Guide to driving in Albania with a Texas licence.
A person with a valid Texas driving licence can drive in Albania. Current U.S. Department of State guidance says a valid U.S. licence must be accompanied by an International Driving Permit (IDP) to legally drive or rent a car, while Albania's Road Code also describes an official-translation or equivalent-document route for foreign documents that do not match treaty models. Because the two official sources are not perfectly aligned, carrying the 1949 Geneva Convention IDP with the Texas licence is the clearest compliant approach. The Road Code does not set a fixed visitor-day maximum, but foreign-licence driving ends once the holder has been resident in Albania for more than one year.
Carry the physical Texas licence and a valid 1949 IDP together. The IDP is not a replacement for the Texas licence. A separate Albanian translation is not normally needed when the licence is accompanied by the treaty-model IDP, while nonconforming foreign documents are subject to Albania's official-translation rule. Rental-company terms vary, so company policy should be checked separately from the legal rule.
Texas issues driving licences within the U.S. licensing system. Albania's Road Code Article 133 allows a holder of a foreign driving licence or international driving permit to drive the vehicle categories for which the document is valid, provided the person has not been resident in Albania for more than one year. The same article requires an official Albanian translation or equivalent document when the foreign licence or IDP does not conform to models established by international agreements to which Albania is a party.
For the Texas to Albania relationship, the U.S. Department of State gives a more specific traveller instruction: a valid U.S. driving licence and an IDP are both required to legally drive or rent in Albania. That guidance should be followed by a Texas licence holder rather than relying on the Texas card alone.
The U.S. Department of State says the IDP is required for a U.S. licence holder in Albania and tells travellers to obtain it in the United States before travel. Albania's Road Code is broader because it recognizes a foreign licence or IDP and requires an official Albanian translation or equivalent when the document does not conform to treaty models. Given that difference in official wording, idp_legally_required is treated as conditional in this record, but the practical instruction for a Texas licence holder is still to carry the IDP. The United States and Albania are both parties to the 1949 Geneva Convention on Road Traffic, and the U.S. Department of State identifies AAA and AATA as authorized U.S. issuers meeting the 1949 Convention standard. The applicable permit for a Texas licence is the 1949 Geneva Convention IDP.
The IDP must be used with the original Texas licence. It does not independently authorize driving.
No fixed maximum number of visitor days was verified for foreign-licence driving. The controlling Road Code condition is residence: Article 133 allows use while the driver has not been resident in Albania for more than one year. Because that is a residence-based condition rather than a fixed visitor period, max_visitor_days is not expressed as a number.
For residents, DPSHTRR publishes a conversion procedure for a valid licence issued by the United States. Its current guidance says an applicant with an Albanian residence permit valid for more than one year may apply to convert the foreign licence, with supporting identity, medical and certified translation documents. The Road Code provides for a licence of the same category without the ordinary skills examination where the stated conditions are met.
Rental rules must be separated from Albanian driving law. SIXT Albania accepts EU licences and, for other licences, expressly requires an IDP when the licence uses a non-Roman alphabet. Europcar Tirana says an international driving licence is mandatory when the domestic licence is in a different language from the rental country or uses characters that cannot be read there. Enterprise Tirana requires a valid licence held for at least three years, passport or ID, and a major credit card, while Enterprise's Albania country guidance says an IDP may be required depending on location.
These company terms are not uniform and do not remove the need to follow the stricter U.S. Department of State instruction to carry both the domestic licence and IDP.
The U.S. Department of State advises drivers to carry the U.S. passport, domestic driving licence, IDP, and vehicle registration or insurance documents while driving in Albania. That is official U.S. travel guidance rather than a claim that Albanian police will request every document at every stop.
Article 191 of Albania's Road Code requires motor vehicles used on public roads to have third-party civil-liability insurance. For a rental, the rental contract and included liability cover should be checked. A personal U.S. policy should not be assumed to satisfy Albanian requirements without confirmation.
The foreign licence and IDP authorize only the categories for which they are valid. Texas DPS states that Class C does not authorize motorcycles, while Class M is the motorcycle class. Albania's Road Code also requires any professional-competence certificate or similar evidence that the issuing state requires for certain special vehicles. The one-year residence limit is another major exception: after that point the foreign licence or IDP is no longer valid for driving under Article 133.
Obtain the 1949 IDP before leaving the United States and carry it with the valid Texas licence. Keep the passport and vehicle registration or insurance documents available while driving. Check the selected rental company's terms before pickup, especially licence-holding period, identity document and payment-card requirements. If you will become resident in Albania, review the DPSHTRR conversion process early.
