Guide to driving in Greece with a West Virginia licence.
A valid West Virginia licence is recognised in Greece for passenger cars and the other vehicle types listed in Greece's U.S.-licence rule, provided it covers the vehicle and the driver meets the Greek minimum age. An International Driving Permit (IDP) is not legally required, and the current U.S.-licence provision does not impose a translation requirement. Longer stays and rental or insurance contracts can create separate requirements.
For a typical visitor renting a passenger car, the West Virginia licence itself satisfies Greece's statutory foreign-licence rule for U.S.-issued licences. The main reason to obtain an IDP is therefore contractual rather than legal: a rental company or insurer may require one even though the Greek U.S.-licence provision does not.
West Virginia and Greece are separate jurisdictions: West Virginia is a U.S. state and Greece applies a country-level rule to licences issued by the United States. Article 98(3)(eta) of Law 5209/2025 expressly recognises valid U.S.-issued licences during the holder's stay for mopeds, motorcycles, motor tricycles, quadricycles and passenger cars. The driver must hold the corresponding entitlement and meet the minimum age Greece requires for that licence category.
The Greek rule is not written around West Virginia class labels. For a West Virginia holder, the relevant question is whether the state licence authorises the vehicle being driven. The West Virginia DMV handbook identifies standard licence classes, while Greece's U.S.-specific provision is framed by vehicle type. The provision does not list commercial trucks or buses.
An IDP is not legally required for a West Virginia visitor who is driving a vehicle covered by the U.S.-licence provision. The same provision does not require the U.S. licence to be accompanied by an official Greek or English translation. This is different from another clause in Article 98 that imposes a translation condition on licences from certain states where an IDP is not issued.
No Greece-specific government recommendation that a U.S. licence holder should carry an IDP was verified. The practical need depends on the rental and insurance contract. If an IDP is obtained on a U.S. licence, AAA identifies the U.S. IDP as issued under the 1949 United Nations Convention on Road Traffic, commonly called the 1949 Geneva Convention model. USAGov identifies AAA and AATA as the two organisations authorised by the U.S. Department of State to issue IDPs.
The current Greek statutory clause describes recognition as applying during the holder's stay in Greece and does not state a numerical visitor limit in that clause. U.S. Department of State guidance says a Greek licence is required if a person stays more than 185 days in Greece. Because the longer-stay position is tied to residence and administrative status rather than a single unconditional visitor-day rule, max_visitor_days is left NULL.
Greece's National Registry of Administrative Public Services publishes a conversion procedure for valid U.S. licences when the holder acquires usual residence in Greece. The procedure requires usual residence in Greece, or qualifying student status, and separately requires translated licence documentation. That conversion requirement should not be confused with the visitor rule, under which the current U.S.-licence clause itself imposes no translation condition.
Rental-company policy is separate from Greek licensing law, and the checked companies do not use the same rule for a U.S. licence. Their published terms were checked on 2026-09-28.
| Company | Requirement relevant to a West Virginia licence | Source checked |
|---|---|---|
| Enterprise Greece | Accepts a U.S.A. national licence without an IDP. Drivers must present a full valid licence and valid identity card or passport, and must have held the full licence for at least one year. | Enterprise Greece renter requirements |
| Hertz Greece | Lists the USA as requiring a national driving licence. Its general rental terms require a valid driving licence held for at least one year. | Hertz Greece driving-licence requirements |
| Avis Greece | Its published FAQ says a renter must hold an EU licence or an IDP, and the IDP must be accompanied by the national licence. It also requires the licence to have been issued at least one year before rental and asks for identity card or passport at pickup. | Avis Greece FAQ |
Article 103 of the Greek Road Traffic Code requires the driver to carry the lawful driving licence and lists the vehicle registration, proof of insurance and proof of road-tax payment among the documents to be carried. For a vehicle rented from a car-rental or leasing company, the law creates a specific exception for the vehicle documents: a copy of the registration is carried, while proof of insurance and the road-tax receipt do not have to be carried.
Insurance coverage is a separate contractual question. U.S. Department of State guidance for Greece says insurers may require both the valid U.S. licence and an IDP for coverage. That warning does not convert the IDP into a Greek legal requirement. Check the policy that will actually cover the rental or vehicle.
The U.S.-licence provision is category-specific. A passenger-car entitlement does not by itself establish a right to drive a motorcycle, truck or bus. The Greek rule requires the appropriate corresponding entitlement and the Greek minimum age for that category. The U.S.-specific visitor provision lists passenger cars and specified two-, three- and four-wheel vehicle types, not commercial trucks or buses.
Resident conversion is a separate process. The Greek conversion procedure can cover corresponding Greek categories and applies after acquisition of usual residence, subject to its own age, document and administrative requirements. Translation required for that conversion process does not mean a translation is required for visitor driving under Article 98(3)(eta).
For an ordinary visitor car rental, take the valid West Virginia licence and check both the booking terms and the insurance conditions before departure. An IDP is not required by the current Greek U.S.-licence rule, but it may still be necessary for the company or insurer you choose. If one is needed, obtain the U.S. 1949 Geneva Convention IDP from AAA or AATA and carry it with the West Virginia licence.
If you expect to remain in Greece for more than 185 days or to acquire usual residence, contact the competent Greek Transport and Communications Directorate about the conversion process rather than assuming the visitor rule continues unchanged.
