Guide to driving in Azerbaijan with a Portugal licence.
A valid Portugal driving licence can be used in Azerbaijan by a temporarily visiting foreign national when it meets the applicable international recognition conditions. Both countries participate in the 1968 Vienna Convention, which recognises qualifying national licences without automatically requiring an International Driving Permit (IDP). An IDP may nevertheless be required by a rental company. No fixed visitor-driving limit was verified, but obtaining Azerbaijani residence permission triggers a one-month licence-exchange requirement.
The decisive distinction is between legal recognition and the documents a rental company requires. A qualifying Portugal national licence can be recognised under the Vienna Convention. SIXT Azerbaijan expressly accepts valid EU licences, while Hertz Azerbaijan publishes an international-licence requirement for foreign renters. Check the actual booking conditions before assuming the same documentation will work at every counter.
Portugal and Azerbaijan are separate sovereign countries and contracting parties to the 1968 Vienna Convention on Road Traffic. UNECE records Azerbaijan joining on 3 July 2002 and Portugal ratifying on 30 September 2010. The Convention supplies a common framework for recognising driving permits issued by other contracting parties.
Article 41 provides for recognition of qualifying domestic driving licences, including those conforming to Annex 6, for the vehicle categories they authorise. Azerbaijan licensing instructions separately allow a foreign national temporarily present in the country to drive using a valid foreign licence issued in accordance with international road-traffic agreements to which Azerbaijan is a party.
For a Portugal licence holder, that means a valid, qualifying national licence can support temporary driving without needing to rely on an IDP as the sole evidence of driving entitlement. Category B concerns ordinary passenger cars. Motorcycle, heavy-vehicle and trailer entitlements depend on the categories actually held and the applicable recognition conditions. A licence for one category does not authorise every vehicle.
An IDP is not automatically a legal requirement for a national licence recognised under Annex 6 of the 1968 Vienna Convention. Where a domestic licence does not meet the relevant recognition conditions, additional documentation may be needed. The treaty model relevant to Portugal and Azerbaijan is the 1968 Vienna Convention IDP described in Annex 7.
Portugal provides an official application service through the Instituto da Mobilidade e dos Transportes (IMT). Its government guidance explains that an international permit may be used for the same vehicle categories as the underlying national licence, is valid for no more than one year and must accompany that licence. The guidance also advises applicants to confirm the conditions imposed by the destination country.
No official Azerbaijan-specific instruction expressly recommending an IDP for every Portugal licence holder was established. Taking one can be a practical precaution, particularly where a rental company requires it, but that advice must not be mistaken for a universal statutory obligation.
A separate certified translation is not automatically required for a qualifying Annex 6 domestic licence. The applicable Convention includes alternative recognition conditions involving translations for other licence formats. The precise treatment of an older or otherwise non-standard Portuguese licence should be confirmed before travel rather than assuming that every Portuguese-language document meets Annex 6.
Section 6.10-2 of the Azerbaijani State Traffic Police licensing instructions permits a foreign national temporarily present in Azerbaijan to drive with a qualifying valid foreign licence. That provision does not specify a universal maximum of 30, 90 or 365 visitor-driving days. The permissible stay and the period for which the underlying licence remains valid are separate considerations.
The position changes when a foreign national obtains permission to reside in Azerbaijan temporarily or permanently. The same provision requires exchange of the foreign driving licence within one month from the date that residence permission is received. The instructions provide an administrative exchange procedure involving identity documentation, the existing licence, the prescribed payment evidence and a notarised copy of the residence permit, with medical documentation in specified cases.
The instructions also establish a separate one-month-from-entry rule for Azerbaijani citizens holding foreign licences. This must not be applied indiscriminately to a visiting foreign national simply because their licence was issued in Portugal.
Published rental policies show why an IDP decision cannot be answered solely by reference to road-traffic law.
| Company | Published requirement relevant to Portugal licence holders | Source checked |
|---|---|---|
| SIXT Azerbaijan | Accepts valid EU licences. An international licence is required for non-Roman-alphabet licences. Vehicle classes have separate age and licence-experience conditions. | SIXT Azerbaijan Rental Information |
| Hertz Azerbaijan | Its FAQ requests an international driving licence and passport documentation from foreign renters. It separately describes a one-month period for renting with a foreign licence. | Hertz Azerbaijan FAQ |
| Europcar Azerbaijan | Its Azerbaijan booking information requires the original licence and an international licence when language or readability conditions apply, together with identification and payment documentation. | Europcar Azerbaijan rental information |
SIXT offers the clearest explicit EU-licence acceptance among these examples. Hertz takes a different documentary approach. Europcar publishes language-based conditions that should be clarified directly for a Portuguese EU-format licence. These are individual company policies, not amendments to Azerbaijani driving law.
Keep the original valid national driving licence available while driving. An IDP, if carried, is supporting documentation and does not replace the national licence. Azerbaijan licensing instructions establish foreign-licence recognition but the checked provisions do not resolve every roadside documentation requirement. The complete police document list is unverified – confirm with official authority.
For a rental car, follow the named company requirements for identification, authorised drivers and vehicle documentation. Hertz Azerbaijan requests passport information for foreign renters. These contractual conditions should be distinguished from documents the police are legally entitled to demand.
The checked driving-licence sources do not establish a Portugal-specific insurance condition. Review the insurance and protection terms attached to the actual rental, including any vehicle-use and territorial restrictions. SIXT Azerbaijan, for example, expressly prohibits cross-border rentals and states that violating its territorial restrictions removes contractual protections. This does not establish a universal rule about insurance validity for Portugal licence holders.
The Convention recognition framework does not cover learner-driver permits in the same way as full licences. Vehicle-category limitations remain effective, and relevant licence endorsements must be respected. The Convention permits restrictions concerning drivers below specified ages, including a higher threshold for certain heavy-vehicle categories. These exceptions should not be presented as a blanket restriction on every adult Portugal licence holder.
The most significant practical change is residence permission. A person driving on a qualifying Portugal licence as a temporary visitor should not assume that the same arrangement can continue indefinitely after receiving Azerbaijani residence permission. The national instructions require exchange within one month of receiving that permission.
Check that the national licence is valid and covers the intended vehicle. For a compliant licence, the 1968 Vienna Convention provides the legal recognition route without an automatic IDP obligation. If hiring a car, obtain the rental company response about the Portugal licence and any IDP requirement before collection. Carry the original licence and any additional documents expressly required by the booking.
If applying for an IDP through IMT, remember that it is additional to the original Portugal licence and does not increase the vehicle categories authorised. Anyone moving from a temporary visit to Azerbaijani residence should deal with the licence-exchange requirement promptly rather than relying on visitor rules.
This information was checked against the listed official legal, treaty and licensing sources and the named rental-company publications on 2026-10-21. The date records the research check, not a change in the law. Requirements should be reconfirmed with the relevant Azerbaijani authority and rental provider before departure, particularly for unusual licence formats or a planned change of residence.
