Guide to driving in Belgium with a Israel licence.
Yes. Belgium recognises valid Israeli national driving licences, including the models listed by its transport authority. Belgium does not impose a separate International Driving Permit (IDP) requirement on visitors using a recognised licence. Israel’s transport ministry nevertheless instructs its licence holders to obtain an IDP before driving abroad. The Israeli permit follows the 1968 Vienna Convention. A separate visitor translation is not established, while Belgium’s 185-day rule concerns registration as a resident.
For an ordinary car, check that your Israeli licence shows category B and remains valid. Carry the original plastic card. Obtain the Israeli IDP before departure under the issuing authority’s instructions, especially if you intend to hire a vehicle.
Israel and Belgium are separate countries with a specific recognition agreement. Their agreement of 10 May 1982, published in the United Nations Treaty Series, provides for reciprocal recognition of national driving licences, subject to national driving rules and the categories authorised on the licence. Belgium’s current transport guidance also lists Israeli licence models IL 008 and IL 009 for exchange assessment.
A category B licence covers the ordinary passenger-car question. Permission to drive other vehicles depends on the category actually held and the Belgian rules for that vehicle. Exchange-equivalence tables should not be treated as an unrestricted list of visitor driving entitlements.
Belgium accepts a recognised foreign national licence during the applicable visitor or initial-residence period, so Belgian guidance does not add a universal IDP requirement for this recognised Israeli licence. The Israeli Ministry of Transport and Road Safety takes a stricter position for its own licence holders: it says an international licence must be obtained before driving abroad. This is an instruction from the issuing country, not a separate Belgian IDP law.
Israel issues an IDP under Annex 7 of the 1968 Vienna Convention, valid for up to three years or until the national licence expires, whichever is earlier. It must accompany the valid permanent Israeli plastic licence and cannot replace it. A certified translation is not established as an additional requirement for an ordinary Belgian visit. For resident licence exchanges, a Belgian municipality may request a translation by a translator sworn in Belgium.
Belgium’s Federal Public Service Mobility and Transport allows a recognised non-European licence during the first 185 days after registration in Belgium. This is a registration-based rule, not a verified 185-day maximum for every tourist. A separate fixed maximum for unregistered Israeli visitors is unverified – confirm with official authority.
After 185 days of Belgian registration, a resident generally needs a Belgian licence to continue driving. An eligible exchange can be started earlier, but the Belgian licence cannot be issued before the 185-day registration condition is met. The municipality checks the recognised model, validity, when the licence was issued, the applicant’s residence history and authenticity. If the licence cannot be exchanged, Belgian theory and practical tests are required.
Rental counters can demand more documents than Belgian driving law. The following are named companies’ published rules, not national licensing requirements.
| Company | Published requirement | Source checked |
|---|---|---|
| Europcar Belgium | Requires the national licence and an IDP when the licence uses a different language from the rental country or characters unreadable there. Also requests identity documentation and a credit card. | Belgian rental page |
| Hertz Brussels Airport | Requires a valid national licence held for at least one year. Strongly recommends an IDP for non-EU renters rather than imposing that condition on every such renter. | Brussels Airport requirements |
Belgian police guidance requires the driver to carry the original valid licence for the category driven and to produce the relevant identity and vehicle documents. The vehicle’s registration and proof of insurance must be available for checks. Carry the Israeli licence and IDP together rather than relying on a photograph or the IDP alone.
Belgium requires third-party motor liability insurance for vehicles used on the road, and the insurance certificate must be available in the vehicle. Neither this general requirement nor the rental documentation policies establish that a claim is automatically rejected solely because a driver lacks an IDP. Check the actual vehicle or rental insurance conditions.
Belgium’s January 2025 model tables show direct exchange equivalence for Israeli B to Belgian B, C to C and D to D. Israeli C1 and D1, D2 or D3 correspond to B in those tables. The tables show no direct exchange equivalence for Israeli A, A1 or A2. These entries concern exchanging a resident’s licence and do not by themselves establish a visitor motorcycle-driving prohibition.
For exchange, Belgium requires the original national licence, an eligible issue date, authenticity checks and valid categories. An IDP cannot be exchanged in place of the Israeli licence. The municipality may ask for a sworn translation.
Bring your valid Israeli plastic licence and obtain its accompanying Vienna Convention IDP in Israel before leaving. Check the category shown on your licence, confirm the hire company’s own document and insurance conditions and, if you are moving to Belgium, start the exchange enquiry with your municipality before the initial 185-day registration period ends.
