Guide to driving in Azerbaijan with a Guam licence.
A valid Guam driving licence may be usable in Azerbaijan under US-licence guidance. The US Department of State says valid US licences can be used and highly recommends an International Driving Permit (IDP) for translation, rather than identifying a general legal IDP requirement. Guam-specific recognition has not been separately confirmed. No fixed visitor-driving period was verified, and residence permit holders face a separate licence-exchange rule.
The central distinction is between US government guidance, Azerbaijani legal recognition and rental-company documentation. Guam issues its own licences as a US territory. AAA expressly treats Guam-issued licences as eligible for US IDPs, while the US Department of State provides broader guidance for driving in Azerbaijan with a valid US licence.
Those sources offer a useful basis for a visiting Guam licence holder, but they do not amount to an Azerbaijan-issued statement specifically recognising every Guam licence category. The most practical precaution is to obtain the authorised US IDP and confirm acceptance with the rental branch and Azerbaijani authority before driving.
Guam is a territory of the United States, not an independent country. Its driving licences are issued through the Guam Department of Revenue and Taxation. Azerbaijan is a separate sovereign state, so this is an international licensing question rather than domestic recognition between two US jurisdictions.
The US Department of State states in its Azerbaijan travel guidance that a valid US driving licence can be used in the country. The guidance does not expressly distinguish Guam-issued licences from state-issued licences. A separate Azerbaijani ruling or official clarification addressing Guam was not established, so recognition specifically for this territorial licence is unverified – confirm with official authority.
Drivers must stay within the vehicle categories authorised by their licence. Specific Azerbaijani recognition of Guam licence classifications, including any special treatment of motorcycles or commercial vehicles, was not verified. A standard passenger-car licence should not be treated as proof of entitlement to additional vehicle classes.
The US Department of State does not state that an IDP is legally required for every holder of a valid US licence driving in Azerbaijan. Instead, it highly recommends an IDP for translation purposes. That distinction matters because a government recommendation is not the same as a legal obligation.
AAA specifically confirms that holders of licences issued by US territories, including Guam, may obtain an IDP issued in the United States. Its authorised IDP follows the 1949 Geneva Convention on Road Traffic and accompanies the original driving licence. It is not a replacement licence.
The United Nations treaty records show that Azerbaijan acceded to the 1968 Vienna Convention on Road Traffic. The United States is not a contracting party to that convention, and US IDPs are issued under the 1949 Geneva framework. These facts do not independently prove that Azerbaijan must recognise a US-issued 1949 IDP under the 1968 treaty. The precise Azerbaijani legal treatment of this permit remains unverified – confirm with official authority.
No separate statutory translation requirement for an English-language Guam licence was established from the available destination guidance. Nevertheless, a genuine IDP is a sensible translation document, and rental-company rules can make additional documentation necessary.
The US destination guidance permits use of a valid US licence but does not establish a fixed maximum driving period for every visitor. A general numerical visitor limit therefore cannot be stated reliably for Guam licence holders.
The Azerbaijan State Migration Service gives a more definite rule for people who obtain temporary or permanent residence permits. Its official guidance says holders of valid foreign licences must exchange them through the applicable procedure within one month from receiving the residence permit. It states that failure to exchange within this period leaves the person without the right to drive.
The US Department of State also advises that foreigners residing in Azerbaijan for more than 30 days must obtain a local licence through ASAN Xidmet. These statements concern residence rather than establishing a universal 30-day limit for tourists. The exchange procedure, including any examinations or category-specific treatment of Guam licences, should be confirmed with the responsible Azerbaijani authority.
SIXT publishes detailed rental conditions for Azerbaijan. Drivers must present their original full driving licence and passport or identity card. Licences written in non-Roman characters require an international driving document. For licences from jurisdictions outside the relevant Geneva or Vienna road-traffic conventions, SIXT specifies an official English translation accompanying the original licence.
Because a Guam licence is issued by a US territory rather than an independent convention participant, the precise application of that policy to a Guam-issued document should be confirmed with SIXT before collection. A US-issued IDP may assist with documentation, but the published terms should not be read as an unconditional guarantee of acceptance.

SIXT does not accept photocopies, digital licences or learner permits. Its listed vehicle categories impose minimum driver ages ranging from 21 to 27 and licence-holding periods ranging from two to five years. These requirements are contractual rental conditions. They do not establish a general legal minimum rental age or documentation policy for all companies in Azerbaijan.
The US Department of State advises drivers to carry their driving licence, passport or applicable local registration documents, vehicle registration and proof of insurance. It also reports routine traffic stops in Azerbaijan. The original Guam licence should remain available even when an IDP is carried.
Insurance should be checked separately from licence recognition. The US government warns that domestic US insurance may not cover overseas driving. For a rental vehicle, verify the included cover, authorised drivers and applicable terms before accepting the car. No special insurance exclusion linked specifically to Guam licences was established.
The main complication is Guam territorial status. AAA clearly includes Guam licence holders in its US IDP procedure, but Azerbaijan participates in the 1968 road-traffic convention while the US-issued IDP uses the 1949 model. It would be inaccurate to describe these arrangements as a verified bilateral Guam-Azerbaijan agreement.
Other unresolved points include explicit Azerbaijani recognition of Guam vehicle categories, the precise legal need for an additional translation and any Guam-specific rental or licence-exchange treatment. Residence status and the selected rental vehicle can change which requirements apply.
Carry your original valid Guam licence and obtain an authorised US-issued IDP from AAA before departure. AAA expressly accepts Guam licence holders for its IDP process, and the US Department of State highly recommends the permit for Azerbaijan.
Ask the rental branch to confirm acceptance of your Guam licence, the 1949 IDP and any required English translation in writing. Keep the identification, vehicle registration and insurance documents identified in government guidance. Anyone obtaining Azerbaijani residence should arrange the local licensing process promptly rather than relying on visitor guidance.
This information was checked against the government, United Nations, AAA and SIXT sources listed above on 2026-10-21. The verification date does not indicate that the law changed on that date. Explicit Azerbaijani confirmation for the Guam licence and its accompanying US-issued IDP remains outstanding.
