Guide to driving in Andorra with a Kentucky licence.
A Kentucky driving licence holder can drive in Andorra as a visitor, but the safest verified legal route is to carry the valid original Kentucky licence together with a U.S.-issued 1949 Geneva Convention International Driving Permit (IDP). Current U.S. State Department guidance for Andorra says the IDP must be obtained before arrival. No separate visitor translation was identified when those two documents are carried together. No fixed nonresident driving maximum was verified, although the IDP itself is valid for one year.
For a normal visit, bring the original Kentucky licence and the 1949 Geneva IDP. The IDP does not replace the Kentucky credential and only covers categories supported by the underlying licence. If you become habitually resident, Andorra applies a six-month foreign-permit validity limit and a separate exchange deadline before one year.
Andorra Regulation Decree 226/2025 lists valid foreign permits in Article 14. It recognizes international permits issued under Annex 10 of the 1949 Geneva Convention when they are accompanied by the holder's national driving licence and used within the authorized categories. Although Article 14 also recognizes some foreign national licences that conform to convention models, current U.S. State Department destination guidance specifically tells U.S. visitors to obtain an IDP before driving in Andorra. For a Kentucky holder, the practical legal combination is therefore the original Kentucky licence plus the U.S.-issued IDP.
The Kentucky Driver Manual describes Class D as the basic operator licence, Class M for motorcycles, and Classes A, B and C as commercial classes. Andorran recognition does not create extra vehicle privileges, so drive only vehicles covered by both the Kentucky credential and the IDP.
The IDP is legally required for this pair based on current U.S. State Department Andorra guidance. The applicable U.S. document is the 1949 Geneva Convention IDP. The U.S. State Department identifies the American Automobile Association and the American Automobile Touring Alliance as the two active U.S. organizations authorized to issue IDPs meeting the 1949 Convention standard. Andorran Article 14 expressly accepts the Geneva-model international permit when it is carried with the national licence.
A separate certified translation was not identified as a visitor requirement when the original licence and valid IDP are used together. The IDP is a complementary document and never substitutes for the original Kentucky licence.
No fixed maximum number of visitor-driving days was verified in the Andorran sources checked, so max_visitor_days is left NULL. The U.S. State Department says the IDP is valid for one year. If the driver obtains habitual residence in Andorra, Article 14 limits the validity of the qualifying foreign permit to six months from the date habitual residence is obtained, subject to validity, age and experience conditions.
Article 15 separately requires the foreign permit to be exchanged for an Andorran equivalent before one year has elapsed from habitual residence. Those two periods should not be confused. The exchange deadline does not extend the legal driving validity of the foreign permit beyond six months. Exchange rules also contain category, practical-test and reciprocity conditions, so a resident should confirm the exact process with the Andorran Register of Driving Permits.
Rental policy is separate from the law. Europcar's Andorra page says renters must present their normal driving licence, an identification document and a valid credit card. It also states that an international driving licence is mandatory when the national licence is in a different language from the rental country or uses characters that cannot be read there, and that the international licence is valid only with the normal licence. Because only one named Andorra rental policy was verified, no industry-wide requirement is claimed here.
Andorran Article 2.7 requires a driver to carry the driving permit, necessary complementary authorizations and required vehicle documents and to present them to competent agents on request. For a Kentucky visitor relying on the Geneva route, that means carrying both the original Kentucky licence and the IDP. Current U.S. State Department guidance also tells drivers to carry travel documentation, driving permits, vehicle ownership documents and vehicle insurance.
The same U.S. guidance states that liability insurance is required to drive a car or motorcycle in Andorra. No Kentucky-specific insurance exception was verified. Rental-company insurance and damage-waiver terms remain contractual and should be checked separately.
The IDP is not valid by itself. A person whose Kentucky licence is expired, suspended, withdrawn or otherwise invalid should not rely on an IDP to restore driving privileges. Resident rules are also stricter than visitor rules. A transitional twelve-month foreign-permit validity rule in Decree 226/2025 applies only to people who were already resident in Andorra before 3 January 2025, not to a new 2026 resident.
Obtain the Geneva 1949 IDP from AAA or AATA before travel and keep it with the original Kentucky licence. Carry identification, rental paperwork and proof of liability insurance as applicable. If residence in Andorra is planned, begin the exchange process well before six months because that is the verified foreign-permit driving limit for a new habitual resident.
