Guide to driving in Andorra with a Vermont licence.
A person holding a valid Vermont driving licence can drive in Andorra when the licence is accompanied by a 1949 Geneva Convention International Driving Permit (IDP). Current U.S. Department of State guidance for Andorra says drivers must obtain an IDP before arrival. No separate translation requirement was verified for that document combination. No fixed tourist driving-day limit was found, but a six-month limit applies after habitual or temporary residence is obtained.
The practical document set is the original valid Vermont licence plus a valid 1949 Geneva IDP. The IDP is not a replacement for the state licence. Andorra's regulation recognises Geneva-model international permits from non-EU and non-EFTA countries only when accompanied by the national licence and according to the categories authorised.

Vermont is a U.S. state and Andorra is a separate sovereign country, so this is foreign-licence use rather than domestic recognition. Article 14 of Andorra's current driving-permit regulation lists accepted foreign permits. It includes a 1949 Geneva Convention international permit issued by a non-EU or non-EFTA country when accompanied by the holder's national driving licence and used only for the authorised categories. Current U.S. destination guidance specifically tells drivers going to Andorra to obtain an IDP before arrival, so a Vermont licence should not be treated as sufficient on its own.
The regulation does not create a special visitor category mapping for Vermont. The relevant limit is the category actually authorised on the Vermont licence and represented by the IDP.
The U.S. Department of State's current Andorra traffic-law guidance states that an IDP must be obtained before arrival. Separately, its general overseas-driving guidance tells U.S. drivers to obtain an IDP from the American Automobile Association (AAA) or American Automobile Touring Alliance (AATA) before a trip where one is needed. The Department also identifies AAA and AATA as the only active U.S.-authorised IDP issuers meeting the 1949 United Nations Convention on Road Traffic standard.
For this pair, the applicable document is therefore a 1949 Geneva Convention IDP. Andorran law also makes clear that an international permit does not authorise driving by itself, so carry the original Vermont licence with it. No separate visitor translation requirement was verified when those two documents are carried together.
No fixed maximum number of days for a nonresident visitor to drive on this document combination was identified in the current Andorran regulation, so this page does not convert the rule into an artificial visitor-day limit. Instead, Article 14 applies a six-month clock once a driver obtains habitual residence or temporary residence in Andorra. During that period, the foreign permit must remain valid and unrestricted, and the holder must satisfy the Andorran age and experience conditions for the equivalent category.
For habitual residents, Article 15 says the foreign permit must be exchanged for an Andorran equivalent before one year has elapsed from obtaining habitual residence. Convention-route non-EU and non-EFTA permits generally receive theory recognition only for categories A and B but require practical tests for each category, subject to the regulation's reciprocity rule. The exchange process may also require an issuing-body certificate on authenticity, validity and authorised vehicles translated into Andorra's official language and visaed by the corresponding embassy if the Andorran register requests it.
No industry-wide rental policy was verified for this licence pair. Europcar's published Andorra la Vella information says the renter must present the normal driving licence, identification and a valid credit card. It also says its international driving licence document is mandatory when the home licence is written in a language different from that of the renting country or uses characters that cannot be read there, and that the international document is valid only together with the normal licence.

This company policy is separate from the destination driving rule. A Vermont holder should carry the required IDP even if a particular desk does not ask to inspect it.
Andorra's regulation requires a driver to carry the driving licence, any necessary complementary authorisations and the vehicle documents required by law, all valid, and to present them to competent officers when requested. U.S. Department of State guidance says drivers must carry driving permits, documents related to vehicle ownership and vehicle insurance. For a Vermont holder, the driving documents are the original Vermont licence and the required IDP.
The same U.S. guidance states that liability insurance is required to drive a car or motorcycle in Andorra. As a named rental example, Avis Andorra la Vella says Third Party Liability cover is provided with its vehicle as standard. That is a company term, not a statement that every rental contract has identical coverage.
Obtain a genuine 1949 Geneva Convention IDP from AAA or AATA before travelling and keep it with the original valid Vermont licence. Carry the required vehicle and insurance documents, and review the selected rental company's latest terms before collection. If you obtain habitual or temporary residence, recheck the resident rules immediately because the foreign-permit validity period changes at that point.
This Vermont-to-Andorra information was checked against the official and first-party sources listed above on 2026-10-03. The check date records when the sources were reviewed, not when the underlying rules last changed.
