Rental policy is separate from Albanian law. SIXT Albania states that valid EU driving licences are accepted and that an IDP is required for licences printed in a non-Roman alphabet. Its Tirana guidance also requires a full valid licence, passport or identity card and a minimum licence-holding period. Enterprise at Tirana Mother Teresa Airport requires a valid driving licence held for at least three years, plus ID or passport and a major credit card. Avis Albania states that it may require an international licence or an official English notarial translation when it cannot verify the details on a licence. For a Latvia licence, an IDP is therefore not an automatic rental requirement, but company verification rules can create a practical exception.

Polis ve Denetim

Albanian Road Code Article 133 requires a foreign driver to hold a valid national or international driving licence for the vehicle being driven. Where the issuing state also requires a professional competence certificate or similar evidence for a special vehicle, Albania requires that additional competence document as well. Other roadside-document requirements specific to a Latvia licence are unverified – confirm with official authority.

Sigorta Bilgileri

No Latvia-licence-specific Albanian insurance rule was verified. General insurance conditions are unverified – confirm with official authority. For rentals, Enterprise Tirana Mother Teresa Airport states that third-party liability protection is included in its rates. This is a rental-company statement and should not be treated as a complete statement of Albanian insurance law for privately owned vehicles or other rentals.

İstisnalar ve Özel Durumlar

The main legal exceptions are residence, document conformity and professional vehicle qualifications. A foreign licence ceases to be usable after more than one year from Albanian residence. If a foreign licence does not conform to an international model recognised by Albania, an official Albanian translation or equivalent document is required. For special vehicles, any professional competence certificate required by the issuing state must also be carried. Rental companies may impose stricter document or licence-holding rules than Albanian driving law.

Tavsiyemiz

Travel with the original valid Latvia driving licence. An IDP is not needed for ordinary legal recognition in Albania and a standard Latvian licence does not need an Albanian translation on the sources checked. If renting, check the chosen company terms before pickup because SIXT, Enterprise and Avis apply different document and licence-history rules. If becoming resident in Albania, arrange conversion before the one-year residence point rather than relying on the foreign licence afterward.

Driving in Albania with a Latvia Driving Licence: IDP Requirements and Rules

A valid Latvia driving licence can be used in Albania for the vehicle categories it covers. An International Driving Permit (IDP) is not legally required for a standard Latvian licence because Albania recognises conforming foreign licences and the Latvian national licence complies with the 1968 Vienna Convention model. No Albanian translation is required on that basis. The foreign licence stops being usable after more than one year of Albanian residence.

Quick answer for Latvia licence holders

For a short visit, the practical position is straightforward: use the valid Latvian national licence itself. The legal rule is based on recognition of the national licence, not on carrying an IDP. Rental companies can still impose their own documentation rules.

How Albanian law treats a Latvia licence

Article 133 of the Albanian Road Code allows drivers holding a foreign national or international driving licence to drive vehicles for which that licence is valid, provided they have not been resident in Albania for more than one year. Latvia CSDD states that a Latvian driving licence authorises the categories shown on the document and complies with the 1968 Vienna Convention on Road Traffic. The United Nations treaty record lists both Albania and Latvia as parties to that Convention.

IDP requirement, recommendation and 1968 Vienna model

An IDP is not legally required for the standard Latvian national licence in this pair. Latvia CSDD says its national licence complies with the Vienna Convention and that Convention parties are obliged to recognise the Latvian national model. CSDD issues an IDP under the 1968 Vienna Convention for situations where one is needed, and that IDP is valid only together with the national licence.

Albanian law also separates document recognition from translation. Article 133 requires an official Albanian translation or equivalent only when the foreign licence does not conform to the international models in agreements to which Albania is a party. That condition does not apply to the standard Latvian licence described by CSDD as Vienna-compliant.

Visitor and resident rules

The Albanian rule is residence-based rather than a fixed tourist-day allowance, so max_visitor_days is not stored as a number. A foreign licence can be used while the holder has not been resident in Albania for more than one year. Article 134 provides consequences after that one-year residence point and allows holders of valid EU licences to obtain an Albanian licence of the same category without the ordinary driving test route.

DPSHTRR currently publishes a conversion procedure for valid licences issued by EU member states. Its process is aimed at applicants with an Albanian residence permit valid for more than one year and requires, among other documents, the foreign licence and a certified translation for the conversion application.

Rental-car requirements

Rental terms are company policy rather than Albanian driving law. SIXT Albania accepts valid EU driving licences and requires an IDP for licences printed in a non-Roman alphabet, so a normal Latvian EU licence does not trigger that rule. Enterprise at Tirana Mother Teresa Airport requires a valid licence held for at least three years, ID or passport and a major credit card. Avis Albania may request an international licence or official English notarial translation if it cannot verify licence details.

Documents and insurance

For the licence question, Albanian law requires the driver to hold a valid national or international licence for the vehicle being driven. Where the issuing state requires a professional competence certificate for a special vehicle, that additional competence document is also required. Other pair-specific roadside document requirements are unverified – confirm with official authority.

No general insurance condition specific to a Latvia licence was verified, so that category is unverified – confirm with official authority. Enterprise Tirana states in its rental terms that third-party liability protection is included in its rates, but that company statement is not a complete rule for privately owned vehicles or every rental company.

Relevant exceptions

The main exceptions are residence, non-conforming documents and special vehicle qualifications. A non-conforming foreign licence needs an official Albanian translation or equivalent document. A special vehicle may require the professional competence evidence attached to that category. Rental companies may set stricter age, licence-history or document rules than the law itself.

Practical recommendation

Carry the original valid Latvia driving licence. An IDP is not needed for ordinary legal recognition in Albania, and a standard Latvian licence does not need an Albanian translation on the sources checked. If renting, verify the selected branch terms before pickup because company rules differ. If moving to Albania, start the conversion process before the one-year residence point.
