP for Bahrain and explains that rental companies may require one. The Directorate remains the responsible authority for establishing whether a particular foreign national licence can be used without an IDP.
The applicable U.S.-issued permit is the 1949 Geneva Convention IDP. The United States is a party to that convention, and Bahrain became a party on 10 April 2025. Bahrain also participates in the 1968 Vienna Convention, but U.S. IDP issuers operate under the 1949 convention framework. The American Automobile Association accepts valid U.S. territorial licences for IDP applications. An IDP must accompany the original national licence.
A separate certified-translation requirement specifically covering CNMI driving licences could not be established from the Bahrain material checked. Translation status: unverified – confirm with official authority.
Article 251 permits a General Directorate of Traffic-approved non-GCC private-car licence to be used for a maximum of three months from the date of entry into Bahrain. The regulation states that this limit applies regardless of residency status. It should not be converted into an arbitrary fixed number of days.
Articles 294 and 295 govern foreign IDPs separately, including the validity of international licences and the procedure for presenting them to the Directorate. The three-month national-licence provision should therefore not be presented as a universal validity period for every possible international-licence arrangement.
A person wishing to continue driving after the approved national-licence period must apply for a Bahraini driving licence under the applicable requirements. Bahrain provides foreign-licence evaluation and replacement services for eligible applicants. No automatic exchange entitlement, conversion deadline or testing exemption specifically for a CNMI-issued licence was verified. Residents should confirm their licensing position directly with the General Directorate of Traffic.
Rental-company rules can be stricter than the minimum conditions for legal driving. The published terms of two operators illustrate why confirmation matters for this particular licence.
| Rental company | Published requirement | Implication for a Saipan licence |
|---|---|---|
| SIXT Bahrain | International customers need an international driving licence, a valid original licence held for at least one year and a passport or identity document. | Bring a valid IDP and the original CNMI licence. Confirm acceptance with the branch. |
| Avis Bahrain | Nonresident renters generally need an IDP with their national licence, except holders of licences from listed countries including the United States. A one-year minimum licence-holding period applies. | The United States is listed, but the Northern Mariana Islands are not named separately. Confirmation of the exemption is necessary. |
Avis and SIXT do not publish identical requirements. Neither company policy establishes whether the Bahrain Traffic Directorate has approved a particular CNMI credential. The rental contract and the official driving authorisation must both be satisfied.
The Bahrain Government Portal describes a service for stamping foreign international driving licences. Its listed documents include the original international licence, original private driving licence, passport and residence information. Article 295 requires foreign international driving licences to be presented to the General Directorate of Traffic, with a tourist and transit exception permitting use on arrival if the licence is presented the following day. The regulation also allows the Directorate to authorise car-rental companies to endorse foreign international licences.
The U.S. Department of State advises that traffic police may require a passport or other identity document, a driving licence and contact information when preparing an accident report. This does not establish that every document is routinely requested at roadside checks.
For rental insurance, Avis Bahrain states that collision damage waiver is mandatory under its rental agreement, with an excess determined by vehicle group. It also specifies a police-report requirement for accidents. Those conditions belong to the Avis contract. Coverage under another rental agreement or private motor policy must be checked against its own terms, including any permitted-driver or licensing conditions.
The foreign national-licence permission under Article 251 concerns private passenger cars. It does not establish automatic recognition of other categories printed on a CNMI licence. Foreign IDP provisions refer to the vehicle categories the international licence authorises.
Saipan is not a GCC licensing jurisdiction and cannot rely on GCC-specific recognition arrangements. Its connection with the United States is relevant to obtaining a U.S. international permit and potentially to rental exemptions, but does not eliminate Bahrain traffic approval requirements.
The precise treatment of a CNMI licence under rental policies that refer only to the United States remains a practical exception requiring confirmation. No separate Saipan-specific exemption was verified.
Obtain a valid 1949 Geneva Convention IDP from AAA or another authorised U.S. issuer before travelling. Carry the original CNMI Bureau of Motor Vehicles driving licence as well. The IDP does not replace it.
Before driving, ask the Bahrain General Directorate of Traffic whether the CNMI credential is eligible for approval and which endorsement procedure applies. If renting, ask the selected branch to confirm acceptance of the Saipan licence in writing, especially if it advertises an exemption for U.S. licences. Verify the rental insurance and permitted-driver conditions before collecting the vehicle.
The legislation, official guidance, convention information and named rental-company requirements listed above were checked on 2026-10-24. This is the verification date, not a statement that the rules changed on that date.
