Guide to driving in Albania with a Paraguay licence.
A valid Paraguay driving licence can be used in Albania for the vehicle categories it covers while the holder has not been resident in Albania for more than one year. An International Driving Permit (IDP) is not a general legal requirement. The relevant treaty model for this pair is the 1949 Geneva IDP. An official Albanian translation or equivalent is required if the foreign document does not conform to an accepted international-agreement model.
For a short visit, the national licence is the primary document. The IDP question is mainly about treaty format, translation and any rental-company conditions rather than a blanket Albanian requirement. No fixed visitor-day maximum was verified because the Albanian rule is tied to residence rather than days since entry.
Albanian Road Code Article 133 allows a person holding a foreign driving licence or international driving licence to drive vehicles for which that document is valid, provided the person has not been resident in Albania for more than one year. Paraguay and Albania are separate sovereign states and both are contracting parties to the 1949 Geneva Convention on Road Traffic. That treaty relationship supports recognition of qualifying driving documents between the two countries.
The rule is category-limited: it does not give permission to drive a vehicle outside the categories covered by the valid licence or IDP. No authoritative Paraguay-to-Albania table mapping national category labels was verified, so no category equivalence is inferred here.
The Albanian Road Code does not state that every foreign driver must carry an IDP. Article 133 permits driving with a qualifying foreign driving licence or an international driving licence. For Paraguay and Albania, the relevant treaty model is the 1949 Geneva Convention IDP because both countries are parties to that Convention and Paraguay is not listed as a contracting party to the 1968 Vienna Convention on Road Traffic.
No pair-specific official recommendation telling Paraguay licence holders to obtain an IDP for Albania was verified. Practically, an IDP can still be useful where the national licence format raises a translation issue or where a rental company requires one. In Paraguay, the Touring y Automóvil Club Paraguayo issues the Permiso Internacional de Conducir under the national authorization linked to the 1949 Geneva Convention.
Albania does not express this rule as a fixed number of visitor days. Article 133 ties foreign-licence use to residence: the holder may use the foreign licence while not having been resident in Albania for more than one year. This is why no fixed maximum visitor-day value is stated.
For residents, Article 134 of the Road Code refers to conversion without a driving-competence exam for valid licences issued by specified states and by countries party to relevant UN conventions or agreements. Paraguay is a 1949 Convention party. Current DPSHTRR conversion guidance, however, does not specifically name Paraguay and presents a narrower administrative eligibility description and bilateral list. Do not assume exchange is automatic without confirming the current procedure with DPSHTRR.
Rental rules are separate from Albanian licence law. SIXT Albania was the named company whose published Albania terms were checked. It requires a full valid driving licence held for at least two years and presentation of an ID card or passport at vehicle collection. Its terms also require a valid IDP for licences printed in a non-Roman alphabet. Those conditions are SIXT policy and do not prove that every Albania rental company applies the same rule.
Article 178 of the Albanian Road Code requires the driver to carry the valid licence for the relevant vehicle category, the vehicle registration document and the compulsory insurance certificate, plus any applicable authorization and other documents required for the vehicle or use. No authoritative source checked established that police routinely require an IDP from every Paraguay licence holder.
The compulsory insurance document is a vehicle-document requirement. No source checked established that insurance is automatically invalid, or that a claim is automatically refused, solely because the driving licence was issued in Paraguay. Rental protection and insurance terms should be checked separately in the applicable contract.
If a foreign domestic licence or IDP does not conform to a model established under an international agreement in which Albania participates, Article 133 requires an official Albanian translation or an equivalent document. That makes the translation position dependent on the actual document format. Special or professional vehicles may also require additional competence documentation where the state of origin requires such qualification in addition to the licence.
After more than one year of Albanian residence, the foreign-licence use rule in Article 133 no longer applies. Because the current DPSHTRR conversion page does not specifically list Paraguay even though Article 134 contains broader convention-based wording, resident conversion is unverified – confirm with official authority.
For a short visit, carry the valid original Paraguay licence, vehicle registration and compulsory insurance documentation. A 1949 Geneva Convention IDP from the Touring y Automóvil Club Paraguayo is not a general Albanian legal prerequisite, but carrying one is sensible practical advice if the licence format could trigger a translation issue or the rental company asks for it. If you become resident, contact DPSHTRR before one year of residence to confirm the conversion steps.
