Arizona ehliyeti ile Albania ülkesinde araç kullanma rehberi.
A valid Arizona driving licence can be used in Albania under the foreign-licence rules in Article 133 of Albania's Road Code, for vehicle categories covered by the licence, provided the holder has not been resident in Albania for more than one year. An International Driving Permit (IDP) is not imposed as a universal additional legal requirement. Translation requirements depend on whether the foreign document conforms to a recognised international model.
For an Arizona licence holder, the central legal rule is that Albania permits driving with a qualifying foreign national licence. The United States and Albania are both parties to the 1949 Geneva Convention on Road Traffic. AAA issues US IDPs under that convention and recommends obtaining an IDP for overseas driving.
Article 133 of Albania's Road Code states that drivers holding a driving licence or international driving licence issued by a foreign state may drive in Albania vehicles for which their document is valid, provided they have not been resident in Albania for more than one year. This rule applies to a valid Arizona licence as a US-issued foreign driving licence.
The licence does not create authority to drive a vehicle category that it does not cover. For special vehicles requiring professional qualifications in the issuing jurisdiction, Article 133 also addresses the corresponding qualification documents.
Article 133 permits driving with a foreign national driving licence or an international driving licence, so it does not establish a universal requirement to carry both. The United States ratified the 1949 Geneva Convention on Road Traffic and Albania acceded to it. AAA states that US IDPs are issued under Article 24 of that convention and lists Albania among destinations honouring those permits.
AAA recommends that travellers obtain an IDP before driving overseas. That recommendation is practical guidance from the authorised US issuer rather than an Albanian legal requirement. An IDP supplements rather than replaces the Arizona licence.
Albania's Road Code frames the foreign-licence limit by residence rather than by a fixed number of tourist days. Article 133 permits use while the driver has not been resident in Albania for more than one year, so no fixed max_visitor_days value is assigned here.
For residents, DPSHTRR states that holders of valid US licences who have an Albanian residence permit valid for more than one year may apply to convert the foreign licence to an Albanian licence. Its conversion procedure requires the foreign licence and a certified translation among the listed documents.
Rental-company rules can be stricter than the legal minimum. Europcar's Albania information requires the normal driving licence and states that an international driving licence is mandatory if the licence is written in a language different from that of the rental country and/or uses characters that cannot be read there. It also requires identification and a valid payment card. These are Europcar conditions and should not be treated as Albanian law or as proof of a universal rental-industry rule.
Article 133 requires the foreign driving document to satisfy its recognition conditions. Where a foreign licence or international permit does not conform to a model established by an international agreement to which Albania is party, the Code requires an official Albanian translation or equivalent document. Pair-specific insurance conditions are unverified – confirm with official authority.
The licence may be used only for vehicle categories it validly covers. Professional or special vehicles may involve additional qualification documents. The visitor position also changes once residence in Albania exceeds the one-year threshold in Article 133.
Take the original valid Arizona licence and consider obtaining a 1949 Geneva Convention IDP from AAA before travel. The IDP provides a standard multilingual companion document and may also satisfy stricter rental documentation policies. Check the exact rental company's current conditions before collecting a vehicle.
