Kosovo ehliyeti ile Albania ülkesinde araç kullanma rehberi.
A valid Kosovo driving licence is recognised in Albania under the bilateral Kosovo-Albania agreement. You do not need an International Driving Permit (IDP) to make that national licence legally recognisable in Albania. A separate translation is not a routine blanket requirement, although the agreement allows competent authorities to request an official translation when assessing recognition. The foreign licence remains usable only while you have not been resident in Albania for more than one year.
For a visitor using a valid Kosovo licence, the national licence is the key driving document. The bilateral agreement directly recognises licences issued by the other party during their validity, so an IDP is not a legal prerequisite for ordinary Kosovo-to-Albania driving. Carry the original licence and the other vehicle and identity documents required for the trip.
Albania approved the bilateral agreement on mutual recognition of driving licences with Kosovo through Council of Ministers Decision No. 229 of 17 April 2019. Article 1 of the agreement says the parties also recognise driving licences issued by the other party within their validity period for uninterrupted road traffic. Albania Road Code Article 133 separately provides that holders of foreign driving licences may drive vehicles for which their licence is valid, provided they have not been resident in Albania for more than one year.
The licence covers only the vehicle classes authorised by the categories shown on the Kosovo licence. For conversion, the bilateral agreement contains equivalence tables between Kosovo and Albanian categories. For professional or special vehicles, Albania Road Code Article 133 may also require the professional-competence document that is required by the issuing state.
An IDP is not legally required for a valid Kosovo licence in Albania because the bilateral agreement directly recognises national driving licences issued by the other party. No separate official recommendation to carry an IDP for this pair was identified in the sources checked. Kosovo Ministry of Internal Affairs defines its international driving licence as a supplementary document for countries that request it and bases that document on the 1968 Vienna Convention on Road Traffic.
If you obtain a Kosovo IDP for use elsewhere, it is a 1968 Vienna Convention model and must be used with the national licence. For Albania, the bilateral recognition agreement is the more direct legal basis, so there is no separate IDP model you need to carry for this journey.
There is no verified fixed visitor-day maximum attached to the Kosovo licence itself. The relevant Albanian driving rule is residence-based: a foreign licence may be used while the holder has not been resident in Albania for more than one year. Because this depends on residence status rather than a simple number of visitor days, the database visitor-day field is left unset.
For residents, DPSHTRR lists Kosovo among the countries with which Albania has a bilateral agreement for mutual recognition and conversion. A holder with an Albanian residence permit valid for more than one year may apply for conversion, subject to the current DPSHTRR documentation and verification process. The bilateral agreement provides for conversion without additional theory or practical driving tests, subject to the conditions in the agreement and domestic procedure.
Rental rules are company policy, not Albanian licence law. Enterprise Tirana requires all drivers to present a valid driving licence held for at least three years, while the primary renter must also provide ID or passport and a major credit card. SIXT Albania requires a full valid licence held for at least two years and identity documentation, and requires an IDP for licences printed in a non-Roman alphabet.
Europcar requires the national licence and states that an IDP is mandatory when the licence is in a different language from the renting country or uses characters that cannot be read there. Avis Albania may request either an international licence or a notarised English translation when it cannot confirm licence details with certainty. These policies do not change the legal recognition of a Kosovo licence, but they can affect whether a specific branch will release a rental car.
Albania Road Code Article 178 requires drivers to carry the vehicle registration document, a valid driving licence for the relevant category, the technical-control document where applicable and the compulsory insurance certificate. Identification and any required authorisation or professional-competence document should also be available where the relevant rule applies.
For a Kosovo-registered vehicle, the Kosovo Insurance Bureau states that Albania and Kosovo have reciprocal recognition of motor-liability insurance, so additional border insurance is not required in Albania. Carry valid proof of compulsory insurance because Albanian law still requires the insurance certificate to accompany the vehicle.
The licence must remain valid, and you may drive only vehicles covered by its categories. The bilateral agreement allows competent authorities to request an official translation when evaluating recognition. Professional driving can require a separate competence certificate. A licence obtained in Kosovo by conversion from a third country can also be treated differently for later conversion under the bilateral agreement.
Use your original valid Kosovo licence together with personal identification and the required vehicle documents. You do not need an IDP merely to make the Kosovo licence valid in Albania. Before collecting a rental car, check the exact branch terms because a rental company may impose its own licence-tenure, translation or IDP condition even when Albanian law recognises the licence.
