Guide to driving in Antigua and Barbuda with a Guam licence.
A Guam licence holder can drive in Antigua and Barbuda only after obtaining the destination’s temporary local driver licence. The visitor permit may be granted for up to three months. Current Government of Canada destination advice states that an International Driving Permit (IDP) is not recognized, so an IDP does not replace the local permit. No separate translation requirement was verified for a standard Guam licence.
The practical rule is simple: bring the valid Guam licence, obtain the Antigua and Barbuda visitor driving licence, and keep the local licence available while driving. The home licence supports the permit application, but it is not the document that independently authorizes visitor driving under the checked local rules.
Guam is a U.S. territory and its driving licences are issued through the Guam Department of Revenue and Taxation. Antigua and Barbuda’s Vehicles and Road Traffic Act provides a separate visitor licensing mechanism. Section 40 allows the licensing authority to grant a bona fide visitor a temporary driver licence, other than a chauffeur licence, for a period not exceeding three months. The permit may be issued with or without a driving test and may contain conditions.
Current Antigua and Barbuda tourism guidance tells visitors to bring a valid driver licence from home and purchase the local driving permit. This supports use of the Guam licence as the underlying credential for the visitor application, not as a stand-alone Antigua and Barbuda licence.
An IDP is not the legal visitor-driving document for this destination. Current Government of Canada travel advice states that the IDP is not recognized in Antigua and Barbuda and directs travellers to bring their domestic licence to obtain the temporary local licence.
AAA, the U.S. State Department-designated IDP issuer, states that people with a licence from a U.S. territory such as Guam can obtain a U.S.-issued IDP. AAA’s IDP is based on the 1949 Geneva Convention model and AAA generally recommends an IDP for overseas travel. That generic issuer recommendation does not change the destination rule or replace the local permit.
The Antigua and Barbuda visitor licence may be granted for no more than three months, so max_visitor_days is not treated as a fixed number of days. Section 40 is expressly a bona fide visitor provision. The checked sources did not verify a Guam-specific licence exchange, conversion deadline, or resident exemption. Resident treatment is therefore unverified and should be confirmed with the local licensing authority before relying on the visitor permit after a status change.
U.S. Department of State guidance says visitors must purchase the temporary permit and that rental-car agencies can assist. Comfort Car Rentals Antigua states that renters must be at least 25, hold a valid driver licence for at least two years, and obtain a temporary local licence if they do not hold an Antiguan licence. It offers that local licence at its office. These are Comfort’s published rental terms and should not be treated as universal rental-industry rules.
Section 41 of the Vehicles and Road Traffic Act requires a driver to produce the driver licence when requested by a police officer. If the licence is not produced immediately, the Act contains a 48-hour police-station production proviso. No pair-specific insurance condition for a Guam licence holder was verified from the checked authoritative sources.
The visitor licence cannot be a chauffeur licence. The licensing authority may impose conditions and may decide whether a driving test is required. Exact equivalence between Guam licence classes and Antigua and Barbuda visitor-permit categories was not verified, so drivers seeking motorcycle, commercial, passenger-for-hire, or other non-standard privileges should confirm the permitted category before driving.
Travel with the current Guam licence and arrange the Antigua and Barbuda temporary local licence before driving. Do not rely on an IDP as the destination driving authority. If renting, check the chosen company’s current terms for age, licence history, deposits, and insurance. If your stay or immigration status changes, confirm the local licensing route before the temporary visitor licence expires.
