Guide to driving in Azerbaijan with a Paraguay licence.
A valid Paraguay driving licence is not conclusively confirmed as recognised in Azerbaijan. Azerbaijan accepts qualifying foreign licences under applicable international agreements, but Paraguay belongs to the 1949 Geneva Convention while Azerbaijan belongs to the 1968 Vienna Convention. Whether Azerbaijan accepts a Paraguayan licence, its International Driving Permit (IDP), or a translation requires official confirmation. Temporary visitors have no universal fixed driving-day limit under Article 35-1, while residence permit holders face a one-month exchange requirement.
The main issue is not simply whether to obtain an IDP. It is whether Azerbaijan recognises the driving documents issued by Paraguay. The available treaty records do not establish automatic recognition between these two countries. A Paraguay-issued IDP must therefore not be treated as proof of eligibility to drive in Azerbaijan without confirmation from the Azerbaijani traffic authority.
For this pair, the legal status of the original licence, the acceptability of a Paraguayan IDP and any translation requirement remain unverified – confirm with official authority. The confirmed Azerbaijani visitor and residence rules are explained below.
Article 35-1 of the Azerbaijani Law on Road Traffic distinguishes temporarily visiting foreigners from people who obtain residence permits. It permits temporarily visiting foreigners to drive with valid foreign licences issued by competent authorities in accordance with international road-traffic agreements to which Azerbaijan is a party.
The United Nations Treaty Collection records Paraguay as a party to the 1949 Geneva Convention on Road Traffic, having acceded on 18 October 1965. Azerbaijan is not listed as a party to that convention. Azerbaijan acceded to the 1968 Vienna Convention on Road Traffic on 3 July 2002, with the treaty taking effect for Azerbaijan on 3 July 2003. Paraguay is not listed as a party to the Vienna Convention.
This difference is material. Azerbaijan participation in the Vienna Convention does not itself guarantee recognition of a licence issued by Paraguay, and Paraguay participation in the Geneva Convention does not automatically require Azerbaijan to accept its driving documents. No bilateral recognition arrangement or separate Azerbaijan government confirmation specifically covering ordinary Paraguayan licences was established from the sources reviewed.
The result is not a verified prohibition, but neither is it a verified right to drive. Recognition must be checked directly with Azerbaijan Main State Traffic Police Department. Permission for particular vehicle categories would also need to correspond to the categories and restrictions on the original licence.
Paraguay Touring y Automóvil Club Paraguayo offers the Permiso Internacional de Conducir, an International Driving Permit linked to the vehicle categories authorised by the holder's valid Paraguayan driving licence. Its published application requirements include the current national licence and an OPACI certificate.
The treaty distinction matters when selecting an IDP. Paraguay participates in the 1949 Geneva Convention, whereas Azerbaijan participates in the 1968 Vienna Convention. The published treaty records do not establish that a Paraguay-issued 1949 IDP must be recognised by Azerbaijan. The legal requirement for an IDP in this exact situation and acceptance of that model are unverified – confirm with official authority.
No Azerbaijani government recommendation specifically addressing Paraguayan IDP holders was verified. Official United States travel guidance recommends an IDP for translation purposes for United States licence holders, but this recommendation cannot be transferred automatically to Paraguayan licences.
A translation presents a related uncertainty. The Paraguayan licence may contain information in Spanish, but no verified Azerbaijan rule establishes whether a certified translation, another official translation or an IDP is sufficient for this exact document. An IDP also does not replace the national licence or independently establish a right to drive.
Article 35-1 permits temporarily visiting foreigners to use qualifying valid foreign driving licences. It does not establish a universal fixed maximum number of visitor driving days applicable to every foreign national. Consequently, no fixed visitor-day maximum can responsibly be assigned to a Paraguayan licence holder. This does not resolve the separate question of whether that licence qualifies for recognition.
The rule changes after a foreign national receives an Azerbaijani temporary or permanent residence permit. Azerbaijan State Migration Service states that holders of qualifying foreign licences must exchange them within one month from the date the residence permit is obtained. A person who fails to exchange the licence within that period is treated as lacking the right to drive.
That one-month exchange period must not be confused with the separate rule allowing Azerbaijani citizens returning with foreign licences to drive for one month after entering Azerbaijan. The latter is not the ordinary tourist rule for Paraguayan visitors. Whether a particular Paraguayan licence can be exchanged, and under what procedure, requires confirmation with the responsible Azerbaijani authority.
No named rental company with a verified published policy specifically addressing Paraguayan licences in Azerbaijan was established. It would therefore be misleading to say that rental companies generally accept the licence or universally require a particular IDP model.
Ask the intended rental provider whether the original Paraguayan licence is accepted, whether a 1949 Geneva Convention IDP is recognised, whether a certified translation is required and whether any restrictions apply to the requested vehicle. Obtain confirmation before making a non-refundable booking. A company agreeing to rent a vehicle does not independently establish that the driver meets Azerbaijani legal requirements.
A driver should be able to present the original valid driving licence and the relevant identity and vehicle documents. United States Department of State guidance for Azerbaijan identifies a passport or local registration documents, a driving licence, vehicle registration and proof of insurance among the documents drivers should carry. This is useful official travel guidance, not a Paraguay-specific statement of Azerbaijani law.
Whether Azerbaijani traffic officers will accept a Paraguay-issued IDP or demand a particular translation has not been verified for this country pair. The same uncertainty applies to any special document requirement arising from a Paraguayan licence.
No verified insurance policy or Azerbaijani regulatory source establishes a different insurance rule specifically for Paraguayan drivers. Confirm that the vehicle has the required insurance documentation and that the proposed driver and licence meet the applicable policy conditions. Do not assume that possession of an IDP guarantees coverage or that a missing IDP automatically invalidates insurance.
The important exception is the distinction between temporary visitors and people holding residence permits. Article 35-1 does not impose the resident exchange deadline on every person merely because they have been temporarily visiting for one month. The deadline is tied to obtaining the relevant residence permission.
Any permission to drive also depends on the licence being valid and covering the vehicle category concerned. Exact treatment of Paraguayan vehicle categories and any special translation or recognition exception remains unverified – confirm with official authority.
The Azerbaijani Ministry of Foreign Affairs publishes separate driving-licence procedures for diplomatic mission staff and their families. Those arrangements must not be assumed to apply to ordinary visitors from Paraguay.
Before driving, request written confirmation from Azerbaijan Main State Traffic Police Department about whether the exact Paraguayan licence is recognised and which accompanying documentation, if any, is required. Specifically ask whether Azerbaijan accepts a Paraguay-issued 1949 Geneva Convention IDP or requires an alternative recognition or translation procedure.
The Touring y Automóvil Club Paraguayo can provide information on applying for a Paraguayan IDP, but possession of one should not be taken as confirmation of legal acceptance in Azerbaijan. If renting, obtain a separate written response from the rental company and check the insurance terms. Until recognition is established, do not assume that the licence authorises driving.
The information on this page was checked against the listed treaty records, Azerbaijani government material and Paraguayan IDP issuer information on 2026-10-21. The principal unresolved issue is official recognition of an ordinary Paraguay driving licence and Paraguay-issued IDP in Azerbaijan. The absence of confirmed pair-specific recognition should not be interpreted as a definitive legal prohibition. Reconfirm the requirements with the responsible authority before travelling.
