Guide to driving in Bahrain with a Vermont licence.
A valid, full Vermont driving licence may be used for private-car driving in Bahrain, subject to the traffic authority accepting it. Bahrain permits approved non-GCC private-car licences for up to three calendar months from entry. The U.S. Department of State recommends an International Driving Permit (IDP), but a universal legal IDP requirement was not established. A separate translation requirement is unverified – confirm with official authority.
A Vermont licence is a U.S.-issued driving credential. Its use in Bahrain is governed by the rules for foreign licences, rather than a separate Vermont agreement. The principal distinction is between driving under an approved national licence and using a foreign IDP that must be presented for official review.
| Requirement | Position for a Vermont licence holder |
|---|---|
| National licence | Conditionally accepted for private-car driving, subject to Bahrain traffic-authority approval |
| Legal IDP requirement | No blanket mandate established for approved foreign private-car licences, but national-licence acceptance must be confirmed |
| Official IDP advice | Recommended by the U.S. Department of State |
| IDP model | 1949 Geneva Convention |
| Translation | No separate certified-translation rule verified for the English-language licence |
| Foreign-licence period | Maximum three calendar months from entry under the Article 251 approval route |
| Rental-car IDP policies | Avis exempts U.S. licences, while SIXT requires an IDP from foreign drivers |
Vermont is a state of the United States, so its driving licences fall within the U.S. licensing system. Article 251 of Bahrain's traffic regulations allows the General Directorate of Traffic to recognise private-car licences issued outside the Gulf Cooperation Council. Recognition is subject to the authority approving the licence and is limited to the applicable private-vehicle category.
Article 223 identifies Bahrain's private-car category, including private passenger cars and specified smaller private-transport vehicles. A standard Vermont driving licence authorises noncommercial driving, but a Vermont licence category must not be assumed to correspond automatically to every vehicle included in the Bahraini category. For an ordinary tourist renting a passenger car, the relevant question is whether the full Vermont licence is accepted for that vehicle.
The U.S. Department of State advises that a valid U.S. driving licence is necessary to drive in Bahrain. Neither that advice nor the general foreign-licence provision establishes an unconditional exemption from local approval procedures for every Vermont credential.
The U.S. Department of State recommends carrying a valid IDP in Bahrain and notes that rental companies may require one. That is official advice, not a statement that every U.S. licence holder is legally obliged to possess an IDP.
Bahrain's Article 251 provides a route for approved foreign private-car licences. Articles 294 and 295 separately address international driving permits issued abroad. Article 294 recognises qualifying foreign IDPs within their validity, subject to the relevant vehicle category. Article 295 requires a foreign IDP to be presented to the traffic authority for review and recording. Tourists and transit travellers may use it upon arrival but must present it on the following day. The authority may authorise rental companies to perform validation.
For a Vermont licence, the relevant U.S.-issued permit is the 1949 Geneva Convention IDP. The U.S. Department of State identifies the American Automobile Association (AAA) and American Automobile Touring Alliance (AATA) as authorised U.S. issuers. The United Nations Treaty Collection records that the United States is a party to the 1949 Convention and that Bahrain acceded on 11 March 2025. Bahrain also participates in the 1968 Vienna Convention, but that does not make a Vienna-model IDP the appropriate U.S.-issued document.
A Vermont licence is issued in English. No separate Bahrain rule requiring its certified translation was established from the authorities checked. The absence of such a verified rule should not be mistaken for an official translation exemption. An IDP provides multilingual licence information and may also be required by the chosen rental company.
Article 251 allows an approved non-GCC private-car licence to be used for a maximum of three calendar months from entry into Bahrain. The regulation expressly applies this period regardless of the person's residence status. It is therefore not a general entitlement to drive for three months without approval, nor is it a fixed number of days suitable for conversion into a database integer.
A traveller who wants to continue driving under this route beyond the three-month period must obtain a Bahraini driving licence in accordance with the applicable procedures. Bahrain's General Directorate of Traffic separately provides a foreign international-licence stamping service for visitors without residency. A person who becomes resident should confirm the appropriate Bahraini licensing process rather than assume that visitor documentation remains sufficient.
Avis Bahrain also publishes its own stricter rental condition requiring employment-visa holders and permanent residents to possess a Bahraini licence. That rental condition must not be confused with the wording of Article 251.
Two published rental policies illustrate why legal eligibility and collection-counter requirements need separate checks. Avis Bahrain expressly exempts U.S.-issued driving licences from its normal IDP requirement for nonresident customers. As Vermont licences are issued in the United States, this exemption is directly relevant. Avis also requires a valid licence held for at least one year and says the licence issuing country should match the passport or residence-permit issuing country. This last condition deserves particular attention for Vermont licence holders travelling on a non-U.S. passport.
SIXT Bahrain takes a different approach. Its published Bahrain information states that foreign drivers need an international driving permit, along with a valid licence held for at least one year and a passport or identity document. SIXT therefore should not be assumed to apply the Avis exemption.
| Company | Published requirement | Source checked |
|---|---|---|
| Avis Bahrain | U.S.-issued licences exempt from its nonresident IDP requirement. Valid licence held for at least one year, with additional driver qualifications. | Avis Bahrain terms and conditions |
| SIXT Bahrain | Foreign drivers require an IDP, a valid licence held for at least one year and identification. | SIXT Bahrain rental information |
Both policies are company-specific. Neither establishes an IDP obligation for every foreign driver under Bahrain law. Confirm the exact terms at the branch handling the booking.
The Bahrain government's foreign international-licence stamping service lists the original valid international permit, original private driving licence, passport and residence information. Visitors can arrange the relevant service through the General Directorate of Traffic. Article 295 provides the separate timing rule for presentation of foreign IDPs by tourists.
The U.S. Department of State states that traffic police require an identity card or passport, driving licence and mobile number when preparing an accident report. Its guidance also specifies accident-reporting obligations. These statements concern the documented accident procedure and do not establish that police routinely demand an IDP during every roadside stop.
Insurance must be considered separately from licence recognition. The U.S. Department of State cautions that a U.S. automobile policy may not cover driving abroad. It also warns that moving a vehicle before reporting a major accident may lead an insurer to deny coverage. The State Department says accidents must be reported within 24 hours. A renter should read the Bahrain insurance agreement for covered drivers, permitted vehicle use, excess amounts and reporting obligations.
The recognition described in Article 251 is for approved foreign private-car licences. It is not automatic permission to operate motorcycles, heavy vehicles or commercial passenger transport. Vermont requires separate motorcycle qualification, and Bahrain applies its own vehicle-category rules. The precise treatment of a Vermont motorcycle endorsement or commercial licence is unverified – confirm with official authority.
A Vermont learner's permit or junior driving credential should not be treated as equivalent to an unrestricted full adult licence for this purpose. The U.S. guidance and the researched rental terms concern valid driving licences, while the authority has not been shown to grant an equivalent exemption for learner credentials.
No Vermont-specific bilateral agreement or special conversion entitlement was established. The fact that the United States and Bahrain participate in the 1949 Geneva Convention does not, by itself, remove Bahrain's published administrative requirements.
Bring a full, valid original Vermont licence and obtain a 1949 Geneva Convention IDP through AAA or AATA before leaving the United States. It is officially recommended, and it meets the published documentation expectation of rental companies such as SIXT. Ask Bahrain's General Directorate of Traffic whether the exact licence is accepted and how to complete foreign-IDP stamping or validation. The next-day presentation rule for tourists should be addressed before driving beyond arrival.
Check the rental company's terms rather than relying on a general statement about foreign drivers. Avis Bahrain publishes an exemption for U.S. licences, while SIXT does not. If the planned driving period extends beyond the applicable three-month foreign-licence window, arrange the appropriate Bahraini licence. Verify insurance coverage for the specific driver and vehicle before collection.
This page was checked against the listed government, treaty and rental-company sources on 2026-10-24. The date records verification, not a change in Bahrain's driving-licence rules. Individual licence acceptance and rental eligibility remain subject to the responsible authority and company.
