Italy ehliyeti ile Azerbaijan ülkesinde araç kullanma rehberi.
Yes. Azerbaijan recognises qualifying valid Italian driving licences under its foreign-licence rules and the 1968 Vienna Convention on Road Traffic. A separate International Driving Permit (IDP) is not generally legally required for a compliant Italian licence, although rental companies can impose additional documentation conditions. Foreign visitors have no fixed driving-day limit stated in Article 35-1. Obtaining Azerbaijani residence changes the position.
A valid, convention-compliant Italian licence can be used for the vehicle categories it authorises. The main practical distinction is between legal recognition and the rental company checking the documents at collection. SIXT Azerbaijan accepts valid EU licences, whereas Europcar publishes an additional international-licence condition linked to language and readability.
Italy and Azerbaijan are separate sovereign states and both are contracting parties to the 1968 Vienna Convention on Road Traffic. The United Nations Treaty Collection records Italian ratification on 2 October 1996 and Azerbaijani accession on 3 July 2002. This is a multilateral convention relationship, not a special bilateral exemption for Italian travellers.
Article 34 of the Azerbaijani Law on Road Traffic recognises valid driving licences issued by foreign authorities in accordance with international standards. Article 35-1 confirms the use of qualifying foreign-issued licences by foreign nationals. A current Italian licence conforming to the applicable convention standards therefore falls within the recognition framework.
Recognition applies to the driving privileges actually held. For example, an ordinary Italian category B licence may be used for passenger cars within the authorised category limits. It does not permit the holder to drive motorcycles, buses, heavy goods vehicles or other classes beyond the entitlement shown on the licence. Azerbaijan recognises corresponding licence categories and subcategories, subject to applicable restrictions.
The relevant international framework for Italy and Azerbaijan is the 1968 Vienna Convention. Its driving-permit provisions provide for recognition of qualifying domestic driving permits as well as convention-compliant international permits. An IDP is therefore not generally a separate legal requirement for a valid Italian licence that meets the applicable domestic-permit standards.
If an IDP is needed because of the document format or a particular rental-company requirement, the 1968 Vienna Convention model is the relevant model for this pair. The Italian Ministry of Infrastructure and Transport explains that Italy issues both the 1949 Geneva and 1968 Vienna models. The Vienna model has a maximum validity of three years, limited by the validity of the underlying Italian licence.
Italian government guidance explains that travel outside the European Union may involve an international permit or a sworn licence translation and advises checking the destination requirements with its consular authorities. This general advice does not establish that every Italian visitor to Azerbaijan must obtain an IDP.
A separate certified translation is not generally necessary for a compliant Italian licence recognised under the Vienna Convention. The position for older, damaged or non-standard licence formats is unverified – confirm with official authority. A rental company may also set stricter documentary conditions than the recognition framework itself.
Article 35-1 of the Azerbaijani Law on Road Traffic permits foreign nationals and stateless persons to drive using qualifying, unexpired foreign driving licences. It does not specify a universal maximum number of visitor days for those foreign nationals. Driving remains subject to the validity of the licence and the conditions applying to the persons stay and driving entitlement.
There is an important change when a foreign national receives an Azerbaijani temporary or permanent residence permit. Article 35-1 requires replacement of the foreign licence within one month of receiving that permit in order to continue driving in Azerbaijan. The law also provides that the foreign licence is returned together with the replacement Azerbaijani licence.
A different one-month provision applies to Azerbaijani citizens using foreign-issued licences. Their period is measured from entry into Azerbaijan. That provision must not be applied automatically to an Italian national visiting as a foreign tourist.
Rental acceptance and legal recognition are different questions. The published policies of two companies operating in Azerbaijan illustrate why an Italian traveller should check the exact booking conditions.
| Company | Published requirement relevant to Italian licences | Source checked |
|---|---|---|
| SIXT Azerbaijan | Accepts valid EU driving licences. Requires the original full licence and identity document. Additional age and licence-holding restrictions depend on the vehicle. | SIXT Azerbaijan rental information |
| Europcar Azerbaijan | Requires a valid national licence, identification and credit card. Its published international-licence condition applies when the national licence is in a different language from that of the rental country and/or uses unreadable characters. | Europcar Azerbaijan rental page |
SIXT expressly accepts Italian licences as EU licences without a general IDP requirement for standard Roman-alphabet documents. Europcars wording may produce a different result for an Italian-language licence because Azerbaijan has a different national language. This is a company-specific condition, not evidence that Azerbaijani law universally requires an IDP. Confirm the documents accepted by the actual collection branch.
Article 37 of Azerbaijans Law on Road Traffic requires drivers to carry their driving licence, vehicle registration certificate and applicable compulsory insurance documentation. It also addresses documentation proving the right to drive a vehicle belonging to another person, including appropriate rental or authorisation documents.
An Italian visitor should carry the original national licence rather than relying on a photograph or digital copy. Keep the rental agreement and vehicle documents supplied by the operator with the vehicle. A passport should also be available to establish identity when needed.
Azerbaijani legislation addresses compulsory motor liability insurance documentation. For a rental car, check the policy and protection terms before collection. SIXT Azerbaijan publishes restrictions on cross-border vehicle use that may affect contractual protection. The available evidence does not justify claiming that insurance automatically becomes invalid solely because a compliant Italian licence is not accompanied by an IDP.
The main distinctions concern licence format, authorised vehicle category, residence status and rental-company conditions. A valid Italian category B entitlement does not extend automatically to vehicles requiring another category. An unusual or older licence format may need further assessment against convention requirements.
For rental vehicles, minimum driver ages and required years of licence possession can differ by vehicle class. SIXT Azerbaijan lists a basic minimum age of 21, with higher thresholds for specified groups. These are commercial conditions rather than rules applying to every private driver.
The one-month foreign-licence rule for Azerbaijani citizens after entry is not the same as the residence-permit rule applying to foreign nationals. The legal distinction is based on nationality and residence circumstances, not merely the country that issued the licence.
For a normal tourist visit, start with your original valid Italian licence and confirm that it authorises the vehicle you intend to use. The shared Vienna Convention framework supports the use of a compliant Italian licence without a separate IDP. Nevertheless, ask the rental company to confirm its requirements in writing, particularly if its conditions mention foreign-language licences.
If an international permit is requested, obtain the 1968 Vienna Convention model through the Italian issuing system before travelling. Carry it with the national licence, not instead of it. For longer stays involving Azerbaijani residence permission, deal with the licence replacement requirement promptly rather than relying on visitor recognition indefinitely.
The legal and practical information on this page was checked against the listed government, United Nations and rental-company sources on 2026-10-21. This is the date of verification, not a claim that the rules changed on that date. Rental terms and administrative requirements may change, so confirm any unresolved document-format or booking condition before driving.
