Guide to driving in Albania with a Saipan licence.
A valid driving licence issued in Saipan by the Commonwealth of the Northern Mariana Islands can be used under Albania's general rules for foreign driving licences, provided the holder has not been resident in Albania for more than one year and drives only vehicles covered by the licence. Albanian law does not expressly impose an IDP as a universal additional requirement. An official Albanian translation or equivalent document is required if the foreign licence does not conform to a recognised international-agreement model.
The key issue is not citizenship but the foreign driving document being used. Saipan is within the Commonwealth of the Northern Mariana Islands, a United States territory, and CNMI driving licences are administered by the CNMI Department of Public Safety Bureau of Motor Vehicles. Albania's Road Code provides a general route for using a valid foreign licence, subject to its residence, category and document-format conditions.
Article 133 of the Albanian Road Code states that drivers holding a driving licence or international driving licence issued by a foreign jurisdiction may drive in Albania vehicles for which that document is valid, provided they have not been resident in Albania for more than one year. This supports use of a valid CNMI licence under the general foreign-licence rule rather than under a special Saipan-Albania arrangement. No bilateral Saipan-Albania driving-licence agreement was identified.
The licence remains limited to the vehicle categories for which it is valid. CNMI law establishes separate licence classes, including classes for two- and three-wheeled vehicles, two-axle vehicles and specified heavier vehicle classes.
The Albanian Road Code provision checked does not say that every foreign driver must carry an International Driving Permit in addition to a valid national licence. It permits driving with a foreign driving licence or an international driving licence, subject to its conditions. Therefore an IDP is not established as a universal legal requirement for this pair.
The United States and Albania are parties to the 1949 Geneva Convention on Road Traffic, while Albania is also a contracting party to the 1968 Vienna Convention. However, convention participation alone does not establish which exact IDP model a current CNMI licence holder should obtain. The applicable IDP model and an official recommendation specifically for a CNMI licence holder remain unverified – confirm with official authority.
The Albanian rule is tied to residence rather than to a fixed number of tourist days. A holder of a foreign licence may drive while that person has not been resident in Albania for more than one year. For that reason, a fixed maximum visitor-day value should not be inferred from the rule.
DPSHTRR publishes a foreign-licence conversion procedure for residents holding qualifying licences, including licences issued by the United States and Canada and jurisdictions covered by specified arrangements. Its published procedure applies to applicants holding an Albanian residence permit valid for more than one year. A person moving to Albania should check current conversion eligibility for the specific CNMI licence rather than assuming visitor treatment continues indefinitely.
No named rental-company policy was verified for the Saipan-to-Albania pair. Rental companies can impose contractual documentation conditions beyond the minimum legal conditions for driving, so acceptance of the CNMI licence, any translation and any requested IDP should be confirmed directly with the chosen company before collection of the vehicle.
The Road Code establishes the validity and translation conditions for foreign licences, but a current authoritative checklist specifically stating every document Albanian police require from a CNMI licence holder at a roadside check was not verified. The driver should at minimum ensure that the original valid licence and any translation or equivalent document required by Article 133 are available.
No authoritative pair-specific rule was found establishing that insurance coverage depends on carrying an IDP. Insurance coverage and rental documentation should therefore be checked under the applicable policy or rental contract rather than inferred from the foreign-licence rule.
Article 133 provides an important document-format exception. When a foreign driving licence or international driving licence does not conform to the models established in international agreements in which Albania participates, the document must be accompanied by an official translation into Albanian or an equivalent document. The current CNMI licence's conformity with those models was not conclusively established during this research, so the translation position is conditional rather than an unconditional yes or no.
The Road Code also addresses drivers of special vehicles where the issuing jurisdiction requires a professional competence certificate or other qualification in addition to the driving licence. Such drivers must have the necessary qualification issued by the competent authority of the jurisdiction that issued the licence.
The foreign-licence conditions in Article 133 were also cross-checked against accessible consolidated text of the Albanian Road Code. No source was found that specifically names Saipan in Albanian visitor-driving guidance.
Use the original valid CNMI licence and confirm before travel whether DPSHTRR considers its current format compliant with the relevant international-agreement model. If not, obtain the required official Albanian translation or accepted equivalent. An IDP may be useful only if it is the appropriate document for the licence and is accepted for the intended purpose, so confirm the applicable model with the competent issuing authority rather than assuming that the 1949 or 1968 format applies. Confirm separate rental-company requirements before booking.
The Albanian foreign-licence rule, its one-year residence condition and its conditional translation requirement are supported by the Road Code material checked. CNMI's licensing authority and licence classes are also documented by official CNMI sources. A Saipan-specific Albanian IDP recommendation, exact IDP model, named rental-company requirement, pair-specific police checklist and pair-specific insurance condition were not conclusively verified.
This information was checked against the listed sources on 2026-10-02. Driving-licence, residence, translation and rental documentation rules can change, so material requirements should be reconfirmed with the responsible authority before travel.
