Northern Cyprus ehliyeti ile Albania ülkesinde araç kullanma rehberi.
A Northern Cyprus-issued driving licence is not expressly confirmed as recognised by the authoritative sources checked. Albania has a general rule for qualifying foreign licences, but Northern Cyprus is not a separate 1968 Vienna Convention party. The exact IDP and translation position for this licence is unverified – confirm with official authority. If the licence is accepted, Albania's general rule applies until residence exceeds one year.
Albania's Road Code allows qualifying foreign licences, but the checked Albanian, UN and Northern Cyprus sources do not expressly confirm that a Northern Cyprus-issued licence falls within that rule. No pair-specific official IDP requirement or recommendation was verified.
Article 133 of the Albanian Road Code allows drivers holding a driving licence or international driving permit issued by a foreign state to drive vehicles for which the document is valid, provided they have not been resident in Albania for more than one year. If the document does not conform to models set by international agreements in which Albania participates, it must be accompanied by an official Albanian translation or an equivalent document.
The jurisdiction issue is material here. Albania's Ministry for Europe and Foreign Affairs records diplomatic relations with the Republic of Cyprus. The UN treaty status records list Albania and Türkiye as parties to the 1968 Vienna Convention on Road Traffic, but do not list Northern Cyprus as a separate contracting party. None of the checked sources established that a Northern Cyprus licence is treated in Albania as a Convention-compliant permit or as a Turkish licence.
Albania is a party to the 1968 Vienna Convention on Road Traffic, but that fact alone does not establish a valid IDP route for a licence issued by the Northern Cyprus administration. No authoritative source checked identified a Northern Cyprus authority empowered under a road-traffic convention to issue an IDP against this licence, stated that an IDP is legally required for this pair, or identified a convention model that Albania will accept when it is based on a Northern Cyprus licence.
An IDP should therefore not be treated as a cure for unresolved licence recognition. If DPSHTRR confirms that the national licence is accepted, ask the same authority whether an IDP, an official Albanian translation, or another equivalent document is required.
Albania's Article 133 does not set a fixed tourist-day limit. It ties use of a qualifying foreign licence to residence: the holder may drive under that rule only while not resident in Albania for more than one year. Because recognition of the Northern Cyprus licence itself is not established, max_visitor_days is not expressed as a fixed number.
For residents, DPSHTRR currently publishes a conversion route for valid licences from EU states, the United States, Canada and states covered by bilateral or reciprocity arrangements, for applicants with an Albanian residence permit exceeding one year. Its published bilateral list includes Türkiye but not Northern Cyprus, so no simplified conversion route for a Northern Cyprus licence was verified.
No checked rental company expressly listed Northern Cyprus as an accepted issuing jurisdiction. Enterprise Rent-A-Car's Tirana City terms require a valid driving licence held for at least three years, ID card or passport, and a major credit card in the renter's name. Those are company requirements, not Albanian licence-recognition law, and the terms do not resolve whether a Northern Cyprus licence will be accepted.
For the licence question, Article 133 supports carrying the foreign driving licence and, when the document does not conform to applicable international models, an official Albanian translation or equivalent. Drivers of certain special vehicles may also need the professional competence document required by the issuing jurisdiction. No pair-specific roadside practice was verified.
No insurance consequence specific to a Northern Cyprus licence was verified. Enterprise states in its Tirana terms that supplementary third-party liability protection is required by law and included in its rates. That rental-company statement does not establish licence validity and should not be read as a guarantee of coverage when the driver-document question is unresolved.
Do not substitute Türkiye's status for Northern Cyprus. Northern Cyprus publishes a separate bilateral driving-licence recognition and exchange arrangement with Türkiye, while Albania separately lists Türkiye among its own bilateral conversion partners. Neither source says that a Northern Cyprus licence automatically receives the same treatment in Albania as a Turkish licence.
Before driving, request written confirmation from DPSHTRR that a Northern Cyprus-issued licence is accepted in Albania and ask what supporting document is required. If renting, obtain separate written approval from the pickup branch before paying. Do not rely on an IDP alone unless the Albanian authority confirms the underlying national licence and the IDP issuer or model are acceptable.
