Oman ehliyeti ile Albania ülkesinde araç kullanma rehberi.
A valid Oman driving licence can be used in Albania for the categories it covers. An IDP is not legally required when the licence meets the recognised international model, though an official Albanian translation is required if it does not. Oman and Albania are parties to the 1968 Vienna Convention. The Oman Automobile Association advises obtaining an IDP for driving abroad. A foreign licence cannot be relied on after more than one year of Albanian residence.
The core legal rule comes from Article 133 of the Albanian Road Code. It allows driving with a valid foreign national licence or an international licence for the categories covered. For an Oman licence holder, the 1968 Vienna Convention provides the relevant international framework. An IDP can be useful for rental and language reasons, but it is not a separate legal requirement when the national licence is acceptable.
Article 133 allows holders of foreign driving licences to drive in Albania for the vehicle categories shown on their licence, provided they have not been resident in Albania for more than one year. Oman acceded to the 1968 Vienna Convention on Road Traffic in 2020 and the Convention entered into force for Oman on 9 June 2021. Albania is also a party, so the pair falls within the Vienna Convention framework for recognition of compliant national driving permits.
The same article says that if a foreign national or international permit does not conform to a model established by an international agreement Albania has joined, it must be accompanied by an official translation into Albanian or an equivalent document. That makes translation a format-dependent condition rather than a universal requirement for every Oman licence.
An IDP is not legally required as a separate document when the valid Oman national licence itself is acceptable under Article 133 and the applicable international model rules. The relevant international form for this pair is the 1968 Vienna Convention IDP. Under the Vienna framework and DPSHTRR guidance on international permits, an IDP is used together with the corresponding national licence rather than as a standalone replacement.
The Oman Automobile Association, which issues IDPs in Oman, tells Omani nationals and residents who plan to drive abroad to obtain one. Treat that as origin-side issuer guidance, not as a statement that Albanian law always requires an IDP.
There is no verified fixed visitor-day limit that should be stored as a simple number. The Albanian rule is tied to residence. Article 133 allows use of the foreign licence while valid so long as the holder has not been resident in Albania for more than one year. Article 134 applies sanctions once more than one year has passed from obtaining Albanian residence and the person continues to drive on the foreign document.
Article 134 contains broad language about replacing licences from countries that are parties to United Nations driving-licence conventions, which would include Oman as a Vienna Convention party. However, the current DPSHTRR conversion procedure page lists EU states, the United States, Canada and specified bilateral or reciprocity states and does not list Oman. Because those sources do not clearly resolve the administrative route for an Oman licence, resident exchange eligibility is unverified – confirm with official authority.
Rental rules are separate from the legal right to drive. SIXT Tirana says international renters need a passport and an IDP if the driving licence uses a non-Roman alphabet. Avis Saranda says drivers must have held their licence for at least two years and may need an international driving licence or an official notarized English translation if the licence is in a non-Roman alphabet or its details cannot be confirmed. A renter should check the booked company and location before pickup.
Article 178 of the Albanian Road Code requires a driver to carry the vehicle registration, a valid driving licence for the relevant category, proof of technical inspection and the compulsory insurance certificate. When applicable, the driver must also carry required authorisations, transport permits or professional competence documents.
The checked sources establish the obligation to carry proof of compulsory insurance. They do not establish that an IDP is itself a general insurance condition, so rental or insurer contract terms should be checked separately.
The licence must cover the category of vehicle being driven. Article 133 also says that if the issuing state requires an additional professional competence certificate for special vehicles, the driver must have the corresponding competence document. A non-compliant licence format can trigger the official Albanian translation requirement, and the foreign-licence rule changes after more than one year of Albanian residence.
For a short visit, take the original valid Oman licence and check that the vehicle category is covered. If the licence is clearly within the recognised Vienna model, an IDP is not an Albanian legal requirement. Obtaining a 1968 Vienna Convention IDP is still useful because the Oman issuer advises it and rental firms may request it, especially if non-Roman script is involved. Carry the IDP with the national licence.
