Kosovo ehliyeti ile Greece ülkesinde araç kullanma rehberi.
A person with a valid Kosovo driving licence who does not have normal residence in Greece can use the Greek-law route for holders of a valid foreign International Driving Permit (IDP). For this pair, carry the Kosovo national licence together with a valid Kosovo-issued 1968 Vienna Convention IDP. No fixed visitor-day limit was verified because the Greek rule is tied to normal residence rather than a stated number of days.
For a Kosovo visitor, the safest verified legal position is to have both the valid national licence and Kosovo-issued IDP. A separate Greek or English translation was not verified as necessary when that IDP route is used. The driver must also meet the minimum age required in Greece for the corresponding vehicle category.
Greece and Kosovo have separate driving-licence systems. Article 98 of Greece's Road Traffic Code, Law 5209/2025, permits a person who does not have normal residence in Greece to drive when holding a valid international driving permit issued outside Greece, subject to the minimum age for the corresponding Greek licence category. Kosovo is not among the specific national-licence exemptions listed in the same provision, and no Greece-Kosovo special driving-licence agreement was verified in the sources checked.
For the verified visitor route, an IDP is legally required. Kosovo law provides for an international driving licence based on a valid Kosovo licence, and the Ministry of Internal Affairs issues it. Kosovo Administrative Instruction No. 08/2020 identifies the document as the 1968 Vienna Convention on Road Traffic model, requires the underlying Kosovo licence to have at least six months of validity when applying, and provides that the IDP is valid for no more than three years. The permit is supplementary and should be presented with the corresponding national licence.
Greek law does not state a fixed maximum number of visitor days for the IDP route cited here. Instead, the condition is that the holder does not have normal residence in Greece, so max_visitor_days is not expressed as a fixed integer. Once the holder has normal residence in Greece, this visitor provision no longer supplies the legal basis to drive. A Kosovo-specific exchange entitlement or resident conversion deadline was not verified, so resident conversion is unverified – confirm with official authority.
Rental policy is separate from driving law. Avis Greece says the renter must have an EU-issued licence or an International Driving Permit, with the IDP accompanied by the driver's national licence. Hertz Greece states that a driver from outside the EU should hold an international licence and must have held a licence for at least one year. Enterprise Greece lists countries whose national licences it accepts without an IDP and states that all other countries require a valid IDP with the national licence. Kosovo is not on Enterprise's published exemption list.
| Company | Published requirement relevant to Kosovo | Source checked |
|---|---|---|
| Avis Greece | IDP accompanied by the national driving licence for a non-EU licence holder | Avis Greece FAQ |
| Hertz Greece | International licence for countries outside the EU and licence held at least one year | Hertz Greece general rental terms |
| Enterprise Greece | For countries outside its listed national-licence exemptions, valid IDP plus national licence | Enterprise Greece renter requirements |
Carry the original valid Kosovo national driving licence and the valid Kosovo IDP together. For car hire, the checked Enterprise and Avis terms also require identification such as a passport or identity document. No general Kosovo-to-Greece private-vehicle insurance condition was verified from the authorities checked. For an Enterprise rental, its published Greek terms state that third-party liability protection is included and required by Greek law.
The IDP route cited from Greek law applies to holders who do not have normal residence in Greece and who meet the minimum age for the corresponding Greek licence category. Kosovo's IDP can reflect categories A, B, C, D, BE, CE and DE and specified subcategories, but it may be issued for fewer categories than appear on the national licence. The IDP does not create entitlement to a vehicle category the holder does not already possess.
Before travelling, obtain the Kosovo-issued 1968 Vienna-model IDP and carry it with the original valid Kosovo licence. If renting, also check the chosen company's booking terms because rental documentation rules are contractual and can be stricter than the legal minimum. If you have become normally resident in Greece, confirm the resident licensing route with the Greek Ministry of Infrastructure and Transport before driving.
