Guide to driving in Greece with a Portugal licence.
A valid Portugal driving licence can be used in Greece because both countries are EU Member States and valid EU licences are recognised across the EU. An International Driving Permit (IDP) is not legally required for ordinary use of a valid Portuguese EU licence, and no separate translation is required. There is no fixed visitor-day limit for EU licence recognition, but the licence must remain valid.
The key rule is EU-wide recognition rather than a special Portugal-Greece bilateral arrangement. A full, valid Portuguese EU licence is sufficient for the vehicle categories recorded on it. Portuguese IMT describes the International Driving Permit as a document used for qualifying countries outside the EU or EEA, so it is not an additional requirement for ordinary driving in Greece.
European Commission guidance states that a driving licence issued in an EU country can be used anywhere in the EU. Recognised EU categories include AM, A1, A2, A, B, B1, BE, C1, C1E, C, CE, D1, D1E, D and DE. The driver may operate only vehicles covered by the categories and restrictions recorded on the licence. The document must be valid, and a provisional driving licence or temporary certificate should not be treated as equivalent to a full EU licence.
No IDP is legally required for a holder using a valid Portuguese EU driving licence in Greece. Portugal's Instituto da Mobilidade e dos Transportes states that its international driving licence allows driving in qualifying countries outside the EU or EEA that are parties to the relevant road-traffic conventions. Because Greece is an EU Member State and the Portuguese licence itself receives EU recognition, neither a 1949 Geneva nor a 1968 Vienna IDP model is required for this journey. No official recommendation specifically advising Portuguese licence holders to obtain an IDP for Greece was identified.
A visitor does not have a separate fixed maximum number of days for using a valid Portuguese EU licence in Greece, so no numerical visitor limit is recorded here. If the holder becomes normally resident in Greece, an EU licence generally does not have to be exchanged simply because of the move. Greek authorities provide an exchange procedure for EU licences, including circumstances involving expiry, penalties and certain older licences. The Greek National Registry states that an old-form EU licence issued before 19 January 2013 with an expiry date beyond age 65 can become subject to exchange after more than two years of residence in Greece.
Rental-company requirements are contractual and should not be confused with the legal recognition of the licence. Avis Greece states that a renter must present the driving licence at the start of the rental and must have held it for at least one year. Its published FAQ accepts a licence issued by an EU country, which covers Portugal, and also requires an identity card or passport. Other rental companies can impose different age, payment-card, licence-tenure or vehicle-class conditions, so their current terms should be checked separately.
Carry the original valid Portuguese driving licence when driving. EU guidance advises travellers to take their insurance papers because they can make proof of insurance easier if an accident occurs or authorities request evidence. Compulsory third-party motor insurance issued for a vehicle in an EU country provides cover throughout the EU. Optional insurance, including cover for damage to the driver's own vehicle, theft or other risks, depends on the individual policy or rental agreement.
The EU recognition rule does not mean every driving document is interchangeable. Provisional or temporary licences are not subject to the same EU-wide recognition. A Portuguese EU licence obtained by exchanging a licence originally issued outside the EU can also require separate checks when the holder moves to another EU country. Expired, suspended, restricted, withdrawn or cancelled licences do not gain validity merely because the holder travels to Greece.
For a normal trip, use the original valid Portuguese licence and carry suitable identification. There is no need to obtain an IDP solely for driving in Greece with that full EU licence. For a rental, confirm the chosen company's current terms before travel, especially minimum age, how long the licence must have been held, payment-card requirements and any conditions attached to the requested vehicle category.
