Guide to driving in Barbados with a Virgin Islands, U.S. licence.
Yes. A valid, full driving licence issued in the U.S. Virgin Islands is a foreign licence Barbados recognises for the vehicle class it authorises. An International Driving Permit (IDP) is not legally required, although authorised U.S. issuer AAA recommends one for overseas travel. A separate Barbados Visitor Driving Permit is no longer required. An older legal provision allows temporary visitors up to 12 months from entry, subject to conditions.
Your licence must remain valid, cover the vehicle you drive and be available for inspection. The 2025 removal of visitor permits does not remove the duty to hold a valid driving licence or vehicle insurance.
The U.S. Virgin Islands is a U.S. territory with its own Bureau of Motor Vehicles. Barbados is a separate country. Under sections 2 and 61 of the Barbados Road Traffic Act, a valid licence granted by another jurisdiction counts as a driving licence, provided it authorises the class of vehicle driven. This covers an ordinary U.S. Virgin Islands full licence, not a learner permit.
An IDP is not an additional legal requirement under Barbados law for a holder of a qualifying full U.S. Virgin Islands licence. Barbados and the United States participate in the 1949 Geneva Convention on Road Traffic, which the U.S. extends to its territories. The relevant optional IDP is therefore the 1949 Geneva model, not a 1968 Vienna permit. AAA explicitly handles IDPs for U.S. Virgin Islands licences through U.S. offices. AAA recommends obtaining one for international trips, but that is issuer advice rather than a Barbados legal obligation. The checked Barbados licence law specifies no separate certified translation for this English-language licence.
The Road Traffic (Motor Vehicles (International Circulation)) Order, 1960 states a 12-month period from the last entry for a person making only a temporary stay, provided the licence remains valid and authorises the vehicle. It also contains old visitor registration provisions which predate the 2025 abolition. The Road Traffic Act now independently recognises valid foreign licences, so a universal fixed maximum for every immigration or residence situation cannot safely be inferred from the older order. For the precise limit on a prolonged stay: unverified – confirm with official authority.
The Barbados Licensing Authority describes an application to exchange an overseas licence with proof of residency. It does not publish a verified U.S. Virgin Islands-specific exchange entitlement, test exemption or deadline. Residents should confirm their options before relying on visitor treatment.
The Barbados Revenue Authority requires rental agencies to check the validity of the licence presented when a booking is made or a vehicle is collected. A rental vehicle attracts a BBD 5 daily Car Rental Levy, capped at BBD 35 for each rental contract. This is a rental levy, not an IDP or visitor-licence fee.
No named rental-company policy was verified for this pair. Ask the chosen provider about driver age, licence tenure, whether an optional IDP is requested and the insurance included in the quote.
Section 74 of the Road Traffic Act requires a driver on a public road to have a driving licence or government-issued identification card available for inspection by a uniformed police officer or transport inspector. If the driver presents identification without the licence, the licence must be produced at the designated police station within 24 hours.
Sections 37 and 42 require compliant third-party insurance or security for the use of the vehicle and require the driver to carry and produce the vehicle insurance certificate on request. Before driving a hire car, confirm that the cover applies to you as a driver.
The older international-circulation order limits its temporary-visitor provision to drivers aged at least 18, with a valid permit covering the particular vehicle, and excludes disqualified drivers. Do not assume that a licence issued to a 16- or 17-year-old in the U.S. Virgin Islands is sufficient for driving in Barbados.
Some official pages, including an older Barbados Licensing Authority visitor-permit page, still describe a paid permit. The Barbados Revenue Authority policy note dated 15 October 2025 expressly abolished that requirement. Neither a British Virgin Islands licence nor a learner permit should be treated as the U.S. Virgin Islands full licence discussed here.
For a short visit, bring the original, unexpired U.S. Virgin Islands full licence and check that it authorises the vehicle booked. Keep your vehicle insurance certificate available. An optional U.S.-issued 1949 IDP may help as additional identification but is not a substitute for the licence. Resolve any resident or extended-stay question directly with the Barbados Licensing Authority.
The sources listed above were checked on 2026-10-26. The removal of Barbados Visitor Driving Permits took effect on 15 October 2025, not on the date of this check.
