South Korea ehliyeti ile Azerbaijan ülkesinde araç kullanma rehberi.
A valid South Korean driving licence is recognised in Azerbaijan under a bilateral licence-recognition and exchange arrangement. Azerbaijan road traffic law does not identify a separate International Driving Permit (IDP) requirement for a qualifying foreign licence. However, acceptance of a Korean-issued IDP and any separate translation requirement should be confirmed locally. Temporary visitors and people holding Azerbaijani residence permits are subject to different licence-exchange rules.
South Korea and Azerbaijan have a specific government agreement covering mutual recognition and exchange of driving licences. This is more relevant to Korean licence holders than the assumption that both countries recognise the same international permit convention. For a temporary visit, the national licence is the principal document establishing the right to drive. Confirm any additional documents required for the intended vehicle and rental arrangement before travelling.
On 23 October 2013, the governments of South Korea and Azerbaijan signed an agreement on the mutual recognition and exchange of driving licences. The South Korean Ministry of Foreign Affairs announced the agreement on 25 October 2013 and described its purpose as allowing licence exchange without further driving tests. Its announcement stated that the agreement would take effect following completion of the required domestic procedures and exchange of notifications.
South Korean government guidance current to August 2026 lists Azerbaijan among jurisdictions recognising South Korean driving licences for exchange. The Azerbaijani Law on Road Traffic, Article 35-1, permits qualifying foreign licences issued in accordance with international agreements to be used for driving in Azerbaijan. Together, these sources support recognition of a valid South Korean licence, although they do not establish unrestricted entitlement to drive every vehicle category.
Recognition is limited by the underlying driving entitlement. The precise mapping of Korean licence categories to Azerbaijani categories under the bilateral agreement is unverified – confirm with official authority.
The Azerbaijani foreign-licence provision examined does not impose a separate IDP obligation on drivers who hold a qualifying recognised foreign licence. For a South Korean licence holder, the bilateral recognition arrangement is therefore the relevant legal basis. No separate official recommendation specifically instructing Korean visitors to obtain an IDP for Azerbaijan was established.
The convention distinction matters. South Korea is a contracting party to the 1949 Geneva Convention on Road Traffic and issues the corresponding international permit. Azerbaijan is a contracting party to the 1968 Vienna Convention on Road Traffic. The United Nations treaty records do not establish that both countries are contracting parties to the same road traffic convention. A Korean Geneva-model IDP should therefore not be assumed to have automatic convention-based validity in Azerbaijan.
South Koreas Korea Road Traffic Authority provides IDP application information through its Safe Driving service, including applications at driving test centres and participating police stations. Its information also explains that the Korean IDP is based on the Geneva Convention. Whether Azerbaijan accepts this particular permit as additional documentation under its domestic rules is unverified – confirm with official authority.
A separate certified or official translation requirement for a Korean-language national licence during a temporary visit was not established. The Azerbaijani licensing guidance mentions notarised translations in the context of issuing or exchanging foreign licences, which should not automatically be treated as a translation requirement for every visitor.
The current text of Article 35-1 allows a foreigner temporarily present in Azerbaijan to drive using a qualifying, valid foreign licence. It requires a person who obtains temporary or permanent residence permission to exchange that licence within one month from receiving the permission. This is not the same as imposing a universal one-month visitor driving limit.
The Azerbaijani State Migration Service confirms the residence rule and explains that a person who fails to exchange the foreign licence within the prescribed month is treated as lacking the right to drive. This applies to Korean licence holders who obtain the relevant residence permission.
For a resident, the bilateral agreement provides an important route to exchange a Korean licence without additional driving tests, subject to the applicable administrative requirements. The exact category equivalences and supporting documents for an individual exchange application should be confirmed with the Azerbaijani licensing authority.
The legal recognition of a national licence and a rental companys conditions are separate matters. No named rental-company terms were verified specifically for a South Korean licence holder renting in Azerbaijan.
Before paying for a reservation, ask the chosen company whether it accepts the original Korean licence, requires an IDP or translation, and imposes conditions concerning licence age, driver age or vehicle category. Obtain the answer in writing. A rental company may set document requirements beyond the minimum established by driving law, but no particular company policy is asserted here.
A valid national driving licence is the basis of the entitlement described in Article 35-1. Carry the original South Korean licence and passport as a practical precaution. Any additional mandatory roadside documents for this particular licence combination are unverified – confirm with official authority.
Insurance must be checked separately. The presence or absence of an IDP does not, by itself, establish whether a particular policy covers the driver. Confirm the applicable vehicle insurance and any driver eligibility conditions with the insurer or rental provider. No Korean-licence-specific insurance exclusion was verified.
The main distinction is the bilateral recognition and exchange agreement. Korea does not need to rely exclusively on shared membership of a road traffic convention to establish its licence-recognition relationship with Azerbaijan. This matters because the countries do not share the same contracting-party status under the Geneva and Vienna Conventions.
Residence permission changes the position. The one-month exchange obligation starts when the relevant Azerbaijani residence permit is obtained, not automatically on every visitors entry into Azerbaijan. Drivers must also remain within their authorised vehicle category and hold a valid licence.
A South Korean licence holder visiting Azerbaijan should travel with the original valid licence and establish in advance whether a translation or additional document is requested by the Azerbaijani authority or chosen rental provider. Do not purchase an unofficial international driving document on the assumption that it creates driving rights. A Korean-issued Geneva-model IDP may provide useful supplementary information, but its legal acceptance in Azerbaijan has not been verified.
For anyone moving to Azerbaijan, the immediate administrative priority is different. Once temporary or permanent residence permission is granted, arrange the licence exchange within the statutory one-month period. The bilateral agreement makes this a distinctly relevant process for Korean licence holders.
Information checked against the official sources listed above on 2026-10-21. The date records the source review, not a change in Azerbaijani law. Outstanding questions concerning translation, acceptance of Korean-issued IDPs, vehicle-category equivalence and individual rental conditions should be checked before driving.
