Saudi Arabia ehliyeti ile Azerbaijan ülkesinde araç kullanma rehberi.
A valid Saudi Arabia driving licence can be recognised in Azerbaijan for a temporary foreign visitor under the 1968 Vienna Convention, provided the licence meets its requirements. An International Driving Permit (IDP) is not automatically required for every compliant national licence, but the licence format matters. Some rental companies require an IDP. Temporary visitors have no fixed driving-day limit in the verified law, while residence permission triggers a one-month licence-exchange requirement.
Saudi Arabia and Azerbaijan are both parties to the 1968 Vienna Convention on Road Traffic. This provides a legal basis for recognising qualifying Saudi driving licences in Azerbaijan. The result depends on the individual licence meeting the relevant Convention conditions, not simply on the holder having Saudi citizenship.
A compliant national licence may be sufficient for legal driving, but carrying a valid 1968 Convention IDP is a useful precaution, especially for car hire. The IDP does not replace the original Saudi licence.
Article 35-1 of the Azerbaijani Law on Road Traffic allows foreigners temporarily present in Azerbaijan to drive using valid foreign driving licences issued in accordance with international road-traffic agreements to which Azerbaijan is a party.
United Nations treaty records confirm that Azerbaijan became a party to the 1968 Vienna Convention in 2003 and Saudi Arabia in 2017. Article 41 of that Convention provides for recognition of qualifying domestic permits, including those conforming to Annex 6, and qualifying international permits when accompanied by the corresponding domestic permit.
This establishes a treaty-based recognition route for Saudi-issued licences. It does not establish that every Saudi licence format automatically satisfies every documentary requirement. The permit must remain valid and authorise the category of vehicle being driven. A complete category-by-category comparison of Saudi licence formats with Azerbaijani classifications is unverified – confirm with official authority.
The 1968 Convention recognises qualifying domestic permits independently of international permits. Accordingly, a Saudi licence that satisfies the applicable domestic-permit requirements does not automatically need an accompanying IDP solely because it was issued abroad.
Whether a particular Saudi licence needs supplementary documentation depends on its format and the applicable recognition provisions. A blanket rule requiring every Saudi visitor to carry an IDP was not established by the Azerbaijani legislation checked.
The relevant treaty model for this pair is the 1968 Vienna Convention International Driving Permit under Annex 7. A qualifying IDP must accompany the corresponding valid national driving licence. A standalone international driving document is not a substitute for that licence.
Annex 6 of the 1968 Convention requires entries on a compliant domestic driving permit to use Latin characters, with transliteration into the Latin alphabet where other characters are used. Arabic-script entries therefore make the actual presentation of the licence relevant.
No universal requirement for a separate certified translation of every Saudi licence was established. Whether one is necessary for a particular licence that does not satisfy the standard recognition conditions is unverified – confirm with official authority.
An Azerbaijan-specific government recommendation explicitly instructing every Saudi licence holder to obtain an IDP is unverified – confirm with official authority. Carrying one is recommended here as practical preparation, particularly because the published rental conditions of some companies impose additional documentary requirements.
Article 35-1 distinguishes foreigners temporarily present in Azerbaijan from people who receive permission for temporary or permanent residence. A temporarily present foreigner may drive using a qualifying valid foreign licence. The verified provision does not specify a universal maximum of 30, 90 or 180 days for this visitor category.
Once a foreigner receives temporary or permanent residence permission, Azerbaijani law requires the qualifying foreign driving licence to be exchanged within one month of receiving that permission. This rule is particularly important for Saudi licence holders relocating to Azerbaijan rather than making a short visit.
The same legislation gives Azerbaijani citizens entering the country with foreign licences a separate one-month driving period measured from arrival. That provision must not be applied automatically to Saudi visitors who are foreign nationals.
The Azerbaijani implementing regulations provide procedures for exchanging foreign licences. The precise supporting documents and treatment of an individual Saudi licence should be confirmed with the responsible Azerbaijani licensing authority before applying.
Legal permission to drive does not guarantee that a rental company will release a vehicle. Two companies with published Azerbaijan rental information impose their own documentation conditions.
| Rental company | Published requirement | Source checked |
|---|---|---|
| SIXT Azerbaijan | Original valid full licence and passport or identity document. An international driving document is required for licences printed in non-Roman characters, including Arabic. Minimum age and licence-holding periods vary by vehicle category. | SIXT Azerbaijan rental information |
| Europcar Azerbaijan | Original national licence, identification and valid credit card. An international driving licence is mandatory where the national licence is in a different language from the rental country or contains characters that cannot be read there. | Europcar Azerbaijan rental information |
For a Saudi licence with Arabic-script entries, SIXT documentation rules make the IDP particularly relevant. Europcar applies its stated language and script test. Neither company policy proves that Azerbaijan imposes the same IDP requirement on every private driver.
Ask the selected branch to confirm acceptance of the exact Saudi licence and any accompanying IDP, particularly for larger vehicles or premium categories.
The legal foundation for driving as a temporary foreign visitor is a qualifying, valid foreign licence. Under the Vienna Convention, an international permit must be presented with its corresponding domestic permit to qualify for recognition. Carrying the original Saudi licence alongside any IDP avoids treating the international document as a standalone licence.
A complete Azerbaijan-specific checklist of documents that Saudi licence holders must produce during a roadside inspection is unverified – confirm with official authority. There is no verified basis here for claiming that police routinely demand an IDP from every Saudi driver.
UK government travel advice identifies a green card as proof of motor insurance for driving in Azerbaijan. Because this guidance concerns UK travellers, its application to every Saudi-licensed driver or locally rented vehicle should not be assumed. Confirm the required insurance documents and coverage with the relevant insurer or rental company before taking possession of a vehicle.
The principal qualification is licence compliance with the Convention. A Saudi driving licence must be valid, correctly identify the holder and cover the intended vehicle category. Learner permits do not receive the Convention recognition afforded to qualifying full permits.
The language and script of the actual licence may affect the recognition documentation and rental counter requirements. The possession of an IDP does not extend the vehicle categories granted by the original Saudi licence.
Residence permission changes the applicable licensing position. Neither the separate rule for returning Azerbaijani citizens nor the UK-specific wording in foreign travel advice should be treated as a universal visitor deadline for Saudi nationals.
No special bilateral Saudi Arabia–Azerbaijan licence exemption was established from the sources checked.
For an ordinary visit, check the validity, authorised vehicle categories and Latin-character details on your Saudi licence. If the licence meets the Convention requirements, treaty-based recognition provides a route to driving legally without an automatically mandatory IDP.
Nevertheless, obtaining a genuine 1968 Vienna Convention IDP before departure is sensible, particularly when the licence contains Arabic-script details or a rental car is involved. Take the original national licence, verify the rental provider documentation conditions and confirm the applicable insurance arrangements.
If you obtain Azerbaijani temporary or permanent residence permission, make arrangements to exchange the qualifying foreign licence within the required one-month period.
This information was checked against the listed Azerbaijani legislation, United Nations treaty records, UNECE Convention material, rental-company terms and supporting government guidance on 2026-10-21. The verification date is not the date on which these legal rules were introduced. Requirements may subsequently change, and unresolved licence-format, translation, insurance and documentation questions should be confirmed with the appropriate authority or provider.
