Guide to driving in Azerbaijan with a Sri Lanka licence.
A Sri Lankan driving licence may qualify for recognition in Azerbaijan, but acceptance of this particular licence has not been conclusively verified. Azerbaijan recognises foreign licences under applicable road-traffic agreements, while Sri Lanka issues a 1949 Convention International Driving Permit (IDP) and Azerbaijan participates in the 1968 Convention. The exact legal IDP and translation requirements remain unverified – confirm with official authority. Qualifying temporary visitors have no fixed driving limit stated in Article 35-1.
The decisive question is whether Azerbaijan accepts the specific Sri Lankan national licence, with or without its accompanying 1949 IDP. Azerbaijan has a statutory framework for recognising foreign licences, but different convention participation prevents an automatic conclusion about this pair. An IDP is useful supporting documentation, not an independently valid driving licence.
Before departure, confirm recognition with the Azerbaijani licensing authority and obtain written confirmation from any rental company. The rules for becoming resident are different from those for a temporary visitor.
Article 35-1 of Azerbaijan's Law on Road Traffic allows a temporarily present foreigner or stateless person to drive with an unexpired foreign driving licence issued in accordance with international road-traffic agreements to which Azerbaijan is a party. This is a conditional recognition rule rather than unrestricted acceptance of every foreign licence.
The United Nations treaty records identify Sri Lanka as a party to the 1949 Geneva Convention on Road Traffic, which it joined on 26 July 1957. Azerbaijan acceded to the 1968 Vienna Convention on 3 July 2002, with entry into force for Azerbaijan on 3 July 2003. Azerbaijan does not appear among the contracting parties to the 1949 Convention in the checked United Nations record, and Sri Lanka does not appear among the parties to the 1968 Convention.
Consequently, these treaty records do not establish a shared convention-based entitlement for the Sri Lankan licence. Azerbaijani domestic recognition or another applicable legal basis would need to be confirmed with the competent authority. Exact treatment of individual Sri Lankan licence categories is unverified – confirm with official authority.
The Automobile Association of Ceylon issues IDPs under the 1949 Geneva Convention. Its published guidance explains that an IDP can reduce language-related difficulties overseas and that the original Sri Lankan driving licence must accompany it. Applicants must meet the association's national-licence validity and documentation conditions.
Azerbaijan participates in the 1968 Vienna Convention. UK government guidance for British licence holders specifically requires a 1968 IDP, but that UK-specific instruction cannot automatically be applied to Sri Lankan licence holders, who obtain a different model.
Whether Azerbaijan legally requires an IDP from a Sri Lankan visitor, accepts the Sri Lankan 1949 model or permits driving on the national licence alone is unverified – confirm with official authority. The Automobile Association of Ceylon recommends the practical value of an IDP, but its advice is not an Azerbaijani legal ruling.
The destination-wide legal requirement for translating a Sri Lankan licence is also unverified – confirm with official authority. Rental-company language requirements are separate and may depend on whether the actual licence uses Roman or another script.
Article 35-1 distinguishes foreigners temporarily present in Azerbaijan from foreigners who obtain permission to reside there. For qualifying valid foreign licences, the provision allows temporary visitors to drive without specifying a fixed maximum number of tourist-driving days. This does not resolve whether an individual Sri Lankan licence qualifies, and the permission should not be interpreted as extending an immigration authorisation.
A foreigner granted temporary or permanent residence permission must exchange a qualifying foreign driving licence within one month from the date the residence permission is received. The law provides for the foreign licence to be returned together with the replacement Azerbaijani licence when exchanged under the specified provisions.
Azerbaijani citizens holding foreign licences are subject to a distinct one-month rule following entry into Azerbaijan. That rule should not be used as the general tourist limit for Sri Lankan visitors. Exchange eligibility and procedures for a particular Sri Lankan licence should be confirmed through the Azerbaijani State Traffic Police or ASAN service.
Rental eligibility and the legal right to drive are separate questions. A company may impose requirements beyond those established by road-traffic legislation.
| Company | Published requirement | Source checked |
|---|---|---|
| SIXT Azerbaijan | Original full valid licence plus passport or identity card. A non-Roman-script licence requires an IDP. Its terms also address official translations for licences from countries outside the Geneva or Vienna Conventions. Age and licence-experience conditions depend on vehicle class. | SIXT Azerbaijan rental information |
| Hertz Baku | The published FAQ requests an international driving licence from foreign renters and identifies further passport and driving-experience conditions. | Hertz Baku published FAQ |
Neither company establishes an Azerbaijan-wide legal rule for Sri Lankan licences. Ask the selected branch to confirm acceptance of the national licence and Sri Lankan 1949 IDP before making a non-refundable reservation.
Under Article 35-1, a qualifying valid foreign licence is the basis for driving permission. The Automobile Association of Ceylon instructs IDP holders to carry the original Sri Lankan licence. SIXT requires the original licence and passport or identity document at rental collection.
The precise additional documents that Azerbaijani police may legally require from a Sri Lankan licence holder, including a particular IDP model or translation, are unverified – confirm with official authority. Carry the original licence and identification, together with any accepted supporting permit and vehicle documents.
SIXT publishes contractual insurance and protection conditions, including territorial restrictions. Its optional protection products should not be confused with compulsory motor insurance. The exact mandatory insurance evidence required for a Sri Lankan visitor is unverified – confirm with official authority. Obtain the vehicle provider's applicable policy documentation and check the authorised driver details.
The 1949-versus-1968 convention distinction is the principal unresolved issue for this licence pair. A Sri Lankan IDP is not interchangeable with a 1968-model IDP merely because both documents have the same general purpose.
A residence permit changes the applicable licensing timetable. Separately, rental companies may restrict eligibility by driver age, length of licence possession, licence format and vehicle class. A rental company accepting a booking does not itself confirm that the driver satisfies Azerbaijani licensing law.
Contact the Azerbaijani State Traffic Police or another competent licensing authority with the details of your Sri Lankan licence. Request explicit confirmation that the licence is recognised, whether the 1949 Geneva Convention IDP issued in Sri Lanka is accepted and whether an official translation is needed.
For an IDP, use the Automobile Association of Ceylon and retain the original national licence. Check the vehicle category endorsed on both documents. If renting, obtain written acceptance of the licence and permit from the particular rental branch. Where legal recognition remains unresolved, do not assume that possession of an IDP alone authorises driving.
The legislation, United Nations treaty records, issuing-association guidance and named rental policies listed above were checked on 2026-10-21. The unresolved Sri Lanka-to-Azerbaijan recognition, IDP acceptance and translation questions still require confirmation from the responsible Azerbaijani authority. This is a verification date, not the date of a legal change.
