Guide to driving in Azerbaijan with a South Africa licence.
A valid South African driving licence can be recognised in Azerbaijan under the 1968 Vienna Convention on Road Traffic, to which both countries belong. An International Driving Permit (IDP) is not automatically required when the domestic licence meets the Convention requirements, although obtaining one is recommended as a precaution. Temporarily visiting foreigners have no fixed driving-day limit in the verified provision. Residence permit holders face a separate one-month licence-exchange rule.
Azerbaijan recognises qualifying foreign driving licences under its road-traffic legislation and international agreements. The decisive questions are whether the South African licence is valid, whether its format meets the relevant Convention requirements and whether it authorises the intended vehicle.
An IDP may be useful for rental documentation and language-related difficulties. It does not replace the original driving licence. The distinction matters because a rental company can impose documentation conditions beyond those needed for legal recognition on the road.
Article 35-1 of Azerbaijan law on road traffic allows a foreign national temporarily staying in the country to drive using an unexpired foreign licence issued in accordance with the international road-traffic agreements to which Azerbaijan belongs.
Both South Africa and Azerbaijan are contracting parties to the 1968 Vienna Convention on Road Traffic. The United Nations Treaty Collection records South Africa accession on 1 November 1977 and Azerbaijan accession on 3 July 2002. This shared Convention supplies the legal framework for recognition rather than a separately established bilateral arrangement.
Article 41 of the Convention requires recognition of qualifying domestic permits conforming to Annex 6 and international permits conforming to Annex 7 when accompanied by the corresponding domestic permit. Recognition extends to the vehicle categories covered by the relevant valid permit. A full South African licence must therefore be assessed by its actual format, validity, categories and restrictions. Possession of a licence issued in South Africa does not establish entitlement to every vehicle category.
The legally relevant distinction is between a domestic licence that satisfies Annex 6 of the 1968 Convention and one whose compliance cannot be established. A qualifying Annex 6 domestic licence can be recognised without a separate IDP. An Annex 7 IDP used with the original domestic licence is another recognition route under Article 41. The 1968 Vienna Convention model is the appropriate Convention model for this relationship.
The Automobile Association of South Africa issues IDPs to holders of valid South African driving licences. Its published guidance explains that an IDP is not a standalone licence and must accompany the original. It also states that the 1968 model may be valid for up to three years, subject to the expiry of the domestic licence and any destination-specific restrictions.
The Automobile Association promotes obtaining an IDP for international travel, but this recommendation is not the same as an Azerbaijani statutory requirement. A separate certified translation is not established as universally necessary for every qualifying South African licence under the verified Convention provisions. If the licence format is uncertain, obtain clarification from the Azerbaijani State Traffic Police before relying on the licence alone.
Azerbaijan Article 35-1 distinguishes temporary foreign visitors from people who have obtained temporary or permanent residence permits. A temporary foreign visitor may drive on a qualifying, unexpired foreign licence. The provision does not impose a general one-month driving limit on such visitors, and no fixed maximum number of visitor driving days was established from the sources checked. Lawful immigration status remains a separate issue.
The position changes when a foreign national obtains an Azerbaijani temporary or permanent residence permit. The foreign licence must be exchanged within one month of receiving that permit to continue driving. Azerbaijan State Migration Service confirms that a person who fails to complete the exchange within the permitted period is treated as lacking the right to drive. The one-month visitor limit for Azerbaijani citizens holding foreign licences is a different provision and should not be applied to South African foreign visitors.
Rental-company documentation rules can be more restrictive than the minimum legal recognition standard. Two published sets of rental conditions illustrate why confirming the branch policy matters.
| Rental company | Published documentation requirement | Source checked |
|---|---|---|
| Sixt Azerbaijan | Full valid licence and passport or identity card. Additional international-licence or translation requirements apply to specified licence formats and issuing countries. | Sixt Azerbaijan rental information |
| Europcar Azerbaijan | Domestic licence, identification and valid credit card. An international licence is required under its published policy when the domestic licence is in a different language or uses characters not readable in the rental country. | Europcar Azerbaijan rental information |
Europcar also publishes a normal minimum licence-holding period of 12 months. For a South African driver, language-related rental conditions deserve particular attention because a licence printed in English is not necessarily written in the language specified by the rental company. Confirm the exact IDP requirement, accepted licence categories and payment documentation for the booked vehicle rather than relying on a general statement that foreign licences are accepted.
Article 37 of Azerbaijan road-traffic legislation requires drivers to carry a driving licence and specified vehicle documents, including registration and applicable authorisation to use the vehicle. It also addresses compulsory motor insurance documentation and presentation of the required documents when an authorised official requests them.
A South African visitor should carry the original licence, any IDP used to establish recognition and the documents supplied for the vehicle. When collecting a rental car, check that the registration and insurance documentation required for its use is available. This practical advice does not establish that an IDP is always demanded at roadside checks.
Azerbaijani law provides for compulsory motor third-party liability insurance. The insurance conditions applicable to a rental or privately operated vehicle must be determined from the relevant policy and contract. Neither the Convention records nor the general road-traffic provisions checked establish a universal rule that driving without an IDP automatically invalidates insurance.
Article 41 of the 1968 Convention excludes learner-driver permits from its recognition provisions. A valid licence also authorises only the vehicle categories covered by that permit, subject to its endorsements and restrictions.
The shared Convention does not remove the need to check the physical licence against the applicable recognition standard. Nor does recognition as a temporary visitor exempt a person from Azerbaijan residence-related licence-exchange rules. No separately verified exemption or special recognition arrangement specifically for South African licence holders was identified.
Check the South African licence against the 1968 Convention requirements before departure. If it is a full, valid licence conforming to Annex 6, the Convention provides a basis for driving as a temporary visitor without a separate IDP. If conformity cannot be established, do not assume that an English-language licence alone resolves the issue.
Obtaining a 1968 Convention IDP through the Automobile Association of South Africa is a practical precaution, especially for car hire. Keep the domestic licence with it and obtain written confirmation from the rental company about the documents it will accept. Anyone receiving Azerbaijani residence permission should separately arrange the legally required licence exchange within one month.
The information on this page was checked against the listed legal, government, Convention, issuing-body and rental-company sources on 2026-10-21. The date records the verification, not a change in legislation. Individual licence-format compliance and current branch-level rental requirements should be confirmed before travel.
