Northern Cyprus ehliyeti ile Andorra ülkesinde araç kullanma rehberi.
A Northern Cyprus driving licence cannot be treated as automatically recognised on the evidence checked. Andorra accepts certain non-EU and non-EFTA national licences when they conform to specified Geneva or Vienna Convention models, but authoritative confirmation that the Northern Cyprus licence meets those specifications was not found. An International Driving Permit (IDP) may therefore be necessary depending on the licence format and the validity of the IDP issued for it.
The decisive issue is the document format. Andorra's regulation recognises qualifying foreign national licences and qualifying international permits, rather than simply declaring every foreign licence valid. Because the Northern Cyprus licence format could not be authoritatively matched to the recognised models, direct use of that licence remains conditional.
Article 14 of Andorra's July 2025 driving-licence regulation states that national licences from countries outside the EU and EFTA are valid when issued in conformity with Annex 9 of the 1949 Geneva Convention or Annex 6 of the 1968 Vienna Convention, including documents differing only by additional headings. The regulation also recognises specified international permits accompanied by the holder's national licence. No authoritative Andorran source checked specifically names Northern Cyprus, and no authoritative Northern Cyprus source establishing that its licence conforms to the required model was located. Direct recognition is therefore unverified – confirm with official authority.
Andorra recognises international permits issued by non-EU and non-EFTA countries in conformity with Annex 10 of the 1949 Geneva Convention or Annex 7 of the 1968 Vienna Convention when accompanied by the holder's national licence and used for the authorised categories. An IDP does not replace the original licence. The exact IDP model that can validly be issued specifically on the basis of a Northern Cyprus licence was not established from an authoritative Northern Cyprus source. An official Andorran recommendation specifically telling Northern Cyprus visitors to obtain an IDP was also not found.
No fixed maximum number of visitor days was found for a non-resident using a qualifying foreign licence. A clear time limit does apply after residence begins. Article 14 provides that qualifying foreign licences covered by its foreign-licence provisions remain valid for no more than six months after the holder obtains habitual residence or temporary residence in Andorra, provided the licence remains valid and the holder meets the corresponding Andorran age and experience requirements. Article 15 separately requires applicable habitual residents to change their foreign licence for an Andorran equivalent before one year has elapsed, with the precise exchange treatment depending on the legal basis under which the foreign licence is recognised.
No named rental-company terms were verified for a customer presenting a Northern Cyprus licence. A rental company may impose documentation requirements beyond the legal rules for driving, so acceptance of a booking or vehicle must be checked directly with the chosen company.
Andorra's regulation requires drivers to possess and carry their driving licence, any complementary driving authorisation required in the particular case, and the vehicle documents required by applicable rules. These documents must be valid and must be presented to competent authority agents when requested. A pair-specific insurance condition for a Northern Cyprus licence holder was not verified, so insurance is unverified – confirm with official authority.
Recognition depends on the licence or IDP satisfying the models specified by Andorran law and on the categories actually authorised. Residence materially changes the position because the six-month foreign-licence validity limit applies after habitual or temporary residence begins. For an exchange application, Andorra may also request evidence from competent bodies confirming the foreign licence's authenticity, validity, authorised vehicles and other characteristics, with translation into Andorra's official language and embassy validation where requested.
Portal Jurídic d'Andorra, Decret 226/2025 and the Regulation on driving permits and complementary administrative authorisations, checked 2026-10-03 at https://portaljuridicandorra.ad/R20250702B. This source verifies the current foreign-licence recognition criteria, resident time limits, exchange rules, document-carrying requirement and recognised IDP forms. UNECE road-traffic convention materials were also checked at https://unece.org/road-traffic-and-road-signs-and-signals-agreements-and-conventions for convention context. Türkiye Turing ve Otomobil Kurumu information was checked at https://turing.tr/en/international-driver-permit/ and confirms that its remote IDP delivery service can send documents to addresses in the Turkish Republic of Northern Cyprus, but this does not by itself establish that every Northern Cyprus licence qualifies for a particular IDP model or proves Andorran recognition of the underlying national licence.
Do not assume that a Northern Cyprus licence alone is sufficient. Before driving, ask Andorra's competent transport authority to confirm whether the exact licence conforms to Article 14. If relying on an IDP, confirm that it was validly issued for that licence and uses a model recognised by Andorra, and carry the original national licence with it. If renting, obtain the rental company's acceptance of the documents before collecting the vehicle.
This information was checked against the listed sources on 2026-10-03. Driving-licence, residence, IDP and rental requirements can change, and the unresolved status of the Northern Cyprus licence format should be confirmed before travel.
