Guide to driving in Sicily with a Saipan licence.
Saipan and Sicily are not part of the same national legal system. Saipan is an island in the Commonwealth of the Northern Mariana Islands, a United States territory, while Sicily is an autonomous region of Italy. A Saipan driving licence is therefore treated as a foreign non-EU licence when used in Sicily.
The key Italian rule is national rather than Sicily-specific. The Italian Ministry of Infrastructure and Transport says that a licence issued by a non-EU or non-EEA state can be used for the vehicles it authorizes, provided the holder has not been resident in Italy for more than one year and has either an international driving permit issued by the licensing state or an official Italian translation.
A valid Saipan licence can be used for the vehicle categories it authorizes, but it should be accompanied by a 1949 Geneva Convention IDP or an official Italian translation. The IDP is not the only legal route because Italian law expressly allows the official translation alternative.

The Italian Ministry of Infrastructure and Transport classifies licences from outside the European Union and European Economic Area separately from EU and EEA licences. A foreign non-EU licence may be used for the vehicles to which that licence gives the holder driving entitlement, but the licence must be valid and must be accompanied by either an international driving permit or an official Italian translation.
The Saipan licence does not receive an EU-style recognition treatment. This is not a bilateral Saipan to Sicily agreement. The relevant legal framework is Italian national law together with the international road-traffic conventions applicable to the issuing jurisdiction and Italy.
The Italian rule refers to vehicles that the foreign licence authorizes the holder to drive. A Saipan licence holder should therefore use only the vehicle categories and endorsements actually shown as valid on the Saipan licence. No separate Saipan-to-Italy category equivalence schedule was verified.
Italy accepts international driving permits under both the 1949 Geneva and 1968 Vienna road-traffic conventions. The issuing side matters for this pair. The United States is a party to the 1949 Geneva Convention and the United Nations records a United States territorial application. The United States is not a party to the 1968 Vienna Road Traffic Convention, while Italy is a party to both.
For a Saipan licence, the relevant convention model is therefore the 1949 Geneva Convention IDP. The United States Department of State states that the American Automobile Association and American Automobile Touring Alliance are the authorized United States organizations for issuing IDPs under the 1949 road-traffic framework.
Italian law also permits an official Italian translation instead of an IDP. The translation route is therefore a legal alternative, not an additional document that must always accompany an IDP.
An IDP gives authorities and rental staff an internationally standardized interpretation of the national licence. ACI guidance for foreign tourists likewise describes the Italian document requirement as the national licence accompanied by an IDP or certified Italian translation.
No fixed maximum number of visitor days was verified in the Italian rule used for this pair. The important threshold stated by the Italian Ministry of Infrastructure and Transport is residence rather than a standard tourist-day count. A holder of a non-EU licence may drive under the stated foreign-licence rules until the person has been resident in Italy for more than one year.
Once Italian residence is acquired, the one-year period becomes important. After that period, the foreign licence can no longer be used for ordinary driving in Italy under the non-EU foreign-licence rule and the driver must follow the applicable Italian licensing or conversion route.
The Ministry also states that conversion without an examination is available only where the issuing state has the required reciprocity arrangement with Italy. The current Ministry list of convertible non-EU jurisdictions does not list the Commonwealth of the Northern Mariana Islands as a general reciprocal-conversion jurisdiction.
Rental-company requirements are contractual conditions and should not be confused with Italian legal recognition. Europcar Italy publishes a requirement for a valid licence from the drivers country of residence and explains that non-EU licences may require an international driving permit or a sworn translation depending on the circumstances. Europcar also requires the original local licence when an international driving permit is used.
Hertz Italy states that the renter must have a valid driving licence held for at least one year and must present any international permits required for the rental, together with a passport or other accepted identity document and a payment card in the main drivers name.

|---|---|---|
| Europcar Italy | Valid local licence plus, where applicable, an international driving permit or qualifying sworn translation. The original local licence must accompany the international permit. | Europcar Italy rental and document requirements, checked 2026-09-20 |
| Hertz Italy | Valid licence held for at least one year, any required international permit, valid passport or identity document and payment card in the main drivers name. | Hertz Italy rental information, checked 2026-09-20 |
No published rental term checked specifically names a Saipan licence. The company requirements above should therefore be treated as Italy rental policies that can apply to a non-EU licence, not as a special legal rule for Saipan.
Italian authorities can require the foreign licence to be accompanied by the international permit or official translation required by the Highway Code. ACI guidance for foreign tourists lists the vehicle registration document, valid national driving licence, IDP or certified Italian translation and applicable insurance documentation among the documents to carry.
Third-party liability insurance is required for vehicles driven in Italy. ACI notes that people resident outside the EU who bring their own foreign-registered vehicle should check with their insurer about the need for a Green Card or short-term insurance. For a rental car, the relevant insurance arrangements are those stated in the rental contract.
Nothing in the sources checked establishes a separate police or insurance rule specifically for Saipan licence holders in Sicily.
The foreign licence must actually authorize the category of vehicle being driven. If a particular vehicle category requires an additional professional qualification or other authorization in the issuing jurisdiction, Italian rules can require that qualification as well.
The one-year rule is tied to acquisition of Italian residence, not simply to the number of days printed on a tourist itinerary. A person changing from visitor status to resident status should therefore reassess the licence position immediately.
No separate Sicily licence-recognition regime was verified. Sicily has regional and local traffic measures in other areas, but no additional Saipan-specific driving-licence rule was established in the sources used for this guide.
unverified – confirm with official authority
This applies to any Saipan-specific equivalence for unusual commercial, heavy, passenger-carrying or specialist vehicle categories that is not established by the sources checked.
The simplest document set for a Saipan driver visiting Sicily is the original valid Saipan driving licence together with a valid 1949 Geneva Convention IDP. Keep the passport and rental documents available as well. An official Italian translation is a legal alternative to the IDP under the Italian rule, but the IDP is a practical choice because it is the international document format recognized for the United States 1949 convention framework and is useful when dealing with rental companies.
Do not rely on the IDP by itself. The IDP is a supplementary document and should be carried together with the original Saipan licence. If the traveller becomes resident in Italy, the one-year foreign-licence period must be considered separately from ordinary visitor travel.
