Latvia ehliyeti ile Azerbaijan ülkesinde araç kullanma rehberi.
Yes. A valid Latvian driving licence complying with the 1968 Vienna Convention is recognised in Azerbaijan for its authorised vehicle categories. An International Driving Permit (IDP) is not normally required by law, and no separate certified translation is needed for a compliant licence. Some rental companies impose additional IDP requirements. Non-resident visitors have no fixed driving maximum established by the checked legislation, but residence-permit holders must exchange their licence within one month.
Azerbaijan recognises qualifying foreign driving licences under its road-traffic legislation and the Vienna Convention. Latvia's Road Traffic Safety Directorate (CSDD) confirms that Latvian licences comply with that Convention. For an ordinary passenger car, the relevant entitlement is category B, provided the licence is valid and the driver satisfies applicable conditions.
The distinction to remember is that recognition by the authorities and acceptance at a rental counter are not the same question. A Latvian licence can satisfy the legal recognition rules while a rental company still asks for an IDP.
Latvia and Azerbaijan are both parties to the 1968 Vienna Convention on Road Traffic. Article 41 provides for the recognition of qualifying domestic permits, including those conforming to Annex 6. Azerbaijan's Law on Road Traffic, Article 34, also recognises valid foreign driving licences issued in accordance with international standards.
CSDD states that Latvian driving licences meet the Vienna Convention requirements. This is the basis for recognising a modern, valid Latvian licence in Azerbaijan. Recognition is not a special concession to Latvia and does not depend on an invented bilateral driving-licence agreement.
The entitlement covers the vehicle categories authorised by the licence and recognised under the Convention, subject to applicable Azerbaijani restrictions. A category B licence covers ordinary passenger cars. Motorcycle, heavy-vehicle and passenger-transport entitlements must be assessed against the category actually shown on the licence and the relevant local requirements.
Under Article 41 of the Vienna Convention, an Annex 6-compliant domestic licence is independently recognised. Consequently, a holder of a valid, compliant Latvian licence does not normally need an IDP as an additional legal document merely to drive as a visitor in Azerbaijan.
Where an IDP is obtained, the relevant model is the 1968 Vienna Convention permit described in Annex 7. CSDD issues this document to eligible holders of valid Latvian licences. It cannot replace the national licence and must be used together with it. CSDD states that its IDP is valid for up to three years, or until the national licence expires if earlier.
The Convention separately allows recognition of a domestic licence conforming to Annex 6 without a certified translation. The fact that the licence was issued in Latvia therefore does not itself create an additional translation requirement. For an older or unusual document whose compliance is uncertain, confirm acceptance before travelling.
No explicit Azerbaijan-specific government recommendation instructing every Latvian licence holder to obtain an IDP was established from the checked sources. Carrying one is practical advice because rental-company requirements can be stricter.
Article 35-1 of Azerbaijan's Law on Road Traffic permits a foreign national or stateless person to drive with a valid foreign licence issued in accordance with the applicable international agreements. The checked provision does not impose a fixed number of visitor-driving days on a foreign national who has not obtained Azerbaijani residence permission. The traveller must still comply with immigration and licence-validity requirements.
A different rule applies after obtaining temporary or permanent residence permission. Article 35-1 requires a foreign licence holder to exchange that licence within one month of receiving the residence permit. Azerbaijan's State Migration Service confirms this deadline and states that a person who does not complete the exchange within the required period is considered not entitled to drive.
This residence-permit deadline must not be confused with the separate one-month rule applicable to Azerbaijani citizens using certain foreign licences after entering the country. Nor should a rental company's booking restrictions be presented as a statutory limit on all foreign visitors.
Published rental conditions demonstrate why obtaining an IDP can be useful even though the national licence is recognised under the Convention.
| Company | Published requirement | Source checked |
|---|---|---|
| Hertz Azerbaijan | Foreign customers are asked for an international driving licence and a passport copy. The FAQ also specifies driving-experience conditions and states that rental with a foreign licence is limited to one month. | Hertz Azerbaijan FAQ |
| Europcar Azerbaijan | Requires a valid domestic driving licence, identification and a credit card. Its destination information specifies an international licence where language or character conditions apply. Local published terms also require a licence held for at least one year. | Europcar Azerbaijan information and Azerbaijan rental terms, January 2020 |
These are individual companies' published conditions rather than Azerbaijani licensing law. Because the document requirements differ, confirm whether the particular office accepts the Latvian national licence on its own before collecting the vehicle.
The fundamental driving document is the original, valid Latvian licence covering the vehicle being driven. An IDP, if carried, accompanies rather than replaces that licence. For rental collection, Hertz Azerbaijan and Europcar publish additional identification and rental-document requirements.
The checked official sources establish the foreign-licence recognition framework but do not establish an additional routine police IDP requirement for holders of compliant Latvian licences. Any more detailed roadside documentation obligation is unverified – confirm with official authority.
On insurance, Europcar Azerbaijan's January 2020 terms state that rental insurance does not apply to an unauthorised driver. They also specify accident-reporting responsibilities. These conditions belong to that rental contract, not to a general rule that every Latvian driver without an IDP is uninsured. Check the applicable insurance policy and rental agreement for the vehicle you intend to drive.
Foreign-licence recognition does not authorise driving a vehicle outside the categories shown on the licence. The Vienna Convention also permits specified age-related and category-related restrictions. Drivers using anything other than an ordinary category B passenger car should check that their entitlement matches Azerbaijani requirements.
The clearest change in legal treatment concerns residence. A foreign national who receives Azerbaijani temporary or permanent residence permission must arrange licence exchange within one month to retain driving entitlement. No separate Latvia-specific exemption from that rule was established.
Rental restrictions are another practical exception. An operator may insist on an IDP even when the licence is valid for driving under the Convention. Such a contractual condition does not change the underlying legal recognition of the licence.
For a short visit, check that your Latvian licence is valid and authorises the vehicle you intend to drive. A compliant licence is recognised under the Vienna Convention without a compulsory additional IDP.
If renting, ask the chosen office to confirm its document requirements in writing. An IDP issued by CSDD is a practical safeguard against collection problems where the rental company requires international documentation. Carry it with the original Latvian licence.
If you obtain temporary or permanent residence permission in Azerbaijan, arrange the required licence exchange within one month of receiving that permission. Do not assume that the recognition available to a non-resident visitor continues indefinitely after residency begins.
This information was checked against the official legislation, convention materials, CSDD guidance and published rental-company sources listed above on 2026-10-21. The date records the source check, not a change in Azerbaijani law. Rental conditions and administrative requirements can change, so confirm any unresolved point directly before travel or vehicle collection.
