Guide to driving in Antigua and Barbuda with a Belgium licence.
A holder of a valid Belgium driving licence can drive in Antigua and Barbuda only after obtaining the local temporary visitor driving licence. The home licence is used to support that application, but it is not enough on its own. An International Driving Permit (IDP) is not recognised in Antigua and Barbuda. The visitor licence may be granted for a period not exceeding three months.
Antigua and Barbuda and Belgium are separate sovereign states and do not share a domestic licensing system. Section 30 of the Vehicles and Road Traffic Act says that a person must hold a driving licence to drive on a road. Section 40 allows the licensing authority to grant a temporary local driving licence to a bona fide visitor for a period not exceeding three months. The Antigua and Barbuda Tourism Authority separately tells visitors to bring a valid driving licence from their home country and purchase the temporary local licence. For a Belgium licence holder, the practical legal effect is therefore conditional recognition: the Belgian licence supports the local visitor-licence process, but the Belgian card alone is not the local authority to drive.
An IDP is not legally required as the driving authority for this trip because official Government of Canada travel advice states that the International Driving Permit is not recognised in Antigua and Barbuda. Belgium issues one official IDP model based on the 1968 Vienna Convention on Road Traffic. The United Nations treaty records list Belgium as a party to the 1968 Convention but do not list Antigua and Barbuda as a party to either the 1968 Vienna Convention or the 1949 Geneva Convention. No convention-based IDP model therefore applies between these two jurisdictions. A Belgian IDP cannot replace the local temporary visitor licence.
The temporary visitor driving licence may be granted for a period not exceeding three months and only when the applicant is accepted as a bona fide visitor. Because the law states the limit in months rather than a fixed number of days, no fixed day count is used here. The visitor provision does not cover residents. Belgium-specific resident exchange rights, testing exemptions or conversion deadlines are unverified – confirm with official authority.
The Antigua and Barbuda Tourism Authority says a visitor renting a car should bring a valid home-country driving licence and pay EC$50 for the temporary local driving licence. Section 40 also allows the Licensing Officer to authorise the owner of a self-drive hire vehicle to hand over a temporary visitor licence on the officer's behalf. No named rental-company policy was verified for Belgium licence holders, so any extra document, age, deposit or translation rule must be checked with the company actually booked.
Section 41 of the Vehicles and Road Traffic Act allows a police officer to require production of the driving licence. If the licence is not produced at the roadside, the Act gives the holder forty-eight hours to produce it at the specified police station before a charge for failure to produce can follow. Separately, the Motor Vehicles Insurance (Third-Party Risks) Act requires third-party insurance or qualifying security to be in force for use of a motor vehicle on a public road and allows police to require the relevant insurance certificate.
The temporary visitor driving licence cannot be issued as a chauffeur licence and may contain conditions set by the licensing authority. The exact mapping of Belgian categories such as A, B, C or D into the local temporary licence is unverified – confirm with official authority. The current Belgian card has English on its front, but the destination sources checked do not expressly settle whether every Belgian licence format needs a separate translation, so that point should be confirmed for older or unusual formats.
Travel with the original valid Belgium driving licence and arrange the Antigua and Barbuda temporary visitor driving licence before driving. Do not rely on an IDP as a substitute. If using an older Belgian licence format, ask the rental company or licensing authority whether they want a separate translation before you arrive. Keep the local driving licence and the vehicle's insurance documentation available while driving.
