Guide to driving in Albania with a South Africa licence.
A valid South African driving licence can be used in Albania for the vehicle categories it covers while the holder has not been resident in Albania for more than one year. Albania does not impose a separate IDP requirement where the national licence satisfies the applicable international model rules, but South African government travel guidance tells drivers going abroad to obtain an International Driving Permit (IDP) and carry it with the original licence. Translation requirements depend on the licence's conformity with recognised international models.
South Africa and Albania are both parties to the 1968 Vienna Convention on Road Traffic. Albania's Road Code permits a valid foreign national or international driving licence, subject to the one-year residence limit and the document-format and translation conditions described below.
Article 133 of Albania's Road Code states that drivers holding a driving licence or international driving licence issued by a foreign state may drive in Albania vehicles for which that document is valid, provided they have not been resident in Albania for more than one year. The entitlement therefore follows the vehicle categories shown on the valid South African licence.
The United Nations treaty status record confirms that Albania acceded to the 1968 Vienna Convention on Road Traffic on 29 June 2000 and South Africa acceded on 1 November 1977.
For this pair, an IDP is not a separate Albanian legal requirement where the valid national licence satisfies the international model requirements recognised by Albania. The 1968 Vienna Convention is the relevant convention shared by South Africa and Albania.
South Africa's Department of International Relations and Cooperation gives stronger practical guidance to South African travellers. It says prospective travellers intending to drive abroad must apply for an IDP, identifies the Automobile Association of South Africa as the issuer, and advises carrying both the original licence and IDP. This is South African official travel guidance rather than a separate Albanian statutory IDP requirement.
Albania's Road Code also states that a foreign national or international licence not conforming to models prescribed by international agreements to which Albania is party must be accompanied by an official translation into Albanian or an equivalent document. This makes the translation position dependent on the document's conformity rather than creating a universal translation requirement for every South African licence holder.
The verified Albanian rule is based on residence rather than a fixed tourist stay. A foreign licence may be used provided the holder has not been resident in Albania for more than one year, so max_visitor_days is not stored as a fixed number.
DPSHTRR publishes a list of jurisdictions eligible for conversion under EU status, specified treatment for the United States and Canada, or bilateral and reciprocity arrangements. South Africa is not listed among Albania's published bilateral recognition and conversion partners. A South African resident should therefore not assume a direct licence exchange is available.
No named rental-company policy was verified for the South Africa to Albania pair. A rental company may impose documentation, age or licence-holding-period conditions in addition to Albanian driving law, so its current terms should be checked before booking.
The verified sources establish the foreign-licence conditions but did not establish a pair-specific list of documents routinely demanded by Albanian police. Specific roadside documentation beyond the valid driving-licence requirements is unverified – confirm with official authority.
No authoritative pair-specific insurance condition was verified linking insurance validity to possession of an IDP. Insurance requirements should therefore not be inferred from the licence-recognition rule.
The foreign licence authorises only the vehicle categories for which it is valid. An official Albanian translation or equivalent is required if the document does not conform to the applicable international models. The foreign-licence entitlement also ceases under Article 133 once the holder has been resident in Albania for more than one year.
Take the valid South African licence and obtain a 1968 Vienna Convention IDP before travelling, in line with South African government guidance. Keep the IDP with the national licence because an IDP does not replace the underlying licence. Check the rental company's current requirements separately.
Do not rely on the foreign licence after more than one year of residence in Albania. South Africa does not appear on DPSHTRR's published list of bilateral licence-conversion partners, so direct exchange rights should not be assumed.
