Guide to driving in Angola with a Israel licence.
An Israeli licence holder can drive in Angola conditionally. Angola law recognises an international driving licence for a driver who is not habitually resident, and Israel Ministry of Transport guidance says Israeli licence holders must obtain one before driving abroad and carry it with the valid permanent plastic Israeli licence. The alternative national-licence-only route is subject to extra Angolan conditions and a 30-day rule in specified cases.
Carry the official Israeli International Driving Permit (IDP) together with the valid permanent plastic Israeli licence. This is the clearest documented route because Angola recognises international driving licences for non-residents, while use of a foreign national licence alone depends on separate recognition conditions. No fixed visitor-day cap was verified for the IDP route itself, but habitual residence changes the legal position.
Presidential Decree 203/16 recognises valid foreign driving licences where the holder can prove that the licence was obtained after an examination with a level of rigor at least equivalent to the Angolan system. For licences from states without a bilateral equivalence and exchange agreement, the regulation allows driving for no more than 30 days when that examination condition, licence validity and the Angolan minimum-age requirement are satisfied. A further period of the same length may be granted on justified grounds.
The Israeli licensing process includes a theory test, driving instruction, an internal practical test and a practical road test. The sources checked, however, do not contain an Angolan pair-specific determination that an Israeli licence automatically satisfies the Angolan equivalence test. For that reason, this page does not treat the Israeli national licence alone as an unconditional entitlement.
Angola Code of Road Traffic article 123 lists international driving licences among the titles that authorise driving and limits this route to people without habitual residence in Angola. The Israel Ministry of Transport and Road Safety states that Israeli licence holders must obtain an international driving licence before travelling abroad and that it is not possible to drive abroad with only the Israeli licence. It also states that the international licence must accompany the valid permanent plastic Israeli licence.
Israel issues its international driving licence according to the 1968 Vienna Convention, Appendix 7, with validity of up to three years or until the Israeli licence expires, whichever comes first. The Angolan provisions checked recognise international licences but do not name a required Geneva or Vienna model, so the page does not claim that Angola legally requires one specific convention model.
The Angolan Code condition for an international driving licence is non-resident status rather than a fixed number of visitor days, so no fixed maximum is stored for this route. A separate rule in Presidential Decree 203/16 gives up to 30 days for qualifying foreign national licences from states without a bilateral equivalence and exchange agreement and allows a possible further 30 days on justified grounds.
Once a driver becomes habitually resident, the international-licence route in article 123 no longer applies. Presidential Decree 203/16 allows a resident whose foreign licence authorises driving in Angola to request exchange for an Angolan licence. The listed exchange file includes a passport copy, proof of residence, specified work or residence documents, confirmation of licence validity from the issuing authority or embassy, and an Angolan medical certificate. No Israel-specific mandatory exchange deadline was verified.
Avis Luanda requires a valid driving licence in the driver name from the country of residence. It requires an IDP in addition when the licence uses a non-Roman alphabet. Europcar Luanda requires the national driving licence and says an international licence is mandatory if the national licence is written in a language different from the rental country and/or uses characters that cannot be read locally. Europcar also asks for identification and a valid credit card at collection.
These are rental-company policies, not destination law, and they differ. An Israeli renter should therefore bring the IDP even if a particular counter might be able to read the national licence.
Angola Code of Road Traffic article 84 requires a driver to carry an identity document or passport, a driving licence or licence to drive, and the insurance certificate. For a car or motorcycle, the driver must also carry the vehicle ownership or equivalent registration document, the vehicle booklet or substitute, and the periodic inspection document when required. For an Israeli driver using an IDP, carry both the IDP and the permanent plastic Israeli licence.
Article 129 requires motor vehicles and trailers using public roads to have motor third-party liability insurance covering Angola. The sources checked do not support a broader claim that insurance automatically becomes invalid solely because an IDP is missing.
Before leaving Israel, obtain the official Israeli IDP and take the original permanent plastic Israeli licence as well. Keep your passport, rental or vehicle documents, insurance certificate and any required inspection document with you while driving. If you plan a longer stay, become resident, or want to rely on the Israeli licence without an IDP, confirm the position directly with the Angolan traffic and licensing authority before driving.
