Guide to driving in Antigua and Barbuda with a Bolivia licence.
A Bolivia driving licence does not by itself authorize driving in Antigua and Barbuda. A bona fide visitor may obtain a local temporary driving licence for up to three months, and an authorized rental operator may hand it over on behalf of the licensing authority. An International Driving Permit (IDP) is not the legal substitute for that local licence. No general Bolivia-specific translation rule was verified.
For a visitor holding a Bolivia licence, the practical route is to keep the valid national licence available and obtain the local temporary visitor licence before driving. The IDP is not the required driving authorization. The statutory visitor licence is limited to a period not exceeding three months, so this database does not convert that period into a fixed number of days.
Section 30 of the Vehicles and Road Traffic Act requires a person driving on a road to hold a driving licence. Section 40 creates the visitor route: the licensing authority may grant a temporary driving licence, other than a chauffeur licence, when satisfied that the applicant is a bona fide visitor. It may be issued with or without a driving test, may carry conditions, and is subject to the prescribed fee. This means the Bolivia licence is not, by itself, the document that authorizes driving in Antigua and Barbuda.
Section 40 also allows the licensing officer to authorize the owner of a self-drive hire vehicle to hand over a temporary visitor licence on the officer’s behalf. That provision explains why car-hire companies can often complete the local permit process for visitors.
An IDP is not legally required as the visitor driving authorization. Government of Canada travel advice states that an IDP is not recognized in Antigua and Barbuda and that a temporary local driving licence is required. The FIA IDP Repository likewise records Antigua and Barbuda as having no ratified IDP convention and lists the accepted visitor document as a temporary permit rather than a 1949 or 1968 convention IDP.
The same FIA repository identifies Automóvil Club Boliviano as the Bolivia issuing body and records Bolivia as issuing 1943 and 1949 international permits. Neither of those Bolivia-issued formats replaces the Antigua and Barbuda temporary visitor licence. No destination-authority recommendation telling Bolivia licence holders to carry an IDP was verified.
A bona fide visitor may be granted the local temporary driving licence for a period not exceeding three months. Because the statute states the limit in months rather than a fixed number of days, max_visitor_days is stored as NULL. The temporary route is expressly for bona fide visitors. No Bolivia-specific resident exchange, conversion deadline, or test exemption was verified. A resident should confirm the current process with the licensing authority.
The legal requirement and the rental desk process are separate. The Act permits an authorized self-drive hire owner to hand over the local temporary visitor licence. Stelcia Car Rental states in its published visitor guidance that it handles the permit paperwork at pickup and asks the renter to bring a valid home-country licence. That is one company policy and does not establish an industry-wide rule for every renter with a Bolivia licence.
The 1995 amendment to section 41 requires a driver to have the driving licence on the person or in the vehicle, and police may require production for examination. For a visitor using the section 40 route, the local temporary licence is therefore a key document to carry.
The Motor Vehicles Insurance (Third-Party Risks) Act separately requires qualifying third-party insurance or security for use of a motor vehicle on a public road. Police may require production of the relevant certificate. No source checked established a special insurance rule that applies only because the national licence was issued in Bolivia.
The temporary visitor licence cannot be a chauffeur licence and may contain conditions imposed by the licensing authority. The exact mapping from Bolivia licence categories to Antigua and Barbuda non-chauffeur classes was not verified. No authoritative source checked established a general translation requirement for a Bolivia licence, so the traveller should confirm document-language requirements with the licensing authority or rental company before collection.
Bring the original valid Bolivia driving licence and arrange the local temporary visitor licence before driving. Do not treat an IDP as a substitute for the Antigua and Barbuda licence. Confirm translation or extra paperwork directly with the Transport Board or the chosen rental company. A person becoming resident, or seeking a chauffeur or commercial class, should obtain current licensing-authority instructions rather than relying on the visitor rule.
